Personally I think the counter intelligence needs to step up the game .

in those pics those animals are sedated with tranquilizers , they are trans-locating or treating wounded animals hurt by snares, spears, arrows or shot by poachers
plus most poachers have automatic weapons and advanced equipment and often engage in shootouts with wildlife rangers, we've had rangers killed on patrol and these poachers are often linked to terrorist groups especially in nothern kenya
they have similar role to policemen but in wildlife areas
