for tallinn University it's now compulsory to pay the first tuition fee afterwards u can make monthly payment for 4 months each semester...

Hmm i dont think the post said that. It just gives you a chance to get documents in line. like if you need to add a extra evidence, this is a good thing. Don't give up or feel discouraged!!

The date of arrival depends on your application, if you wanna come 2 months before resumption, there must be a valid reason, also campus accommodation might not be available at that moment.

So why do you wanna resume early?
