I don't know about the inner workings of Fowler's tenure at the FIRS but some of your accusations are not true.

e.g.
No single person bar the President including the can FIRS boss can single handedly increase VAT rate in the country as you've accused Nami.

The bill that sought to increase VAT rate amongst other tax issues was developed under Fowler's leadership. if Nami was appointed in Dec 2019 and the bill increasing VAT is called Finance bill 2019, How then did he architect it?

I don't hold forte for any Nigerian leader but departing from comparing both leaders based on personal merits on the job and jumping to use of 'status' of school attended is a very poor proxy.

Assuming you schooled here in Nigeria, I suppose you do not think your contemporaries in the US(in your field) are all better than you merely by schooling in the US— even though the standard of education is better there generally.

I think the issue is that he took the tax structure of "consultants" ie alfabeta to the federal level making civil servants redundant while enriching is controllers.
This is also political as the powers that be will want to cut the funding to the Lagos landlord ie 2023.
