Ex and former basically mean the same thing but in some branches of military especially Navy, ex is used more to describe a dishonorably discharged soldier while former is used to describe a well served soldier.

Baba is kinda right with his own reasons besides, former is more formal.

In American parlance, ex is generally used for soldiers who were dishonourable discharged.
