The statement by Bayo reflects fiscal inconsistency. How can you celebrate revenue growth while simultaneously deepening debt dependence, without explaining why the latter is necessary? Higher revenue should reduce reliance on borrowing, not justify more of it. Moreover, borrowing more, despite higher income, risks worsening debt sustainability and squeezing future budgets.
