You locked them in place. Which mean they cannot be cleared.

Tap on the Locked icon at the top of each app to unlock them then clear them from the multitasking Window.

Take a look a t mine. Phoenix and chrome are locked in (did it intentionally) while UC browser isn't.

Since I upgraded to 7.0 whenever clear my apps, they still remain there and making my ram to be always above 1.5gb used unlike before that it wipes off after clearing

Press and hold an empty space on a vacant space on your home screen and select Widgets from the Menu below.

Look for Cleaner1x1 and drag it to your home screen.

Anytime you're done browsing, just tap on it to clear and stop all running apps.
