I don't think it does, at a later time, people who applied for covid loan weren't getting confirmation emails and it didn't stop them from getting paid.

As long as you got successful submission message on the page after application, you're safe.

It may take an average of 2 weeks to get your certificate provided there are no errors before submission. It takes longer than 2 weeks sometimes though
