Members of the Nigerian senate this morning moved a motion for the impeachment of President Buhari. According to Premium Times, the senators moved the motion because the President did not seek the National Assembly’s approval before the withdrawal of the $496 million used for the purchase of aircraft from the United States. Section 143 of the Nigerian constitution provides for the removal of the president from office. Senator Matthew Uroghide who moved the motion for the impeachment, said President Buhari’s move was a violation of the Constitution and thus, he should face the consequences. He prayed the Senate to invoke Section 143 to start the impeachment process of the President. Seconding the motion, Senator Chukwuka Utazi spoke in support of the move. “This is an impeachable offence,” an obviously angry Senator Utazi, said. On Wednesday, Senate President, Bukola Saraki, read a letter from President Buhari informing the house that the money had been withdrawn and paid to the United States for the 12 Super Tucano aircraft, ahead of legislative approval. The planes will be delivered in 2020. “Recently, approval was granted by the United States government but with a deadline, within which part payment must be made otherwise the contract relapses. In the expectation that the National Assembly will have no objection to the purchase of these highly specialised aircraft, which is critical to national security, I granted anticipatory approval for the release of $496,374,470. This was paid directly into the treasury of the United States government. I am therefore writing seeking approval of the Senate for the sum of $496,374,470 (equivalent to N151,394, 421,035) to be included in the 2018 Appropriation Bill which the National Assembly is currently finalising. The Nigeria Police Force said the Mace forcefully taken away by men suspected to be thugs during plenary of the Senate on Wednesday has been recovered. Deputy Force Spokesman, SP Aremu Adeniran, said that the mace was abandoned under the flyover before the city gate in Abuja where a passerby saw it and alerted the police. According to him, the Inspector-General of Police, Mr Ibrahim Idris had ordered the FCT Police Command to beef-up security at the National Assembly. He said that investigation into the incident was still ongoing to bring the perpetrators to justice. The deputy spokesman commended Abuja residents, especially motorists, for their cooperation during the rigorous stop and search operation for the recovery of the mace. Adeniran said that the commitment of the police to guarantee the protection of lives and property and sustain democracy in the country remained unequivocal and unwavering. The National Assembly had given the Inspector General of Police, Mr. Ibrahim Idris and Daura Lawal, the Director General of Department of State Services (DSS) 24 hours to recover the mace. This resolution was made during a joint session of both chambers of National Assembly hurriedly convened at the instance of the Deputy Senate President, Ike Ekweremadu, over the incident. Ekweremadu was presiding over the Senate session when the symbol of authority was taken away by yet to be identified thugs. At the joint session, he briefed lawmakers how the armed thugs stormed the Senate chamber in a commando style, beat up the Sargent At Arms who tried to stop them and even tried to kidnap two senators before they made away with the mace. He asked the police boss, Ibrahim Idris and Director General of DSS, Lawal Daura to go after the invaders and ensure that the mace is recovered. He described the incident as an affront to the parliament and democracy, just as he vowed to get to the root of the matter. Ekweremadu and other senators tactically escaped through the emergency doors in order not to be caught up in the melee. The Senate, in a statement by its spokesperson, Sabi Aliyu, said the thugs who seized the maze were led by a suspended Senate, Mr. Ovie Omo-Agege. The Senate asserted that the seizure of the mace is an attempt to overthrow the legislative arm of government. Senator Omo Agege was later arrested at the premises of the National Assembly by a team of police officers led by FCT Commissioner of Police, Sadiq Abubakar Bello. But a lawyer working with Senator Ovie Omo-Agege denied reports that he was the one behind the theft of the mace at the Senate on Wednesday. The lawyer also said the senator did not encourage anyone to remove the mace. The lawyer who identified himself as Barrister Lucky Ajos said in a statement issued on Wednesday evening that contrary to insinuations, the suspended senator went to the National Assembly to work as required of him by the constitution. A human rights activist, Femi Falana, on Tuesday filed a Freedom of Information request to the Ministry of Petroleum Resources demanding details of how the Nigerian government’s payment of N261.4 billion per annum in fuel subsidy skyrocketed to N1.4 trillion. In the FOI request addressed to Ibe Kachikwu, the Minister of State for Petroleum, Mr. Falana said the ministry failed to account for millions of litres of imported fuel between December 2017 and March this year. In December 2017, according to Mr Falana, the management of the Nigerian National Petroleum Corporation (NNPC) said the nation’s consumption rate of fuel was 28 million litres per day and that subsidy cost was N726 million per day (N261.4 billion per annum). But last month, Maikanti Baru, the NNPC Group Managing Director, said the corporation paid N774 million daily fuel subsidy due to a heightened petroleum consumption of 50 million litres per day. On April 6, Mr Kachikwu said the annual expenditure on fuel subsidy has risen to over N1.4 trillion. “We are not unaware that the increasing consumption rate has been blamed on the smuggling of imported fuel from Nigeria to neighbouring countries by some economic saboteurs,” Mr Falana, a Senior Advocate of Nigeria, stated in his FOI request. “Assuming without conceding that the story of smuggling is true the total volume of fuel consumed by Benin, Togo, Cameroon, Niger, Chad and Ghana is said to be less than 250,000 litres per day. 25 year old business motorcyclist in Ilorin, Kwara State capital, identified as Ekene Ugwuanyi, has apparently committed suicide for losing his motorbike to football betting. N1.8 million on newspapers. N10 million for domestic trips. N1.5 million to maintain a computer — every three months. A newly-obtained National Assembly spending document cited these and nine similar expenses as leading justifications for the multi-million naira payouts lawmakers rake in monthly or quarterly as “running cost”. Titled “Application for the Retirement of Fund,” the document offers Nigerians a fair idea of how a typical Nigerian senator spends their running cost on what anti-corruption activists are describing as “misguided and wasteful” use of public funds. PREMIUM TIMES obtained the document from a former senator who was in office between 2011 and 2015 when senators were still receiving N45 million quarterly. He asked that his identity be protected to avoid backlash from his constituents, serving lawmakers or their supporters. Yet, his spending at the time, which remained exactly the same for two quarters, still reflects the prevailing pattern of how lawmakers use running cost, widely known by Nigerians as “jumbo pay”. Cumulatively, the 109 lawmakers at the Senate received about N314 billion in so-called running cost between 1999 and 2016, and N53 billion so far within the past three years under President Muhammadu Buhari. The expenses are several times what the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) legally recommends for lawmakers. Also, there are provisions already for many of the items in the proper National Assembly budget. The document surfaced in the wake of revelations by Shehu Sani, a senator from Kaduna State who said lawmakers earned N13.5 million monthly in running cost, provoking public anger at federal lawmakers for their profligate use of public funds. Spending away illegally… Mr Sani at the time explained that while lawmakers are not advised on how to spend the huge amount, they are expected to show evidence of how the money was spent. That is “funds retirement” in public service parlance, and it is required for book-keeping. For the National Assembly, retiring funds is not meant to check frivolous spending but as a safeguard should external investigators show up in future. The document obtained by PREMIUM TIMES is an example of how illegal quarterly or monthly receipts are retired by senators. Our sources said for each line item filed, a senator or member of the House of Representatives is expected to submit receipts to support their humongous figures. The receipts are mostly forged as the spending cannot be reasonably justified, our sources said. That practice still continues today, they added. First on the list of how the senator spent N45 million in 2012 within 90 days was N8 million that went on international travel. Local travels took N10 million. The senator also blew N7.4 million on ‘contingency’ expenses. Other expenses include office supplies, N3 million; maintenance of office equipment N1.6 million; postage; 500,000; hospitality; N6.8 million; printing press and consumables, N1.4 million; computer material consumables, N2 million and maintenance of motor vehicle, N1 million. President Muhammadu Buhari has blamed inability of his administration to rescue over 100 Chibok schoolgirls still in the custody of Boko Haram to setbacks in negotiation between government and the abductors. In a message issued to mark the fourth annivessary of the abduction of the girls on Friday evening, the President said the breakdown was due to internal differences among the Boko Haram factions. Saturday 14 April 2018 will be 4 years since the abduction of our Chibok Girls from their school, Government Secondary School, Chibok, Borno State on April 14, 2014. Out of the 276 school girls that were verified by the Presidential Task Force to have been taken hostage by Boko Haram terrorists, 57 escaped on their own leaving 219 captive. In October 2016, 24 of them were recovered largely through negotiation by the Federal Government (21), and indirectly from various military operations mounted by the Nigerian Army On May 2017, 84 more were also recovered through negotiation by the Federal Government, and in December, one of the #Chibokgirls was found along with another abducted young woman, thus bringing the total number of recovered girls to 107, and 112 of the girls yet to be accounted for. But while assuring the parents of the girls of commitment of his government to the rescue of their daughters, the President said, "Unfortunately, the negotiations between the government and Boko Haram suffered some unexpected setbacks, owing mainly to a lack of agreement among their abductors, whose internal differences have led to a divergence of voices regarding the outcome of the talks. Senator Shehu Sani has raised caution over the alleged plots by Governor of Kaduna State, Nasir El-rufai, to garbage his name by confining him in murder case. The Senator revealed this amid a phone discussion with Punch newspaper uncovered that Kaduna State’s Commissioner of Police had invited him for interrogation. Sani said:, “He is trying to frame me in a murder case. A letter was written from the Commissioner of Police’s office to invite me over a case that is before a court of law. They have not served me yet but we have gotten the letter. The Economic and Financial Crimes Commission had on Thursday 12th April 2018 summoned former Speaker of the Taraba State House of Assembly, Mr. Mark Bako Useni, before Justice Filibus Bitrus Andetur of the Taraba State High Court over N267.49m election bribe. The former speaker, who was charged together with Hassan A Abubakar and John Danjuma Ali, was affirmed to have gotten the sum of N45m for himself and Arc. Darius Ishaku, the then PDP Gubernatorial candidate in the state, while John and Hassan got N267.46m from the $115m Diezani bribe to manipulate officers working with INEC Taraba State. Muritala Umaru notorious kidnapper in Edo paraded yesterday by the Edo state police command Umaru, who also is a herdsman, was apprehended with an AK-47 rifle, breech number KO340119 and 10 rounds of 7.62mm ammunition. The suspect disclosed that he began kidnapping four years ago in Okenne, Kogi States, and had participated in several other kidnappings across Edo State. He has killed many people. We operate in Auchi, Ekpoma, Okenne and other places. Police Commissioner Edo State Police Commissioner, Babatunde Kokumo, described him as a kidnapper, who disguised as one of the herdsmen. “The man has been in and out of prison. He has kidnapped in Edo and other states. The prison official he kidnapped identified him.” Meanwhile, a welder who was on Monday rescued from kidnappers den at Afuze in Owan East local government, Mr. Idirisu Mohammed, has identified an herdsman, Abubakar Ilyasu as one of his abductors.
