The Benin Republic President is very wise. He wants to UAE style to legalize smuggling from Benin to Nigeria. Both parties will set up a camouflage inter-ministerial committee, while the so call negotiation is going on, Nigeria's border with Benin will be opened and smuggling will now be renamed movement of goods within same country. The so called negotiation will go on forever and there will never be any merger of both countries. Benin Republic would have used the period of legalized smuggling to generate funds and develop its county.
