It's just no brainer to do it in public and sometimes considered embarrassing for girls who are naturally shy - Some girls actually say "YES" in public not to create a scene and go straighten things out with the guy in private. Any intimate affair or situationship between two people/partner should be done privately. I have never seen a couple asking each other to be officially divorced in the open?
