Zainab Ahmed, the minister of finance, budget and national planning, says the federal government is considering giving out stipends to people whose jobs have been affected by the coronavirus outbreak.

Ahmed was speaking on Politics Today, a programme on Channels TV.

“We have a number of fiscal incentives that we have thought through and designed but we have to do a couple of engagements before we announce them because of our fragile fiscal situation,” she said.

“We don’t want to rush and make announcements of tax cuts or tax holidays without looking at the full picture of how it affects the federal government, states and how it affects businesses.

“The government is looking at the possibility of giving out stipends, increasing the stipends that it giving out to the category of Nigerians that are classified as poor and vulnerable.

“Also, we are looking at the category of citizens that have been affected by the nature of their jobs by this pandemic. For example, airports are closed so people who run taxi services at the airport will be at home with nothing to do. So we have to carefully identify the groups that will get these interventions. We are also not forgetting businesses.”

She said the government is still trying to determine the method of disbursing the funds and ensuring maximum impact given Nigeria’s large population.

However, the minister said the economy would enter a recession if the health crisis lasts up to six months.

“Are we broke, no we are not broke. Are we buoyant, we are not buoyant as well. We have resources to manage and we have been able to find new sources of funds to realise very quickly to keep the country stable,” she said.

“Fact is, we are going to struggle in terms of revenue. The federal and state government will be frantically looking for alternative sources of funding in the form of budget support.

“We are hopeful that this pandemic will be limited in time. If it is an average of three months, we should be able to close the year with positive growth. If it goes longer than that, six months, one year, we will go into a recession.”

She said the federal government is already talking with lenders to renegotiate repayment terms and “seek a stay of the debt service to preserve some of the revenue”.

Nigeria’s revenue has taken a hit after crude oil, its major source of income, witnessed a sharp price decline.

Naija! una no go ever learn. You guys would continue to wallow in misery and hardship while these crop of politicians continue to fatten their pockets.

Can you imagine in a perilous season like this where leaders of saner countries are helping it's citizens with stimulus packages to ease the burden of this epidemic your own leaders are elevating your sufferings by taking delivery of exotic cars to the tune of 25,000 to 35,000 dollars per car.

Where are the supporters of this rogued-plaqued administration? Did the car get to you too?

Since 2015, most companies stopped buying Toyotas as official cars because of the cost. But our irresponsible senators whose jobs add no value are buying camrys. Not corolla, not Yaris, camrys. They cannot buy Hyundai, they cannot buy local.

This is what Buhari is empowering. And some people still believe he stands for something.

Later they will come and deceive some gullible suckers with audio investigations of Dstv.

Forget the coronavirus, the country is broke. Oil is $27 a barrel. What sane person buys a brand new car when his income has halved?

I know some here who had walked their talk..

All of them at point of action will tell u that getting Nigerians to act is harder..

My friend posted something above on increasing prices of food.. who did that? Government? They are our own people and they are part of us lamenting with us
. This will create a domino effect and then more people will raise their own prices and then chaos..

At this time where we need empathy..

I have come across few people who have tried using the coronavirus to defraud.. of course many will trace the blame to govt.. we can't be moving round the circle

There are many who are angry but channel that anger toward doing something positive.. to change the system..someone here channel his own anger toward helping those oppressed by the security agencies.. and he is fine.. but some will channel the anger toward chaos..

I know we need to rejig but I do not think we are helping anyone if we allow ourselves to lose our minds..

The most precious possession we have and which oppressors tried to take over is not our money.. it is not our tax.. it is not our job.. it is not political power.. it is certainly not looting...

...it is our mind! I don't know why many will find this harder but I can tell.that people who are in control of their mind can never be brainwashed nor fall for any deceit.. they will know when to get angry and when to act..

There is something in our reaction to negative things..

Do we have the penchant to react or respond?

Let me pause and give u an example..

A man went to the airport..his flight was delayed even though he is already running late.. everyone affected in that same airport was ranting and blaming everything in the world.. the airline.. the govt.. whatever.. and some were kicking.. but this man was calm.. even though he is about to lose a lot of money.

One of the attendants at the airport who was obviously on a mocking mission then went to this man.. she saw him smiling ... and reading calmly while others are agitated and pacing around..

So she feel.. maybe the man didn't know what had happened.. she said.. master..your flight has been cancelled...

The man looked up from the book he was reading and replied.. fantastic!

The woman was speechless..

She came back again later.. and said.. hotels booking had been exhausted.. that there is no more space ..

The man again replied.. fantastic!

This time the women was now ones that is upset instead of the other way..

Finally.. she went back again and send another bad news.. and the man replied fantastic..

Unable to understand..

She asked . Mister..every time I come with bad news u say fantastic.. what is fantastic about this?

The man replied..

U see.. my flight has been cancelled.. there is nothing else I can do ..i already lost an appointment.. the natural thing for me to do is pace up and done and blame like everyone there.. the appointment is lost already.. my pacing up and down or cursing can't bring it back

Then what of the hotel? She asked..

He smiled again and responded.. the hotel have all been booked.. again I could rant and wail and curse.. but here I am.in one of the most expensive and safest airports in the world... free of charge and I have time to rebook my appointment and to read and more..

This time the woman was really impressed and learned a lot from it.

In this story.. what i want to say is that there will always be bad news.. bad leaders and negative unpleasant circumstances.. most of which we can't do anything about..

Many years ago.. as a student.. i learned one of the most valuable lesson from Dale Carniegie works..

Let me quote him.. *as you and I match across the decades of time, we are going to meet a lot of unpleasant situations that are so. They cannot be otherwise. We have our choice. We can either accept them as inevitable and adjust ourselves to them or we can ruin our lives with rebellions and maybe end up with a nervous breakdown*

With that mindset..u will set out to begin to.purge your mind and control it rather than let outward events..anger..and propaganda of others control your mind for you..

Many think they are smarter and wiser by playing to the tune of those who hijack their mind and turn them into kaleidoscope of social confusion.

I tell u.. the only solution to Nigeria problem is to look within.. first take charge of your own mind.. this way u can reason clearly without being influenced by others..

Once u have done this.. find like mind who are equally solution conscious..

The efforts of oppressor is to take control of your mind.. either.making u dissipate energy on ranting and wailing.. they know that if u have focus and able to think.of solution u will.upstage them and surprise them.

Protect your mind from being hijacked.. whether by politicians or bad news or propaganda.. you must do everything to ensure this for you and your family...only by this can u have clear.mind to focus on how to beat that enemy that has taken over your joy.

The recklessness and irresponsibility of these clowns is alarming. So no reasonable individual or group within their caucus who could have suggested that they channel that huge amount of money towards our health system or something that will be of more benefit to our society. It's shameful honestly.
