Angelfrost:Anything NASS Assembly adds or removes is the legal budget, what the Executive presents is called estimate. The Executive suggests, the NASS compiles as it pleases them. There is nothing like NASS padding budget in a democracy. They NASS owns the purse and hence says what is spends and what it forbids. |
