When replacement is done (Bought slots), is it possible that they can be given a fake letter but the new person will be in the payroll of the system And be getting paid like a genuine staff

For the fact that they are some errors in that letter doesn't mean is fake. It looks real to me it might actually be a replacement or even real recruitment .
