How come when the whole Nigeria was using kerosene for cooking and in their lanterns,the demands high but the price was low but now that the demand is very low,the price becomes higher?

I was taught that,the higher the demand,the higher the price.
But now, it's the lower the demand,the higher the price.
How can a petroleum product we no longer use in our various household even in villages be sold at #2,500 per litre?
