However, according to the stats, 40.1% of the population live BELOW the UPPER POVERTY LINE of 137,430 naira/year..

Which means, these people are poorer than the average poor, who are within the ANNUAL UPPER POVERTY LINE.. Unless you want to tell me that those living within 137430 naira PER YEAR, are averagely wealthy, LMAO..
