Hacking is not a crime. There is something called "Ethical Hacking" and there are ethical hackers and it is 100% legal. Ethical hackers usually work for governments and they are among the top 1% best hackers in the world.

NBC regulates the Nigerian broadcast industry.

The commission says it adopts scientific research methods to gather data, analyze trends in line with the dynamism of the industry and advise government.

NBC receives, processes and considers applications for the establishment, ownership or operation of radio and television stations including cable television service, direct satellite broadcast and others.

Ethical Hacking is not attacking government Infrastructures. ethical hackers are employed by companies to test their own systems not to target outsiders.

Hacking Government Computer systems is illegal and a crime.

When a government or organ of government goes rogue and turn to a Gestapo unit killing and maiming people with reckless abandon, and then finally when their cup is full, people revolt and protest for their safety and security, then one daft government wants to subdue it with force, then the hacking becomes ETHICAL. Ethical hacking has many aspects, and testing the safety of your systems against external actors is just one aspect, whistle blowing is another aspect, and another aspect is deploying hacking as a weapon against Tyranny or Tyrannical governments. So yes, a wicked regime can and should be hacked. It falls under ethical hacking.

Do you think you will hack a government, reveal their dirty secrets that might expose them as evil or crooks or treasonous to their country's Constitution and then those govt officials involved, who might even be at the highest levels of government will just sit back and be smiling with you?
