Not true. It depends on the standard & quality control measures put in place. I have been an advocate of distance learning most especially for the postgraduates programmes. Take the example of employees in the industries who have worked for years and have built their practical knowledge & skills far better than most of the lecturers in our higher institutions, and you tell them to come for full or part-time on-campus post-graduate programs. It's can be deployed via distance learning & goal achieved 100%. We have to wake up from our slumber and embrace smarter and more intelligent ways of doing things.

The launch code is not as important as the hardware and the technology sir. Launch codes can be bypassed by replacing the electronics. Launch code is to prevent a unilateral launch of the ballistic missile that carries the nukes. There's nothing extra special about it .

BTW, every nuclear weapon (especially the tritium core ) has an expiry date and the core has to be reconstituted periodically. Ukraine is well equipped for that

Secondly, you make some wild assumptions
1. The only scientists and engineers that developed USSRs nuclear arsenal were just Russians alone
2. The only spys that stole the blueprint of nuclear weapons from Britain were just Russians alone

Unfortunately, the problem isn't Ukraine but
1. Russia who invaded Ukraine in 2014 and took Cremia. Up till this , no one in Ukraine wanted to join NATO
2. USA, who used coercive force to make Ukraine give up her Nuclear arsenal with a promise to protect her from external aggression with the Budapest Accord. Unfortunately, the two guarantees for the agreement failed.
3. United Nations, who pretended that Cremia was not militarily occupied in 2014 by Putin. If the whole world had prevented this, the new invasion would not have happened.


Now , Finland and Sweden have joined NATO because of the aggressive behaviours of Russia. What excuse remains for Ukraine.

Solution:
If Ukraine will not join NATO, she must be allowed to "re-aquire" her Nuclear arsenal and not only this, to build it to its former size.

And no one should complain of Nuclear proliferation.

And after that, Ukraine may by the use of force re-aquire her lost territories from Putin!
