They can officially buy crude and refine, instead of blowing up pipelines to syphon crude illegally, thereby protecting the environment and increasing the amount of revenue generated from crude, its refined products and taxes earned.

Dangote is building a refinery and the minister of finance is telling you people it will not reduce the cost of petrol you are buying, it will be sold at international price.
