Labour leaders in Ekiti State on Saturday decried the arrest of the state’s Commissioner for Finance and the Accountant-General by the agents of the Economic and Financial Crimes Commission (EFCC), describing the allegation that the Bailout Fund given to the state last year was misappropriated as frivolous and unfounded.

Briefing newsmen in Ado-Ekiti, the Chairman, Trade Union Congress (TUC), Comrade Odunayo Adesoye, said the state government’s implementation and use of the fund were in line with the decisions taken by labour leaders and other stakeholders in the state.
Adesoye, who was flanked by labour leaders, also circulated a statement signed by labour leaders to condemn the EFCC’s action.
The statement was signed by him, the State Chairman of the Nigeria Labour Congress (NLC), Comrade Raymond Adesanmi, the NLC State Secretary, Comrade Patrick Olayemi and the TUC State Secretary, Comrade Adebisi Adebayo James.
“Initially, the state government was reluctant in accepting the fund but because of pressure from workers and other stakeholders, it agreed. We held a meeting at the Archbishop Abiodun Adetiloye Hall, Ado-Ekiti on September 2, 2015 where labour leaders and stakeholders mandated the state government to take the fund.
” The sum of N9.6 billion was subsequently released to the state government by the Federal Government and it sounds funny when the EFCC said it was acting on a petition where N7 billion was allegedly misappropriated. Then, where did the state government get the fund with which it paid arrears of salaries, allowances, pensions and others?
“The Commissioner for Finance, Chief Toyin Ojo and the AG being detained have been doing their jobs in transparent manner. When anybody talks about transparency in the usage of public funds, Ekiti State ranks among the best. Ojo was in the same position during the first term of Governor Ayodele Fayose which left no debt but a surplus of over N10 billion.
” The Independent Corrupt Practices and Other Related Offences Commission (ICPC) conducted investigations into how state governments used the fund and Ekiti State was given a clean bill of health. If what we read in one of the national dailies today where one Kolawole Olaiya said the EFCC acted on a petition by workers, it acted on a false information and only engaged in witch hunt of innocent people. Olaiya has been removed from office as TUC chair and even relieved of his appointment even before the present administration came into office.
“If it is on his petition that the agency acted, then the petition could be malicious.
“Some states got N33 billion, some got N25 billion and allegations of misappropriation are flying all over, but the EFCC is yet to act. Workers in the state were aware of how the money was spent and we meet monthly to decide on how allocations or any money coming to the state are spent,” he said.
The labour leaders advised that Ekiti State Government functionaries should not be made to suffer unnecessarily as a result of frivolous petitions.
“In conclusion, the leadership of the Public Sector Unions in Ekiti State, on the strength of the above, hereby dissociates itself from any pressure on Governor Ayodele Fayose or any official or officials of government on account of the disbursement of accruals to the state from the said Federal Government Intervention Fund. It is our believe and contention that the Ekiti State Government was transparent enough in securing and in the application of the Bailout Fund,” he noted.
Answering a question on whether the arrest of the officials had any impact on the workers, Adesoye said it does, adding that the payment of their salaries was now hanging in the balance.

The Trade Union Congress of Nigeria (TUC) has expressed displeasure at Nigeria’s “tale of conundrum” coupled with various crisis since her independence 57 years ago.

TUC in its independence message on Saturday, said Nigeria at this stage still “dances naked to the full glare of the whole world while its roof is on fire”.

It said though remaining as one country after 57 years was something to cheer about, “our staying together has been at the cost of innocent blood and outright violation of the fundamental rights of Nigerians”.

“Ordinarily it should not be out of place if we roll out our drums today to celebrate this feat, but we cannot, because like they say ‘you don’t participate in a dance competition when your house is on fire.’

“Nigeria is dancing at the market square naked to the full glare of the whole world when our roof is on fire,” TUC said in a message signed by Bobboi Kaigama, its president.

“This day should remind us of our heritage, the vision and struggles of the founding fathers, unfortunately, some have had cause to question the rationale behind the quest for independence in the first place.

“Our tale is that of a conundrum with insurgencies, collapsed educational system, gross unemployment, ritual killing, cultism, prostitution/rape, mass emigration, de-industrialisation, tribalism and nepotism, inept leadership, environmental challenge, infrastructural decay, gender issues, Badoo, kidnapping, YahooPlus, corruption and anti-graft, and a host of others,”‎ it said.

Kaigama added that the pain Nigeria bears is a needless one “given the enormous wealth of human and natural resources God has bestowed to this country”.

He said Nigeria is not at par with many of the countries that attained their independence in 1960 “even when they do not have one-tenth of what we have in terms of human and natural resources”.

It said: “Our key functionaries and institutions must be made to work respectively and religiously like it is done elsewhere. Insecticides and deodorants have their roles. You cannot achieve result when you misapply the two liquids.

“We wish to appeal to the federal government to remember its ‘change mantra’.

“It makes no sense accusing and condemning the previous administrations for corruption only for the recovered money to be re-looted. Mere leaving a political party for the ruling party must not make anybody a saint.

“The world is watching and waiting for the pride of Africa and most populated black nation to blossom. The federal government’s economic recovery plan must not fail. No more excuses.”

The Transmission Company of Nigeria (TCN) said a total system collapse of the national grid was recorded on Sept. 28 at 8:03 p.m., resulting in temporary loss of electricity generation for the nation’s power grid.

A statement from TCN’s management on Friday in Abuja said that reports obtained from power stations and the sequence of events generated by the Supervisory Control and Data Acquisition (SCADA) had revealed the cause of the collapse.

It said the SCADA system report indicated that the system collapse was triggered by the tripping of Egbin power plants Units ST4, ST6 and ST5.

It, however, said that restoration of grid system had also commenced at 8:22 p.m. on Sept. 28.

According to the statement, a post mortem analysis of the issue indicated that grid generation was curtailed to about 4,262.7 Mega Watts (MW) before the disturbance.

It explained that the capacity under-utilisation and the operational capability required to maintain grid stability, which had waned, made the grid system vulnerable.

It said the vulnerability and disturbance of the system resulted in severe system frequency dip that culminated in the system collapse.

It further revealed that the analysis conducted clearly showed that there was insufficient level of rotating reserve provided by grid-connected generation companies arising from low tariffs for providing ancillary services.

It said TCN had filed an application to the Nigerian Electricity Regulatory Commission (NERC) for an extraordinary tariff review to avert further occurrence of such incident.

It said the proposal for a tariff review would ensure that Generation Companies (GENCOS) were given the necessary incentives to provide sufficient spinning reserves and other ancillary services critical for managing the national grid.

“TCN hereby solicits for the understanding of all Nigerians as it continues with efforts to provide the electricity industry with a world class national grid.

“It will strive to ensure that the stride attained recently in frequency control is sustained in line with world industry standards and codes,“ the statement further stated.

New Telegraph reports that Shettima made the comments in reaction to statement credited to the ex-vice president that northern leaders were lazy for speaking against restructuring of Nigeria.

NAIJ.com gathered that Shettima noted that the region would be watching Igbo would make Atiku president in 2019.

He said: “Northern leaders are not lazy and the north is not lazy. We are known to be hardworking people. We are known to be people, who are patient and cultured. We are cultured by training, religion and the way we see things in our belief and quest for one nation does not mean that we are lazy.

“Atiku Abubakar should not be blindfolded by his ambition and desperation. When the time comes, he will know that we are people who cannot accept any insult or abuse on our collective sensibility. Nobody should play politics or use his ambition to overrule his sense of reasoning.

The president of Arewa Youth Consultative Forum (AYCF), Yerima Shettima has warned the former Nigeria’s Vice President, Atiku Abubakar not to be blindfolded by his 2019 presidential ambition.

New Telegraph reports that Shettima made the comments in reaction to statement credited to the ex-vice president that northern leaders were lazy for speaking against restructuring of Nigeria.

NAIJ.com gathered that Shettima noted that the region would be watching Igbo would make Atiku president in 2019.

He said: “Northern leaders are not lazy and the north is not lazy. We are known to be hardworking people. We are known to be people, who are patient and cultured. We are cultured by training, religion and the way we see things in our belief and quest for one nation does not mean that we are lazy.

“Atiku Abubakar should not be blindfolded by his ambition and desperation. When the time comes, he will know that we are people who cannot accept any insult or abuse on our collective sensibility. Nobody should play politics or use his ambition to overrule his sense of reasoning.

“It is uncalled for and terrible for him to make that statement and generalise it. We are watching; let us see if the Igbo will make him president.

“He has come out to call us all sorts of names and we are watching; maybe he is doing that because he is sure that when the Igbo back him; he will get what he wants. We are watching; 2019 is around the corner.

“Atiku’s statement was basically because of his political aspiration and ambition. We are watching him. And if he calls us lazy people, we would also remind him that he had opportunity to make north better, when he was vice president for eight years, but he cannot show anything on ground he did for us.

“Atiku failed the north; he has not empowered people as regards to our collective agenda and collective interest, but only succeeded in making few individuals. That he supported few individuals and made them whom they are is not enough to assume that he has done things in the collective interest of the North.

“The north is not against restructuring but we are saying that don’t because of politics and personal interest drag us into an unnecessary arrangement. We are even more in need of restructuring but we are saying it is ill timed.

“The unity of the country is being threatened and a lot of things are not normal as we are running from one trouble and challenges to another. We are saying that we should wait after the next elections and see whether the manifesto of those who want to contest will include restructuring.

“How can we embark on any restructuring now when the tenure of the incumbent government is about to end? Why can’t we wait after the election? With a new government, we can start thinking about restructuring and it will be our priority and agenda to get it right.

“Even though we are going to embark on restructuring, is it the same men of yesteryears who were at the helms of affairs in the 60s that took us from regional government to the federal system of government, who will lead us to restructuring. Are they the same people that will determine our future for us?

Boko Haram’s ongoing insurgency in northern Nigeria has forced the closure of more than 57 percent of schools in Borno state, leaving about 3 million children without an education as the school year begins, the United Nations Children’s Fund said Friday.

“Children in northeast Nigeria are living through so much horror,” said Justin Forsyth, UNICEF’s Deputy Executive Director at the end of a three-day visit to Maiduguri, the epicenter of the crisis in the northeast.
“In addition to devastating malnutrition, violence and an outbreak of ch***ra, the attacks on schools is in danger of creating a lost generation of children, threatening their and the country’s future.”
Banki, on the border with Cameroon, has been reduced to rubble. The continuing insecurity in the town of some 40,000 refugees means that women gathering firewood from the forest must be accompanied by soldiers, said Forsyth. Kids in Banki sit on floors in thatched buildings with broken blackboards and shards of chalk, he said.
“Even though the first task is to save children’s lives from pneumonia, diarrhea and malnutrition, we also want to make sure children keep learning and get back to school,” Forsyth told The Associated Press after visiting Banki Thursday. The border village is about 133 kilometers (83 miles) southeast of Maiduguri, the Borno state capital.
“Even in the midst of conflict we need to make sure that children keep learning. It helps them overcome trauma,” he said, adding that many children there have been kidnapped and have experienced violence.
Two young boys told him about being kidnapped, watching people be killed and being forced to work for Boko Haram under threat of beatings and abuse.

Kogi state governor, Yahaya Bello, has lambasted Kogi labour leaders, accusing them of rubbishing his government.

Bello’s reaction followed the appeal by Kogi workers to President Muhammadu Buhari to direct the National Emergency Management Agency (NEMA) to send food supplies and other relief materials to them.

But Bello through Kingsley Fanwo, his spokesman, accused the workers of making Kogi government appear inhumane.

He said the government had been paying workers who have been cleared and verified, “except a few on the clemency list which is being addressed”.

“The tyranny of labour’s blackmail and campaign of calumny against government has clearly shown there are some underbelly factors surrounding the industrial disagreement between it and government in the state.

“This government has shown transparency and accountability by publishing our accounts and what has been paid to individual worker in the state. No worker has come out to disclaim our facts.

“Facts at the disposal of government show that some desperate politicians are playing politics with the destiny of the people of Kogi state, who need the services for which these striking workers are paid.

“When we chose to confront the failed system of the past, we had no doubt of the attendant contention with the entrenched forces of retrogression who benefited from the blind corruption of the past.

“We have started a process of recovering our looted commonwealth from past leaders. A white paper implementation committee was constituted to recover the loot. But Labour was used to strikes. We shall remain focused in ensuring that we recover every kobo stolen from the coffers of this great state.”

He said the previous administration in the state collected allocations running into billions of naira between September and December 2015 but did not “pay a dime to the workers”.

Bello alleged that labour went on strike few weeks to inauguration of his administration in an attempt to disrupt it.

“We promised a reformed, robust, disciplined, digital and accountable civil service that will oil our New Direction Agenda. This administration is poised to pursue it to a logical conclusion to the benefit of the populace,” he said.

“We are not ignorant of the fact that some disgruntled elements are uncomfortable with the digitalization of the civil service operations which will curb truancy and corruption.

“As a responsible government, we have never denied owing workers a few months salary. We have paid half of July and we are in the process of paying the balance as well as the August salary.

“The need for labour to embrace dialogue stems from the paucity of resources across the nation. It is not peculiar to our state. We are ready to dialogue with labour when they return to work and we hope they will do that in the interest of the good people of Kogi state.

“We will be decisive if they remain adamant and continue to go violent on workers who do not believe in their agitation.”

The Niger Government has approved the creation of a Department of Oil and Gas under the state Ministry of Mineral Resources.

Alhaji Mudi Mohammed, the state Commissioner for Mineral Resources, told newsmen in Minna on Thursday that the approval was given by Gov. Abubakar Bello at the weekly State Executive Council meeting.

He said since the state was prospecting for oil and gas in Bida and Zungeru Basin, there was need for the creation of a department that would oversees the production process in line with the Federal Government’s mandate.

Mohammed also said the department would be responsible for coordinating the exploration, development and deployment process to attract investors.

He further said that the department would liaise with the Federal Government on the exploration and development of the oil and gas sector in the state.

According to him, the Bida Basin had been blocked into 17 oil blocks, with Main Land Oil and Gas Company already applying for two blocks–Oil Prospecting License 501 (OPL) and OPL 517.

The commissioner added that a Chinese Company had visited the sites and taken samples to China for assessment.

He also said the state government in collaboration with Nigeria National Petroleum Corporation would soon visit the Kutigi and Gulu exploration sites. (NAN)

“Boko Haram insurgents came in large numbers in trucks and on motorcycles and attacked Goram and two neighbouring villages, Lingis and Ajidari,” he told AFP by telephone.

“They killed three people and burned around 150 homes. They looted foodstores and set them on fire.”

It was not immediately clear which faction of Boko Haram was responsible for the attack.

Hit-and-run raids were often used by fighters loyal to Abubakar Shekau when they began to take over swathes of territory in remote rural areas.

The Islamic State group-backed faction of Abu Mus’ab al-Barnawi has vowed not to attack civilians but has also raided villages for food.

Whichever group is responsible, the attack underlines the risks faced by civilians who have returned to their homes as a result of the military counter-insurgency.

People in the Guzamala area moved to the Borno state capital, Maiduguri, in November 2015 because of Boko Haram attacks in the area and only moved back last February, said Ganamani.

Also on Wednesday, two people were killed when a convoy of vehicles hit landmines on the road from the Borno state capital to Dikwa, 90 kilometres (55 miles) away.

Suicide bombings against civilian targets, particularly in and around camps for the displaced, remain common, despite military claims the jihadists have been defeated.
