PoliticsIGP Disu Presents State Police Framework To Deputy Senate President by Putindbutt(op):
The Inspector General of Police, Olatunji Disu, has submitted a framework for the establishment of State Police to the Deputy President of the Senate, Senator Barau Jibrin, as part of efforts to decentralise policing in Nigeria.

According to a statement by Ismail Mudashir, the Special Adviser on media and publicity to the Deputy President of the Senate on Thursday, the 75-page report, titled “A comprehensive framework for the establishment, governance and coordination of Federal and State Police,” was presented to Jibrin at his office in the National Assembly by Professor Olu Ogunsakin, chairman of the Nigeria Police Force committee set up to examine the modalities for instituting State Police.

Disu said the report “covers the considered views, professional insights and strategic recommendations of the Force, derived from extensive consultations and a careful assessment of the operational, legal and administrative implications of instituting State Police in Nigeria.

“It is our expectation that the contents of this report will meaningfully contribute to ongoing deliberations and assist in shaping informed, balanced, and pragmatic decisions on this critical aspect of national security architecture.”

According to the statement, the IGP emphasised that the framework was forwarded to the Chairman and the Committee on the Review of the 1999 Constitution “as the Nigeria Police Force’s input on the subject matter.”

Responding, Senator Jibrin commended the IGP for his proactive approach.

“The Deputy President of the Senate commended the IGP for his proactiveness on the establishment of the state police in line with President Bola Ahmed Tinubu’s agenda to fully secure the country,” the statement read.

He assured that the Senate Committee on the Review of the 1999 Constitution “will look at the framework, along with all other memos submitted to it, for the review of the country’s grundnorm.”

The framework is expected to provide guidance on the proposed modus operandi, governance, and coordination of State Police, marking a major step in ongoing discussions to restructure Nigeria’s policing system.


PUNCH Online reports that earlier in March, Inspector‑General of Police Olatunji Rilwan Disu inaugurated an eight‑member committee to oversee the implementation of State Police in Nigeria.

The committee was tasked with developing operational guidelines and frameworks for devolved policing, including governance, coordination with the Federal Police, and compliance with legal requirements.

The initiative follows President Bola Ahmed Tinubu’s confirmation that plans to establish State Police are ongoing. The president said the plans “will not be postponed” and called for calm, urging cooperation from stakeholders and citizens.

A Federal High Court sitting in Kaduna State has adjourned proceedings on the bail application of former Governor Nasir El-Rufai to March 31st, 2026.

The decision followed Tuesday’s hearing, during which legal arguments were presented by both the prosecution and the defense.


At the court session, counsel to the defendant, Ukpon Akpan, urged the court to grant his client bail, citing constitutional rights and the need to allow the former governor adequate time to prepare his defense.

However, the prosecution opposed the application, arguing that the charges against El-Rufai are serious and that granting bail could interfere with ongoing investigations.

The former Kaduna State governor was arraigned by the ICPC over charges related to alleged corruption and abuse of office.

The Commission filed charges against El-Rufai, accusing him of financial misconduct during his time in office.

Ahead of El-Rufai’s arraignment on Tuesday, security presence in the Kaduna State capital and around the court has been significantly heightened, with armed personnel stationed at key entry points to forestall any breakdown of law and order, as supporters and observers gathered outside the premises.

Meanwhile, journalists were barred from entering the courtroom to witness the proceedings.

The former governor was arraigned by the ICPC alongside one Joel Adoga before the Kaduna Federal High Court.

According to a statement issued on Monday by the Commission’s Head of Media and Public Communications, John Okor Odey, the arraignment follows charges filed under suit number FHC/KD/73/2026. The charges include alleged conversion and possession of public property, as well as money laundering.

In a related development, the ICPC has also filed a separate case against El-Rufai and Amadu Sule before the Kaduna State High Court in the Kaduna Judicial Division.

The case, marked KDH/KAD/ICPC/01/26, contains allegations ranging from abuse of office and fraud to intent to commit fraud and conferring undue advantage.

The Commission disclosed that both charges were instituted on March 18, 2026, as part of its ongoing efforts to enforce accountability and combat corruption.

While the arraignment at the Federal High Court is scheduled for Tuesday, the date for the hearing at the State High Court is yet to be announced and will be communicated in due course.

The ICPC further confirmed that the former governor has been duly served with the charges.

These Governors are the most ridiculous bunch of jokers in the world right now. Apart from bragging about fat allocations, in other areas they're useless.

Sowore called Gov Otti a failure but some kids were angry and hitting themselves on the floor. Very few of these Governors are doing something a bit tangible in their states.

But we can't really blame them than the set of bitter people who ignore the incompetence of their state Governors but focus on Abuja all day every hour. Why won't they mismanage the fortunes of their states, especially when they now receive huge amount of allocations which ordinarily should help towards the demands of the people of their respective states.

The Presidency had been running after these Governors to submit reports on state police since 2024 yet they refused to comply. The Vice President gave a deadline, they failed the deadline too. I'm much disappointed in the Northern Governors whom you expect to be at the forefront of pushing the state police but they're so laid back at it.

The President signed electricity law since 2024, till now no Governor has started practical execution in their states, no state is generating power much less distributing it to the residents yet power has been decentralized constitutionally.

And you see people who are obsessed with Tinubu always crying and wailing about power in the country when they can call out the Governors of their states to provide them with power as being enshrined in the constitution. What are the fat allocations all about if you can't generate and distribute power in your state?.

In Agriculture, the scored zero. The Governors are the custodian of all the lands in the state. I haven't seen any of them with concrete agricultural programs promoting food sufficiency, partnering with higher institutions in their states to cultivate foods, granting subventions to farmers to plant and harvest foods for their respective state. Yet they collecting much money.

They left everything on the President alone.

Senator Ali Ndume, representing Borno South Senatorial District, has alleged that the recent suicide bombings in Maiduguri, Borno State, were carried out using commercial tricycles, popularly known as Keke NAPEP.

The attacks, which occurred on Monday during the breaking of the Ramadan fast, claimed at least 23 lives and left over 100 others injured.

The explosions targeted densely populated areas, including the Post Office area, Monday Market, and the entrance of the University of Maiduguri Teaching Hospital.

The police attributed the incidents to suspected Boko Haram suicide bombers deploying improvised explosive devices.

Speaking on Channels Television’s Politics Today on Thursday, Ndume said the insurgents’ methods have remained largely the same over time, relying on swift, coordinated strikes.

“They rely on a hit-and-run strategy. What they do is hit and run. They gather, pass information around, and most dangerously, they get information from some citizens too. They have informants within society,” he said.

Ndume disclosed that attackers use everyday means of transportation, particularly tricycles, to move explosives to targeted locations.

“You can imagine even the bomb that exploded—it was delivered by Keke NAPEP. They package it and give people in Keke NAPEP to deliver in specific spots,” he said.

He warned that the threat may not be over, suggesting that additional explosives or attackers could still be within the city, and identified inadequate intelligence gathering as a key factor enabling such attacks.

“The problem is lack of adequate intelligence,” he stressed.

The lawmaker also condemned what he described as the growing boldness of terrorist groups, noting that they now record and share footage of their operations on social media platforms, including TikTok.

“You can imagine the terrorists in Nigeria have the audacity to record their atrocities on TikTok and then disperse and send it out to people,” Ndume said.

He added that if security agencies can track the activities of ordinary citizens through mobile devices, they should also be able to monitor and intercept the communications of terrorists.

The National Executive Council, NEC, of the Labour Party has disbanded the Nenadi Usman-led Caretaker Committee, restating its backing for the National Working Committee (NWC) headed by Mr Julius Abure.

This was disclosed in a statement released on Tuesday in Abuja by the Secretary of the NEC Forum, Alhaji Abdulrahim Chindo.

Comprising duly elected state chairmen and secretaries, the NEC reached the decision during a virtual meeting held on March 17, 2026, where members unanimously endorsed the resolutions.


The council further directed the National Chairman, Mr. Julius Abure, to notify the Independent National Electoral Commission (INEC) accordingly, to enable preparations for party primaries ahead of the 2027 general elections, in line with the electoral body’s schedule.

“The following resolutions were adopted: Following the Tribune publication of March 6, 2026, which called for both virtual and physical NEC meetings, the need for this virtual session became necessary.

“The meeting had in attendance state chairmen and secretaries duly elected on December 6, 2025, alongside other key stakeholders of the party.


“NEC reviewed the operations of the caretaker committee and determined that its activities, from inception, caused significant harm to the party and were carried out unlawfully.

“Consequently, NEC has dissolved the Esther Nenadi Usman Caretaker Committee. The council also reaffirmed its confidence in the National Working Committee led by Barrister Julius Abure, elected at the party’s National Convention on March 27, 2024, and reaffirmed at the NEC meeting held on November 28, 2025, under the supervision of INEC.”

The 2026 Finalissima between Spain and Argentina, initially slated to take place in Doha, Qatar, has been cancelled due to the war in the Middle East.

UEFA, European football’s governing body, said that Argentina rejected multiple alternative options for the game to take place elsewhere.

The Argentine Football Association (AFA) has been approached for comment by The Athletic .
The fixture between the European champions and the Copa America winners was scheduled to take place at Lusail Stadium on March 27.

The Qatar Football Association said on March 1 it had postponed all games and tournaments in the country until further notice following the U.S. and Israeli military attack on Iran and subsequent retaliation. The Qatar Stars League resumed on March 12.

The U.S. and Israel launched airstrikes on major Iranian cities, including the capital Tehran, on February 28, after weeks of mounting diplomatic tension.

The strikes killed the nation’s Supreme Leader Ayatollah Ali Khamenei, and more than 1,300 civilians, according to the Human Rights Activists News Agency. Iran retaliated with its own missile attacks on Israel and U.S. air bases in the Gulf region, including in Qatar, the UAE and Bahrain.

A wide corridor of airspace over the Middle East has been closed following the strikes, with Qatar, alongside Israel, Iran, Iraq, Bahrain, Kuwait and Jordan, shutting down air traffic.

UEFA said on March 2 it was monitoring the developments of the situation, in cooperation with CONMEBOL, South American football’s governing body.

On Sunday, UEFA issued a statement announcing that the game had been cancelled “due to the current political situation in the region”.

“With strong determination to save the important fixture, and despite the understandable difficulties of relocating a match of such importance at extremely short notice, UEFA explored other feasible alternatives but each ultimately proved unacceptable to the Argentinian Football Association,” UEFA said.

The governing body said that the AFA rejected a proposal to play the match at Real Madrid’s Bernabeu on March 27, with a 50-50 split of fans in the stadium and also turned down a suggestion to play the final over two legs, with one game at the Bernabeu and one game in the Argentine city of Buenos Aires.

The proposed second leg would have taken place “during an international window before UEFA EURO and Copa America 2028”.

UEFA said it also suggested playing the match at a neutral venue in Europe on either March 27, March 30 or December 18, which was also rejected by the AFA.

According to UEFA, the AFA proposed playing the game after this summer’s World Cup, though Spain had no available dates.

“Finally, and contrary to the original agreed plan that the match would take place on 27 March, Argentina declared its availability to play exclusively on March 31, a date which proved to be unworkable” UEFA added.

The Spanish football federation (RFEF) issued a statement following the announcement, saying that “all the institutions involved realised that, unfortunately, it was impossible to play the scheduled matches there (in Doha).”

The RFEF added that it was prepared to host the game in Spain, at a neutral venue or “in a different format” and “offered all possible options”.

CONMEBOL, the governing body of football in South America, said in a statement after the announcement that holding the match in Madrid would “violate the principle of sporting fairness, as it is not a neutral venue.”

It also said that Argentina accepted a proposal “without objection” to play in Italy, but suggested the March 31 date, which UEFA said was not possible.

Wembley hosted the 2022 Finalissima between Italy and Argentina, a game which marked the relaunch of the competition, formerly known as the International Cup, which was held in 1985 and 1993.
