Obiano celebrated his 6th year anniversary doing this in Anambra. He could have gone for a thanksgiving service with Bishops and then party all day receiving "Well-wishers" in government house as many Nigerian governors do on their anniversary. Instead, he spent the day inspecting and commissioning finished projects in all senatorial districts of the state.

Why do airport runways cost so much to build? Brisbane Airport Corporation reported that a new runway would cost $1.3B and is seven years away.

Runways must have deeper foundations and more complex surfaces than a highway. I'll consider a runway at a major airport that regularly sees A380 movements - around 400 tons of weight distributed over the main wheels under the wing root. (The nose wheels carry little weight in comparison.)

Firstly, the runway has to be nearly flat with no lateral gradient, to minimise the chance of aircraft losing control at high speed. That requirement will require some earthworks to begin with.

The foundation: the area where aircraft touch down (land) carries the highest stress. It's quite possible for this part of the runway to have 2m thick foundations of concrete and gravel, in addition to the usual substrate of graded-and-rolled gravel base. Other parts of the runway will have thinner foundations, but still much thicker than a highway.

The surface: the runway must offer a high-friction surface to aid stopping, even when it is wet. Standing water must be avoided if possible even in heavy rain, lest aquaplaning occur with associated loss of control. The two main ways you can get good drainage without camber is either by grooving - parallel grooves cut across the runway - or porous asphalt, which allows water to drain through to a substrate layer, from which it is collected and channeled out to either side. Grooves are cheap but must be cleaned out regularly when they fill with rubber from tyres. Porous asphalt is expensive and must also be cleaned, again from rubber deposits.

All of this must be done for a runway between 3 & 4 km long (say 9000' to 13000' in the old system), and 60m wide (200') for full strength, with an additional partial-strength shoulder on each side.

At places where an aircraft might turn, such as near taxiways, the asphalt must be strong enough to support twisting loads, as the aircraft bogeys (main wheel assemblies) twist to follow a steerable nose wheel.

All this must maintain full strength from a cold winter morning to a hot summer day, without the asphalt cracking, deforming or becoming too sticky.

Once the runway is built, you will need runway end lights, runway edge lights, runway centre line lights, touchdown zone lights, runway end identifier lights, an approach lighting system and, for large airports, a precision approach path indicator, a localiser antenna array & glide slope array x2 (for the two landing directions). All these must either be flush with the surface or mounted on frangible supports, so if (when!) an aircraft rolls over them, they will break without severely damaging the aircraft and becoming a hazard to people inside. All lights have specific colours and (adjustable) brightness tolerances to meet.

In addition to lighting, you need paint, lots of paint. Centre line, end numbering, touchdown zone, taxiway exit & lead-in lines will do, but that's still quite a lot of buckets & brushes.

ULO Responsible for Failed Asaba Airport Runway- Works Commissioner

The Honorable Commissioner for Works, Hon. James Augoye in a shocking revelation has submitted with evidence that ULO Consultancy Limited is solely responsible for the failure of the Asaba International Airport Runway averring that the runway which was supposed to last for at least 20 years was not properly constructed.

Hon Augoye disclosed this on Tuesday November 21, 2017 at the ongoing investigation into the poor execution of the Airport project instituted by the House Committee on Works of the Delta State House of Assembly, stating that, the Airport construction contract which was awarded to ULO Contractors on 13th of February 2008, at a cost of N21.2bn with 50% advanced payment, failed within four years and was again re-awarded to ULO for rehabilitation in 2015.

The Commissioner further revealed that most of the contracts awarded to ULO had no contract agreements adding that these contracts were not also completed by the contractor, thus putting the State Government in deficits.

Augoye stated that although the Ministry of Works is charged with the responsibility of valuing work done cum supervision and approval of raised certificates, the rehabilitation contract was still awarded to the same contractor due to some State Executive Fiat adding that the formal disengagement of ULO contractors which was recently presented to the State Government is a welcomed development and should be considered for reception even in the face of the N1.5bn debt against ULO.In his response, the chairman of ULO Consultancy Limited, Chief Uche Okpunor said, that there have never been a perfect runway since the construction of runways in Nigeria adding that maintenance and restructuring is a norm.

Speaking further Chief Okpunor said that the Obstacle Free-Zone contract was divided into three where each contractor was expected to attempt a minimum of 30% and if properly checked it will be noted that ULO was given the most tasking part against the backdrop that it was equally divided into 3 equal parts adding that the advanced payments of 50% done in 2014 and is not co-measurably worthy to stand the increasing cost of things in subsequent years till date.

ULO in its defense, revealed that the Airport drainage contract given to the company was without design which encapsulated a seven months disagreement before going to site. However, this allegation was debunked by the serving permanent secretary to the State Ministry for Works, Mr Austine Ayemindejor who said that the ministry appointed a consultant who did a design and adequately furnished ULO with it but the contractor rather brought in their technical partners who after a report brought a design not too different from the first design.

If Obiano could not build a decent highway then what makes you think he can build a decent airport runway. Contrast the rubbish IDC built between Awka and Amawbia to what RCC is building from Umunya. The IDC highway (still uncompleted) is not level and towards Government House Awka is downright dangerous when it rains because of the undulating surface which accelerates loss of control.

I like the fact you are using your indigenous engineers and builders ,perhaps skilled patriotic volunteers as well. That reduces construction cost drastically , better than paying China and foreign companies billions of dollars in inflated cost. Usually, a world class international airport would cost at least $1 billion dollars ,but cost can be reduce with my suggested method.
How do you think pyramids,wall of china and other ancient marvels were built without oil revenue ? Nigeria is a poor country of 200 million with a mono oil economy which generates only $45 billion dollars per year. I once advised Nigeria use it's NYSC program , indigenous professionals and professional volunteer to build it's infrastructure at lower cost . For example , provide equipment and assign a 100 km road to a team of civil engineering ,surveyor,crane operator,welding,electrical engineering graduates, for 1 year.
Perhaps they can be compensated with house and car and some amount of money , no where near as expensive as $1 billion dollars . majority cost would be building materials .

Yeah, i think this is the route Anambra is taking to construct the airport....a template that has worked well for Umahi (a latter day King Midas)! This will cut the cost by more than half! Of course there are some aspects of the construction where they will have to bring in experienced engineers and contractors to ensure standards are met....like the control tower for instance! The terminal building can be handled by indigenous engineers!

that's not true. When I worked with mecmond construction company, we where major contractors for building GZI aba plant. some of the work involved earth stabilisation -like what you do when building an airport runway (some sections of the company had to withstand load distribution from 6 fully loaded 100,000 litres tanks) .point is we pulled it off with local labour directed by engineers from the east.
The problem is that local contractors (competent ones) are not trusted enough in some cases or the are more liable to corruption

Building parking or loading bays for trucks is different from building a runway of 3KM to withstand stresses of 70 tonnes or more. Nigerian government is spending 64 billion to build the second runway of Abuja International Airport. Delta State government spent over 20 billion to build just the runway at Asaba Airport which had to be re-awarded to Setraco.

Anambra that has a yearly revenue of 97 billion is allocating 6 billion to build what exactly? Roads to an airport they do not have money for? Obiano to me is a poor administrator. In almost 7 years he cannot point to a project of EXCELLENCE he has completed fully. His ICC is uncompleted. His expressway in Awka is uncompleted. 7 years and 700 billion and you don't see where it all went. No new roads in any of the cities. Filthy Markets causing chaos everywhere. Oh I forgot. We have street lights.

Yeah, i think this is the route Anambra is taking to construct the airport....a template that has worked well for Umahi (a latter day King Midas)! This will cut the cost by more than half! Of course there are some aspects of the construction where they will have to bring in experienced engineers and contractors to ensure standards are met....like the control tower for instance! The terminal building can be handled by indigenous engineers!

The terminal of an airport can be tiny but the runway and control tower, ILS navigation, baggage handling is where the cost is.

Asides these mega projects, what about the news roads/streets that have been completed recently in Fegge Onitsha, and parts of Awka which includes- the 6 lanes GRA road, Esther Obiakor railway among others. You are a demon and its very clear.

that's not true. When I worked with mecmond construction company, we where major contractors for building GZI aba plant. some of the work involved earth stabilisation -like what you do when building an airport runway (some sections of the company had to withstand load distribution from 6 fully loaded 100,000 litres tanks) .point is we pulled it off with local labour directed by engineers from the east.

I found that idiotic demon out when one of us here floated omambaladotcom. He relocated to that same site with this his demonic sadistic tendencies. We left him there with the site and came back here to open this thread, he relocated back once again. That old man is nothing more than a demon and na only me fit am.

His plan to talk us out of the airport project failed flat, and now he has moved the cost of the project. Isn't that a demonic manipulation, even though his useless posts couldn't have even gone beyond nairaland. I pity him.
