Its tough to know what is functional or not, but one needs to bear in mind that these weapon systems consist of the Launchers and the missiles themselves.
While the launchers are most likely still available, the missiles may have expired or have been expended in training or actual combat, and would need to be replaced.
So the question is have we been replacing the missiles as and when due?

Probably not. It certainly doesn't look like it.

Why are we trying to reinvent the wheel?

Other nations are already using functional UAVs ,why not enter into a bilateral agreement with one of our allies to simply adopt the design of Theirs, after all our weapons are not indegenous to us.

That's how they'll try to prove a point and eventually create something that'll becoming redundant like NigComSat-1.

Nigeria has had the ability to produce unguided short-range missiles for over a decade, little progress has been made over the decades though. They probably never got the right support from government.

It was achieved during Obj',s tenure but not much capacability has been developed since then.
