That is what most of them do.. they don't read agreements, terms of reference etc. It"s very common with African leaders and that is why the continent is under threat from external interests as we speak.

I'm sure it was the same thing they did in Zambia which they are regretting today. You have infrastructure but have no control over it, yet still losing over half of your country to Chinese slave merchants. How does that make any sense?
