Congratulations to US President-Elect Joe Biden on his election at a time of uncertainty and fear in world affairs. His election is a reminder that democracy is the best form of government because it offers the people the opportunity to change their government by peaceful means.

The statement "democracy is the best form of government because it offers the people the opportunity to change their government", is a contradictory statement.

Democracy being a form of government, does not offer people the opportunity to change their government. Instead, democracy offers people the opportunity to change their leaders.

My brother, you are confusing yourself. Read the tweet again.. President Buhari was describing DEMOCRACY AT LARGE, not the ELECTION, a part of democracy..

President Mohammadu Buhari first commented on the election, and then went ahead to describe the beauty of DEMOCRACY, which, according to him, is SO beautiful THAT it even empowers the people to change democracy itself, something other system of government can't guarantee. The election merely reminded him of the awesome beauties of democracy, including the ability to change the democratic system itself peacefully.

In other words, Buhari used the extreme beauty of democracy to describe how beautiful democracy is.

HOWEVER, government can be used polysemically to mean ADMINISTRATION.. Meaning, democracy, through elections, enables the people to peacefully change the government (administration).. In this case, government as used doesn't refer to the system, but an administration..
