NASS doesn't pad budget. Whatever the NASS passes as budget is legal. They got all the right to alter, adjust, insert and remove items in National budgets. This is their work

A case of legality vs morality action vs intention because in the eyes of the law budget "padding" by the Senate is LEGAL
