Even going by what you say, let's take bitcoin for example, when it came out, it took weeks to get confirmation on a transaction on the bitcoin network. When the developers started creating the Lightening network to bring about faster confirmation it lead to a lot of forking of bitcoin because a lot of the developers agrued that the cryptocurrency was shifting away from being truly decentralized.
Putting this in context of free speech, if for example there're 10million users, and the need to censor a post arises. Before the post get banned or something the damage would have already been done by the post rendering the censoring useless. If a group of people are elected to oversee the censorship of post and users, then we'll be back where we started.

2. Bitcoin transaction confirmation, the bitcoin cash and other fork issues are part of the beauty of decentralization.
