Yea. Just got a conditional acceptance offer for Msc in University of Tartu yesterday. It becomes unconditional when I send hard copies of my documents and they receive them within the next three weeks. Also got a conditional tuition waiver and a grant scholarship.

You need to understand that Masters and Bachelors have different timelines.

Admission results would be released not later than May 15th for Masters and May 25th for Bachelors.

Yes, your spouse may go with you. She can also work there after she's granted her permit (TRP) which is usually ready in about three months.

Most times, applicants say they've been able to save a lot from working for a number of years. Others just say they'd be sponsored by their parents/family; while some go for a combination of both. You get the drift right?
