exactly what I asked someone up there, though not the same thing, but with same message. It isn't possible for Two or more persons to be on the wheel at a time. So, the person on the wheel should be held responsible.

The fact is there is no way the owner of the car and the occupant of the car can be held responsible for what happened, the driver will bear sole responsibility and because it was not intentional he would be charged with manslaughter,the owner of the car can only be held liable in a civil case for vicarious liabilty
