Tell your friend he has no good intentions apart from the money part.

Na so people go dey claim of having vision... If he indeed care about his people, he should start contributing his own quota to his community with his low income

Start from you immediate community.
You need to be seen as a leader.
Solve problems in your immediate environment that you can afford to based on your income.
Register with the political party in the ward you wanna be identified with.
Once in a while take care of the refreshments during the meetings.
Endeavor to have some influential political Father’s that you are loyal to.
NOTE: Get a second and other streams of income. Politics needs money.
