THE Federal Government through the Bureau of Public Procurement (BPP), has so far recovered a whopping N68 billion after a critical review of costs of projects submitted by contractors to Ministries, Department and Agencies (MDAs) in the 2010 budget.

BPP’s Director-General, Emeka Eze, who disclosed this to newsmen at the retreat organised for permanent secretaries in Lagos at the weekend, pointed out that the activities of the bureau had been able to block financial leakages, thereby saving money for the government stressing that since the BPP otherwise known as due process, came on board 10 years ago, it had so far achieved 70 per cent success in the implementation of procurement reforms in the country.

Eze noted that the retreat for permanent secretaries which BPE began last year was quite strategic, stating that as the heads of the various MDAs, they were important in budget planning, implementation and procurement processes.

“The challenge is that with a new change of guard, especially at the political level, we need to begin to educate them more and more. As for the public system, everybody is almost attuned to it. But the very important stakeholders that will make the system work are the political bosses and we must continuously educate them,” he stated.

To enhance its activities, the BPP Director-General disclosed that apart from setting up a legal framework which is at the level of fine tuning, the bureau has developed in-house software to quicken procurement planning process.

“We have set up a legal framework. We are at the level of fine tuning the implementation. Besides, we have developed in-house software,” the BPP boss added.

The nation’s power generation hit 4,000 mega watts (MW) at the weekend as Olorunsogo Power Plant released 150MW to boost power supply. This is additional boost to the Federal Government’s aspiration to deliver adequate power supply to consumers by April 2011.

According to the data released by the Power Holding Company of Nigeria (PHCN) at the weekend, power generation increased from 3,800MW to 4,000MW at the weekend. The improvement according to the data was achieved as a result of increased water level of hydro-electric power stations located at Kainji, Jebba and Shiroro.

The commencement of operation by the Independent Power Plant (IPP) stations of Olorunsogo, Alaoji and Sapele contributed to the improvement recorded during the period. The completion of turbine units at Olorunsogo added 80MW to the previous record of 100MW achieved in January.

A senior official of the PHCN disclosed that on completion of the change to combine cycle within six months, Olorunsogo alone will generate about 300MW to the national grid.

President Goodluck Jonathan has said the progressive addition of generating capacity of the country would be such that by 2015, Nigeria would be generating 20,000MW which would power the manufacturing sector.

In ensuring that the frequent power transmission problem of the country becomes a thing of the past, the present administration is planning to construct a new Transmission Super-Grid that would be enough to carry all the power generated to their required destinations.

Meanwhile, the second and third Benin-Onitsha 660KV Single/Double Circuits Power Transmission projects valued at about $81,172, 832,000 appear to have been crippled by unpaid compensation claims amounting to over N700 million.

THE deputy governor of Oyo State, Alhaji Taofeek Arapaja, has advised Senator Bola Tinubu and the Action Congress of Nigeria (ACN) to stop using Chief Obafemi Awolowo’s name to deceive the people of Oyo State in their desperate bid to subvert the popular will of voters in the April 2011 elections.

Alhaji Arapaja said the sage, Chief Obafemi Awolowo as premier of Western Region ran a government that all Yoruba sons and daughters are proud of till today, adding that the ACN having failed to replicate Awolowo’s legacy should stop hiding under the canopy of the great man they had abandoned by living ostentatious lifestyles while Pa Awo lived a simple life.

According to a press statement signed by the deputy governor’s Special Adviser on Media, Mr Kola Adegoke, apparently in reaction to the ACN leaders’ statement during its rally in Ibadan on Saturday, the deputy governor said the PDP government of Chief Adebayo Alao-Akala is a continuation of Awolowo’s ideas of good governance, slamming Tinubu and the ACN for denying Alao-Akala’s good works which place him in good stead to win the 2011 governorship election in Oyo State.

Arapaja said there are no true Awoists in Tinubu’s camp.

“The true Awoists that I know are Baba Ayo Adebanjo, Chief Ebenezer Babatope, among others. Are they with Tinubu?

“We know how many times Mama HID Awolowo had invited Tinubu and his cohorts to Yoruba Unity Forum at Ikenne, which they turned down without any tenable excuse, are they true Awoists like that?”

Alhaji Arapaja further stated that Senator Tinubu displayed total ignorance of the situation in Oyo State by calling on the people of Oke-Ogun, Ibarapa, Ogbomoso and Oyo to vote for the ACN despite the fact that the ACN leader in the state, Alhaji Lam Adesina as governor of the state, abandoned the people of the region to continue to suffer the neglect of the past.

The deputy governor, however, said the Alao-Akala government in Oyo State has rehabilitated several kilometres of roads linking various parts of the state including the one from Iseyin through Ado-Awaye (the home of Lam Adesina’s deputy, Iyiola Oladokun), which was impassable when Alao-Akala assumed office in 2007.

Alhaji Arapaja asked if it is morally right for Senator Tinubu and his associates to ride on roads rehabilitated by Governor Alao-Akala to get to Mapo which he completely renovated only for them to condemn the same Alao-Akala.

Describing Alao-Akala as a purposeful leader who has set a standard for governance in Oyo State, Alhaji Arapaja said the ACN should not mistake the planting of flowers around Lagos State for real dividends of democracy.
