The state can create a outfit to enforce it. Lagos State is a perfect example.
The have lastma to enforce Lagos State traffic law, the have Kia too.

Even within the police force today, most of the people within each state constitute more of indigenes. The killers don’t move cows alone, the purposely go after people to kill them and sow fear so the herders can have free space to graze as they like.

So police will only be catching wind if you still allow the Fulani herders right to free movement.
