actually no, I have lived there before, the lack of water is cos the state is on a mountain/hill, also it’s a coal state, so any borehole you dig will eventually dry up cos the water is too far deep in the ground .. this is the only problem that state has

Most of their water problems can be mitigated if their state govt can invest in water project at local govt level.

But these people are less concerned about governance at their place. They are more focused on what happens in the Yoruba land and whatnot.

People are crying about water in Enugu because the state water board still works, so almost everyone in the urban centre has water pipelines connected to their homes.

How many states still has a functional water board in Nigeria? Even the posh island in Lagos does not have state-run water corporation delivering water to them.

On the island where you rarely see clean water from boreholes, people treat their very dirty water while others buy water from tankers for daily consumption, but nobody talks about it because it's very normal in Nigeria.

You are a big illiterate with due respect to your person though. ease of doing business and water availability are they what constitute development? if yes, then are you aware that most powerful european countries like germany and co import water. What makes a state or nation develop are not money, business or water availability as you put it.

Not that I am insulting Enugu, but in actual sense Enugu is like village compare to PH. This is a fact and not an insult. Again PH has better layout, planning, serenity, industrial and commercial strength far more than Enugu. There's not supposed to be comparison between the two at all.
