He only did so after the entire European Union have locked their border, and restrict movement of people. That's not being proactive to me. A politician/ leader that does not love his people cannot lift up a finger to help. He will just be there jetting around, reading prepared speeches and smiling for the cameras.... To be honest; Buhari has been pro-active lately.
