I was confused as well, but I saw a news yesterday where someone that understands how these long range missiles work, explained everything. The precision-target missile was launched from the gulf of guinea (some several kilometres from the deep shores of sea in lagos), and followed a straight path to the hit site in Sokoto, about a thousand kilometres journey. The missile had to shed its fuel tanks along the way for it to continue maintaining the trajectory with a high speed. Offa and a town in Sokoto happened to be the two locations where these tanks were shed.
