The Federal Government has ordered the stoppage of salaries of any university employee who is not enrolled on the Integrated Personnel and Payroll Information System with effect from November 2020.

It gave the directive in its latest memo from the Office of the Accountant General of the Federation with reference number OAGF/IPPIS/446/1/159, dated October 8, 2020, and signed by the Director, IPPIS, Nsikak Ben, for the AGF.

The memo, which was sighted by our correspondent in Abuja on Saturday, was issued to all university vice chancellors through the Committee of Vice Chancellors of Nigeria, Federal Universities.

The order read in part, “I am directed to inform you that any staff of your institution who has not enrolled on the IPPIS, either as a result of study leave (with pay), maternity leave or on medical ground, will no longer appear on the IPPIS payroll.

“This is with effect from November 2020, except such staff presents himself/herself for the biometric data capture at the Office of the Accountant General of the Federation, Abuja.”

The government said such worker would have to appear with an introductory letter/IPPIS enrolment forms duly endorsed by the principal authorities of the institution.

It added that all supporting documents should include evidence of six months’ salary, according to bank statements.

“In view of the above, kindly inform your staff in this category to urgently avail themselves for the biometric data capture at the OAGF,” the government stated in its memo to the vice chancellors.

It, however, noted that exemption might only be given where institutions provided evidence of study leave.


The government explained that in such an instance, the institution must state the duration to justify why such persons should be retained on the payroll.

When contacted for his reaction to the latest memo, the spokesperson for the OAGF, Henshaw Ogubike, confirmed the directive.

“The letter is from our office,” he said.

Good move by FG. This is commendable. Massive
employment is going on into almost all Fed Unis and MDAs to fill up gaps of ghost workers. Thanks to IPPIS. What has Asup achieved? They are busy sleeping with students. The same machines oyinbo
installed in higher institutions in 19gbogbo is what
they are still using, no invention. Students who fail
under your watch are the best abroad. The same certificate they give us and they are so proud is
not employabl in any developed country (except individual outstandin skills). Evaluate your Almighty BSc in WES and see what they will give you. Those
of us who schooled here are proud of ourselves. ASUP extended retirement age to 65 years for non teaching staff and 70 years forteaching staff, they want to die there. They are fighting for us yet they can't leave the job. ASUP is using us to expand their CV, tthey collect PTFund to study abroad, if the school they so much work on is soo good, why go abroad for MSc and PhD, do it here.

grin this is the only action from FG that I will ever support and make sure to sack them. ASUU just dey use nigerian students catch cruise while private schools don resume, one of the reasons u must make money and send your child to private universities or send them abroad.

Bubu is not a lousy president. He rarely talks, rarely addresses issues, and rarely debates. However, when it is time to take decisions, he does so without flinching. And in many cases, the decisions are irreversible. One can compare him to Louis XIV who reigned in France from 14 May 1643 until his death in 1715.

When Bubu declared at the National Assembly during the 2021 budget presentation that no lecturer who hasn't registered under the IPPIS will be paid, I knew our lecturers are in for a long thing. I mean, he said it with his own mouth.

The situation at hand is quite dicey. Way back in 2012/2013, Jonathan sat for 13 hours with ASUU leadership and signed an agreement. That was the first time a President will sit with ASUU. However, I don't understand why that agreement wasn't implemented to the fullest.

ASUU has two options:

1. They can put their back to the walls, and fight this fight to the end. This will put an end to the incessant strikes.

2. They can bend like their cowardly brother, the NLC and give in to FG.

Let's see how things will go.

Integrated payroll system has come to stay... nothing anybody can do about it

What ever ippis is deducting from salaries of workers is backed my law...

For every other allowances not paid is not ippis fault

Unions should meet with salaries and wages commission to formalize any agreement reached and forward it to the office of the accountant general of the federation

blocking rate go increase to the extent say students go dey block attendance list block assignment join,even contribute money tay buy fuel and snack for lecturers just to avoid stories that touch...

I support Buhari on this. If they are not ready to accept the terms and conditions of their employer, then they should resign. You can't be teaching in 5 different schools and be collecting salaries meant for 5 persons, thereby blocking the chances of other qualified candidates who are roaming around the streets without jobs.
This is a welcome development, it will create jobs for others, as the VCs will like to fill the vacancies of ghost workers they have been using to defraud the government.
