It depends on how you want to look at it. However, the word restructure simply means to bring back to the original structure of its original creation/formation. Nigeria as you know was a product of amalgamation to suit the British without consultations with the people involved. So much so, our founding fathers like the ZIK, AWOs, Balewa etc saw he faulty structure and tried to fix it to the best of their ability in view of the circumstances as at then.
This brought about the 1963 Constitution that addressed the Regions which is now called geo-political zones that formed the Nigeria project. This constitution empowered the Regions (3 and later 4) to manage their affairs to develop their Regions and give a certain percentage to the Centre (Federal Government) in terms of power, resources, finances etc. Therefore, allowing the Centre to concentrate on issues like external affairs, Regional management, policy monitoring etc.
But when the Military struck, all powers were concentrated at the centre leaving the states/ regions/ geo-political zones to be over-dependent on the centre for everything. The call for restructuring means, lets go back to the status-quo (as it was before) or make amends to the shortcomings of the status-quo.
