Anyone with half a brain knows that this isn't really possible, the economy of the south west is larger than one single man or entity, we're not some small local community region were few people go to and can't reason independently. The solution is obvious to the blind and audible to the deaf; regional investment in cattle rearing by private individuals supported by the government. If we as a region could get poulty business right then cattle rearing would be achievable for us. A short term solution would be to ensure all herdsmen, butchers and meat vendors are registered by the state governments to ensure that rustled cattle or meat gotten from criminal herdsmen isn't sold on the market.
