You can Go to any of the Schengen countries. The hype of UK, US, Canada, Australia is overrated. Their only advantage is the English Language which makes it easier to settle down not better to live in. For instance Denmark, Sweden, Norway are quite family friendly, pro minority labour friendly and, uncrowded like the popular US, UK, CANADA & AUSTRALIA. A significant challenge though is weather. Germany has what is called "Block Account". Simply choose one of the public universities, gain admission, set up a bank account, send your 3m to the account under the block account. Apply for a study visa. Then jaapa! Again, you can try that in Norway too. Just that as I heard, cost of living in Norway can be quite expensive. But it is almost the same process. Good luck.
