Shows Buhari don't appoint based on who you know policy generally applied in Nigeria, otherwise someone who knows him in the government should have brought up the issue of death.

I think this government can at least say that despite all their obvious shortcomings they gave chance to some Average Nigerians to serve their nation.

We have never, but we have heard of thousands of ghost workers in the past government, even those that are dead but still receiving salaries. I guess you need to make more research.
