But that’s not community transmission because it can be traced to an outsider. Community transmission occurs when a case is entirely from within the community, not traceable to an outsider or outside travel

So the Police Commissioner suspects (and reasonably too, given her symptoms), that the American woman died of Coronavirus and the said Boyfriend may be infected?
But out of hatred, judging by his choice of words, he is arresting the Boyfriend, instead of allowing him to go for Medical treatment?
