…Sanwo-Olu: ‘It’s A New Journey Toward Developing Lagos’ Lagos State Government has opened a new chapter in its stride towards attaining self-sustenance in finance and governance. Governor Babajide Sanwo-Olu on Wednesday, signed documents for the issuance of N100.33 billion bond, which the State raised from the capital market to fund infrastructure and pressing capital projects. At a signing ceremony held at the Banquet Hall at the State House in Alausa, Governor Sanwo-Olu, investors and issuing parties put the final ink on the over-subscribed Series Three Bond Issuance of N100 billion, which was issued and raised by the State under its N500 billion Third Bond Programme approved four years ago. The Governor, who was visibly excited by the financial intervention, declared the moment as “historic and new journey” for the State in its drive to provide requisite infrastructure to catalyse its economy, saying it was the largest bond programme ever embarked on by any sub-national entity in the country. Sanwo-Olu said: “We have embarked on a new journey that is not meant to serve our personal interest but to activate more prosperity for our dear Lagos and give our people the hope for better tomorrow we all dreamed. When we came into Government, we made the commitment to all Lagosians that we are coming to pursue and implement an agenda that will build our capacity to achieve ‘Greater Lagos’ we all will be proud of. “Today, I am standing in from you all to say we are writing the financial history of Lagos in another chapter and it will bring good dividends to all residents. With this N100 billion bond, we will ensure that all Lagosians feel the direct impact of this intervention in their homes and on the roads. We are bringing new infrastructure and repairing the existing ones, including bridges and hospitals. We are going to renovate schools and build new ones for our children; slums will be regenerated and pressing environmental issues will be solved. We are going to make people feel the essence of governance.” Sanwo-Olu recalled that the effort to raise the bond started some three months ago with a simple discussion with professional partners led by Chapel Hill Denham. He observed that the State almost missed the opportunity, as the statutory period recommended by the Securities and Exchange Commission (SEC) to raise such bond was closing when the State started pushing for the bond issuance. The Governor said the partners staked their time and energy for the State to secure essential requirements to access the capital for the bond. Within a period of three months, Sanwo-Olu said the partners helped Lagos to restructure its balance sheet and reduce the State’s interest expense by N17 billion, which gave Lagos the opportunity to raise the bond from the capital market. He said: “Less than three months down the line, we are celebrating the biggest sub-national bond issuance today and the team of partners has also helped us to restructure our entire balance sheet. We have been able to revert the entire borrowing of Lagos from a very high rate to acceptable numbers. The team has also helped us to reduce interest expense by N17 billion, which made it easy for us to approach the financial market.” Sanwo-Olu promised not to betray the confidence of investors that subscribed to the bond, pledging that the funds would be disbursed strictly to finance infrastructural projects required to boost the State’s economy. Commissioner for Finance, Dr. Rabiu Olowo, said the State accelerated the bond programme in response to the need to close “huge infrastructural gap” in the face of limited financial resources available to the State. He said the State Government took advantage of the favourable investment climate in the capital market to issue the “Series Three” of its bond programme to raise the money. He said: “The cost of inaction would have been huge and it would mean over 20 million Lagosians would be underserved in many areas. It was, therefore, with this mandate that the Lagos Government sought the support of professional advisers to access the capital market in December 2019. “It is fulfilling to note that, despite hurdles we faced, we have been able to achieve the target we set for ourselves. In fact, we exceeded the target. I want to assure all residents that the proceeds from this bond issuance programme will be judiciously utilised in line with our T.H.E.M.E.S agenda to achieve a ‘Greater Lagos’.” Managing Director, Chapel Hill Denham, Mr. Bolaji Balogun, described the bond as a “jumbo” for the State, stressing that the support given to Lagos Government by the capital market was unprecedented. Balogun noted that Lagos issued a bond of N100 billion, adding that the Minister for Finance granted the approval for the process while in transit. Lagos, he said, must accelerate investment in infrastructure, adding that such would create an incredible multiplier effect on economic activities and give the State financial buoyancy. Sustained investment in infrastructure, Balogun said, remained the only way to achieve irreversible development and lift millions of people out of poverty. A total of 315 bids were submitted during the offer period for the Lagos Series Three Bond Issuance, putting the value of the total bids at N196.48 billion. A total of 208 bids, which amounts to N100.33, qualified under the terms of the offer at the clearing price of 12.25 per cent per annum. Japanese Ambassador to Nigeria, Mr. Yutaka Kikuta and Hope Afresh Foundation today signed a grand contract of $197,736 for the establishment of a facility for the processing of Sesame seeds in Taraba State. pe Afresh Foundation is an initiative of Barr Anna Ishaku, wife of the Governor of Taraba State, Arc. Darius Dickson Ishaku which has done a lot in empowering women and youths. Sesame production is one of the crops whose growth is being promoted by the Ishaku administration. The fund is being provided by the Japanese government under that country’s Grant Assistance for Grassroots Human Security Projects. The Sesame processing project is an initiative of the Hope Afresh Foundation and will be executed in collaboration with Toyota Tsusho Corporation. Speaking at the signing ceremony, Barr. Anna Ishaku thanked the government of Japan for the good gesture and assured that the facility will greatly boost sesame seed production in Taraba State. The wife of the governor also spoke about the numerous achievements of the Foundation which includes the discovery of Ndola, a community of people who live on the mountains in Taraba State which was inaccessible to modern civilisation. She said following the discovery, the community has now been provided with modern amenities including a police station and health facilities by the Taraba State government. Gov. Ishaku who also witnessed the event joined his wife in thanking the Japanese government for the support to the Foundation and by extension, Taraba State government. Earlier, Japanese Ambassador to Nigeria, Mr Yutaka Kikuta assured Taraba State’s first couple of the resolve of his country to support projects that can help in the empowerment of the people. The Lagos State Government has revealed plans to enhance agricultural supply by connecting all the agricultural value chains through the establishment of Eko-City Farmers Markets. The State Commissioner for Agriculture, Prince Gbolahan Lawal, who disclosed this today at astakeholders meeting on the implementation of agricultural products outlets, noted that the Eko-City Farmers Market would be a platform for the city’s best entrepreneurs in the agricultural sector to meet with consumers and end-users through the traditional and innovative development methods, affirming that the well organised, high-quality markets will showcase farm produce to meet the consumers’ increasing demands. Lawal pointed out that the objectives of the markets are to connect producers and make shopping entertaining; to make products accessible and affordable to consumers; to preserve the nutritional value of farm produce and to promote the “farm to fork” concept of the input and output policy of the State Government. The Commissioner observed that farmers in the State lack direct access to markets and, therefore, sell their produce to middlemen at ridiculous farm gate prices, adding that the Eko-City Farmers Market was designed to eradicate high costs of agricultural products. “Farmers in the State lack direct access to markets and this led to the selling of their produce to middlemen at ridiculous farm gate prices. Farmers that are able to penetrate the market find it difficult to break through cartels by the market associations. Therefore, they are forced to sell at the association dictated prices. These challenges have restricted many of the farmers to subsistence production,” he averred. He stressed that the State Government remains committed to making Lagos a 21st Century Economy through initiatives that will change the agricultural landscape, hence the introduction of the Eko-City Farmers Market. Lawal explained that the Eko-City Farmers Market is designed to increase the productivity of farmers as well as create an avenue for inclusive business where they make more profit from direct sales to consumers. According to the Commissioner, the government will create a conducive environment and other allied services like cold storage for fish products, haulage and some logistics for farmers and vendors to market their produce. “We are working towards building a 21st-century economy; therefore, we should focus on creating a digitalised method of marketing. As a result, the Ministry will be partnering with a couple of financial institutions in providing ATM stands and POS payment machines for farmers to receive payment for their produce,” Lawal noted. …‘We’ll Support Victims To Rebuild Their Businesses’ - Lagos Gov Lagos State Governor, Mr. Babajide Sanwo-Olu, visited Amu Plank Market in Mushin on Sunday to sympathise with victims of a midnight fire that razed several shops and destroyed goods worth billions. The inferno, which started in the midnight of Saturday, was said to be the first major fire incident in the popular timber market. No life was lost. Men of the Lagos State Fire Service and emergency response teams from Lagos State Emergency Management Authority (LASEMA) and Lagos State Safety Commission remained on the site to completely put the situation under control and salvage unaffected goods. They were joined by teams of firefighters from Federal Fire Service and Julius Berger. Sanwo-Olu, who described the incident as “unfortunate”, allayed the fears of the traders, saying the State Government was more interested in supporting the victims back on their feet, rather than ejecting them from the site. The Governor, who was received by a large crowd of traders, said there would be a thorough investigation to unravel the cause of the inferno while pleading with them to allow the emergency response teams to complete debris removal process on the site before embarking on efforts to re-construct the burnt shops. He said: “On behalf of the State Government, I commiserate with Amu Market traders over this rather unfortunate incident. Nobody would ever expect this magnitude of destruction to happen, but we thank God that no life was lost. “We will start a full investigation into the remote causes of this incident so that we can plan to forestall incidents like this in future. We will come back to do enumeration of the houses that were torched and look at what support we can render. “Let me say it clearly to all traders in this market that, we do not plan to take over this market. We will work with you to see how to re-construct this place so that business activities can return to the market. There so many families affected by this; we will help them to rebuild their lives.” Sanwo-Olu stressed that the magnitude of the destruction left by the inferno brought up the necessity for the Government to collaborate with the traders in providing fire safety facility around the market with the aim to forestall future occurrence. He added that the Ministry of Physical Planning would work with the market leaders to rebuild the market. “After the completion of the recovery process on the fire site, LASEMA and officials of the Ministry of Physical Planning will come back and take a full inventory of the various store owners and market leaders. They will discuss lasting solution we can bring about in a market like this,” Sanwo-Olu said. The Governor directed the Lagos State Waste Management Authority (LAWMA) to remove charred materials left on the site free of charge while urging the crowd at the scene to allow a smooth recovery process. The youth leader in the market, Alhaji Tajudeen Sanni, who spoke on behalf of victims, said goods worth N10 billion were destroyed by the fire. He appreciated the Governor for offering to support to the victims, adding that the assurance by Governor not to take over the market would help victims to fully recover from their losses. Chairman of Mushin Local Government, Hon. Bamigboye Emmanuel, assured the traders of support, saying the council would work with the State Government to introduce fire safety measures around the market. Leading telecommunications services provider, Airtel Nigeria, has announced that it has added 0904 number series to its numbering range, following the approval of the industry regulator, Nigeria Communications Commission (NCC). The telco says the new number series, which brings its growing numbering range scheme to nine, will throw up an amazing opportunity for more Nigerians to join the network with the largest and widest 4G coverage. Aside from the 0904 number range, Airtel currently has the following numbering series: 0802, 0808, 0708, 0812, 0701, 0902, 0907 and 0901. Breach notifications exceed 160,000 in Europe since the introduction of GDPR according to a survey by DLA Piper European data protection regulators have imposed EUR114 million in fines under the GDPR regime. A further EUR329 million in fines have been threatened by the UK regulator - France has imposed the highest fines to date, while per capita the Netherlands tops the rankings for breach notifications - Disparities found in levels of reporting across Europe. Italy with a population of more than 62 million people only recorded 1886 breach notifications Over 160,000 data breach notifications have been reported across the 28 European Union Member States plus Norway, Iceland and Liechtenstein since the GDPR came into force on 25th May 2018. According to DLA Piper's latest GDPR Data Breach Survey, data protection regulators have imposed EUR114 million (approximately USD126 million / GBP97 million) in fines under the GDPR regime for a wide range of GDPR infringements, not just for the data breach. France, Germany and Austria topped the rankings for the total value of GDPR fines imposed with just over EUR51 million, EUR24.5 million and EUR18 million respectively. The Netherlands, Germany and the UK topped the table for the number of data breaches notified to regulators with 40,647, 37,636 and 22,181 notifications each. The daily rate of breach notifications has also increased by 12.6% from 247 notifications per day for the first eight months of GDPR from 25 May 2018 to 27 January 2019, to 278 breach notifications per day for the current year. Weighting the results against country populations, The Netherlands again come top with 147.2 reported breaches per 100,000 people, up from 89.8 per 100,000 people last year, followed by Ireland and Denmark. From the 27 countries that provided data on breach notifications, the UK, Germany and France ranked thirteenth, eleventh and twenty-third respectively on a reported fine per capita basis. Italy, Romania and Greece reported the fewest number of breaches per capita. Italy, a country with a population of over 62 million people, only recorded 1886 data breach notifications illustrating the cultural differences in approach to breach notification. The highest GDPR fine to date was EUR50 million imposed by the French data protection regulator on Google, for alleged infringements of the transparency principle and lack of valid consent, rather than for data breach. Following two high profile data breaches, the UK ICO published two notices of intent to impose fines in July 2019 totalling GBP282 million (approximately EUR329 million / USD366 million) although neither of these was finalised as at the date of this report. Commenting on the report, Ross McKean, a partner at DLA Piper specialising in cyber and data protection, said: "GDPR has driven the issue of data breach well and truly into the open. The rate of breach notification has increased by over 12% compared to last year’s report and regulators have been busy road-testing their new powers to sanction and fine organisations. The total amount of fines of €114 million imposed to date is relatively low compared to the potential maximum fines that can be imposed under GDPR, indicating that we are still in the early days of enforcement. We expect to see momentum build with more multi-million Euro fines being imposed over the coming year as regulators ramp up their enforcement activity." Patrick Van Eecke, chair of DLA Piper's international data protection practice, said "The early GDPR fines raise many questions. Ask two different regulators on how GDPR fines should be calculated and you will get two different answers. We are years away from having legal certainty on this crucial question, but one thing is for certain, we can expect to see many more fines and appeals over the coming years." The recently launched Marine Unit of the Lagos State Emergency Management Agency, LASEMA, averted a suicide attempt by rescuing a male adult who jumped off the Lekki-Link Bridge on Admiralty Way, Lekki Phase 1. According to the situation report, the man, (name withheld), 36 years old, jumped into the Lagoon at about 4:45 pm on Tuesday but was promptly rescued from drowning within five minutes by the Marine Unit “Sharks Squad” alongside Lagos State Waterways Authority, LASWA, officials operating in the area. After the rescue operation, he was immediately examined, treated for minor injuries sustained and counselled by the Bravo Unit of LASEMA before he was handed over to Police officers at Maroko Police Station for further action. Recall that LASEMA's Marine Unit, last week, took delivery of several new boats procured by the State government as well as carried out rescue simulation for its operations. … Commissions Medical Emergency Response Equipment Donated By NNPC & SNEPCo Governor of Lagos State, Mr. Babajide Sanwo-Olu has called for increased private sector support and partnership with Lagos in the State Government’s quest to revamp health infrastructure and attain universal health coverage across all levels of care as well as achieve Sustainable Development Goals (SDGs). Sanwo-Olu made the call today at a handover and commissioning ceremony of the multi-million Naira medical emergency response equipment and consumables donated by Nigerian National Petroleum Corporation (NNPC) and Shell Nigeria Exploration and Production Company (SNEPCo) to General Hospital, Lagos. The Governor, who was represented by the Commissioner for Health, Prof. Akin Abayomi, said the donation of the medical emergency response equipment by NNPC and SNEPCo speaks volume about responsibility, public good and love for the people. “The Government and people of Lagos State are indeed appreciative of the kind gesture of NNPC, SNEPCo and their co-venture partners including Total, ExxonMobil and Agip,” he said. The Governor spoke further saying, “This donation would go a long way in assisting the Government to achieve the overall objective of the health pillar of the T.H.E.M.E.S agenda which is to increase the capacity of the healthcare system and infrastructure to sustainably meet the healthcare need of our growing population”. While explaining that health and education account for the largest share of the 2020 budget in the current fiscal year, Sanwo-Olu noted that the allocation, when considered within the context of the growing population of the State, would almost pale into insignificance without the contribution and partnership from the private sector. He said the donation of the emergency equipment speaks to the importance of public-private partnership, adding that the present administration will continue to encourage partnerships that impact positively on the health and the wellbeing of citizens. According to him, “As we all know, 2030 has been agreed as the timeline for the achievement of the Sustainable Development Goals. This implies that by 2030, we must have achieved the 17 SDGs, and for us to achieve this, it is of utmost importance that we encourage more of public-private partnership such as this initiative undertaken by NNPC and SNEPCO, which will impact positively on SDG3 geared towards ensuring good health and well-being”. Appreciating NNPC, SNEPCo and their co-venture partners for the donation of the equipment, the Governor urged all other private companies and multinational corporations to take a cue from the laudable initiative and partner with the State government in order to make society a better place. Earlier in his remarks, the Managing Director of SNEPCo, Mr. Bayo Ojulari said the donation of the medical emergency response equipment by SNEPCo and NNPC will mark the start of a new medical response experience at the General Hospital, Lagos. He noted that the donation of equipment is as a result of the successful partnership between the Lagos State Government, NNPC and SNEPCo under the Lagos State Medical Emergency Response Improvement Programme (Lagos MERIP). “Lagos MERIP is aligned with the State Government’s health agenda and therefore guarantees the government's ownership and drive; and will also ensure the sustainability of the programme”, Ojulari said. He explained that as part of the fruitful public-private partnership, the Lagos State government renovated the Lagos State Emergency Medical Service (LASEMS) building at the General Hospital, Lagos while NNPC and SNEPCo provided the state-of-the-art equipment which includes; fully equipped intensive care ambulance; mini-ambulances; specialised beds; automatic external defibrillators; a mobile x-ray machine unit, ECG machine, operating tables and lamps; autoclave and medical consumables. “In addition to this, we have also partnered with the hospital to build the capacity of equipment operators and co-developed processes and policies to ensure efficient delivery of quality emergency services”, the Managing Director said. Ojulari added that another important element of MERIP is the collaboration with LASEMS to strengthen and improve pre-hospital care through the Lagos State Ambulance Service and hospital-based care at the General Hospital, Lagos. The General Manager of the Lagos State Drivers' Institute (LASDRI), Mrs. Afusat Tiamiyu has revealed that the training Institute is putting plans in place to start an online training for professional drivers. Speaking on a Yoruba Radio Interview Programme “Bosenlo” on Traffic Radio 96.1FM, Tiamiyu explained that the training programme is designed for those professional drivers whose schedules are tight and could not create time to attend lectures at the Institute. She added that the online training curriculum will offer the various courses taught at the Institute, noting, however, that it is not meant to replace the classroom training at the LASDRI. The GM stressed that any professional driver that takes the online training will still have to come to the Institute for the mandatory eye-test and biometrics before being issued the re-certification card. Tiamiyu, therefore, appealed to the motoring public to obey all the traffic laws of the State to make the roads safe and accident-free. A total of 29 Nigerian words and expressions have been included in the Oxford English Dictionary January updates. They include, ‘Ember Month’, ‘Danfo’, ‘Non-indigene’, ‘Guber’, ‘Tokunbo’, ‘MamaPut’, ‘Kannywood’ and ‘Next Tomorrow’. Kannywood, which refers to the film industry in northern Nigeria, is believed to be the youngest expression on the list. Another new entry on the list is ‘Next tomorrow’. The expression is regarded as the oldest among the over 25 uniquely Nigerian words/expressions. According to OED, ‘Next Tomorrow’ was first used in written English as a noun in 1953, and as an adverb in 1964. Others words like ‘Buka,’ ‘Bukateria’ and ‘Severally’ also made the cut. On its website, the OED editors noted that they have been expanding their representation of written and spoken pronunciations from an increasing number of global varieties of English since 2016. “This was the perfect opportunity for OED’s pronunciation team to add a West African English model to our World English coverage, bringing our current total to fifteen,” their statement read. It also noted the key source for the West African English model, was Ulrike Gut, who has worked extensively on Nigerian English. They also acknowledged the contribution of consultant, Kingsley Ugwuanyi. Facing increased pressure from new, deep-pocketed competitors in the U.S., Netflix is looking abroad for more growth opportunities as it faces a continued slowdown of domestic subscriber increases. In the fourth quarter, Netflix added 42,000 new subscribers in the U.S. (55,000 including Canada)—to just over 61 million in total—and acknowledged it is facing increased subscriber churn rates. In a letter to shareholders today, Netflix acknowledged that “recent price changes” and “competitive launches” domestically were affecting U.S. growth rates—referring to its price hikes last May and the rollout of new services like Disney+ and Apple TV+—but the company pointed to robust viewership of its newest originals as proof it is continuing to breakthrough. Outside of the U.S., the picture for Netflix is far rosier. In the fourth quarter, the company netted 8.3 million new international subscribers; for the first time, the company exceeded 100 million memberships outside the U.S., with 106 million international customers and a total of 167.1 million global subscribers. “Streaming entertainment is a global phenomenon and we’re working hard to build our early progress,” the company said in its letter to shareholders. Last quarter, Netflix said it planned to spend $15 billion on original programming in 2019, and while U.S. originals are generally the buzziest, local originals are big drivers for international growth, too. The company said it will invest heavily in Korean originals to drive international growth and will continue determining the best business offerings in different regions, like mobile-only plans in countries like India, Malaysia and Indonesia. In Netflix’s investor video, chief financial officer Spencer Neumann said the company was focused on growing its international footprint, even as the pricing in certain markets is lower than in the U.S. That investment extends to content: chief content officer Ted Sarandos said investment in local programming, particularly in Japan and Korea, had the potential to pay off not just in those markets but globally. “The expansion of people finding stories from around the world is only going to take the opportunity bigger and bigger,” Sarandos said, pointing to director Bong Joon-Ho’s film Parasite as recent proof of foreign programming’s potential to attract an international fanbase. Netflix also dropped other impressive-sounding metrics, including a projection that 54 million households will watch the second season of the thriller You (the first season of which aired on Lifetime) within the first four weeks of the season’s availability on the service. 6 Underground, an action movie from Michael Bay that starred Ryan Reynolds, drew 83 million household views within four weeks. However, Netflix has made a major change to the way it measures viewership in a way that will substantially inflate its future viewership numbers. The company said it is no longer counting views as to when 70% of an episode or movie is viewed, as had been its previous metric. Instead, it will define a view as when a household watches just two minutes of a program. Netflix estimated this will inflate its viewership metrics by about 35%. That two-minute mark, for reference, represents less than 1% of Martin Scorsese’s Netflix original film The Irishman, which has a run time of 209 minutes. GHANAIAN President Nana Akufo-Addo has pleaded with President Muhammadu Buhari to expedite the process of reopening the closed borders because of its effect on the economy of Ghana. President Akufo-Addo made the plea to Buhari during a bilateral discussion they had on the sidelines of the ongoing UK-Africa Investment Summit 2020 in London. President Akufo-Addo, while showing an understanding of the need for Nigeria to protect her citizens, pleaded for “an expedited process, because the Nigerian market is significant for certain categories of business people in Ghana.” But the Nigerian President, Buhari said that the partial closure of the borders was to stop the proliferation of arms, ammunition and hard drugs. In a statement by the Special Adviser to the President on Media and Publicity, Chief Femi Adesina, President Buhari said he could not keep his eyes open and watch youths being destroyed through cheap hard drugs, and compromised security caused by the unbridled influx of small arms. According to him, “When most of the vehicles carrying rice and other food products through our land borders are intercepted, you find cheap hard drugs, and small arms, under the food products. This has terrible consequences for any country.” Buhari He said it was regrettable that the partial border closure was having “negative economic impact on our neighbours,” but added that “we cannot leave our country, particularly the youths, endangered.” The President said the Sahel region was awash with small arms, which accounts for severe security challenges in Mali, Chad, Burkina Faso, Niger and Nigeria. “We are in fact the biggest victims,” he lamented. On time frame for reopening the borders, President Buhari said it would not happen till the final report of a committee set up on the matter was submitted and considered. He said, “We will get things sorted out. Lagos State Commissioner for Commerce, Industry and Cooperatives, Dr. (Mrs) Lola Akande recently received top officials of LONGRICH Production Company on a courtesy where the company representatives expressed the readiness of the company to inject additional $100M worth investment to the Lekki Free Trade Zone. Lekki Free Trade Zone is a collaboration of the Chinese and Nigerian governments under the management of Lekki Free Zone Development Company (LFZDC). Spread over 805 hectares of land, the zone will have several industrial zones and offer access to an enormous consumer market across West Africa. Dr. Akande who described the proposed investment as a good development for the State and Nigeria as a whole added that when the investment potential of the Zone is finally harnessed, the economy of the State would receive a major boom just as more job opportunities would be created. Akande disclosed that the proposed $100M investment which would come to fruition this year is an additional financial commitment by the company to the Zone following an earlier investment worth $20M injected by the company for the construction of its plants and offices in LFTZ. As at today, Longrich remains the largest and most advanced centre for research, development, manufacture and sales of cosmetics and healthcare products in China, with their products in over 150 countries of the world. In the same vein, the Commissioner received the management team of UpField Foods Nigeria Ltd where issues bordering on mutually beneficial relationships between the company and the state government were discussed. Upfield is the largest plant-based consumer packaged goods company in the world, operating in 95 countries and sells multiple brands of margarine and other food spreads, including Flora, Blue Band, Stork, Becel and Country Crock. In another development, the Commissioner and other senior officials of the ministry paid an assessment tour to the ALARO CITY located within the LFTZ where the Commissioner appreciated the progress of works within the city. Lagos State Safety Commission sensitizes Lagos Island Residents, seals Defective Building The Director-General, Lagos State Safety Commission, Mr. Lanre Mojola has declared zero tolerance for safety infractions in any part of the State; this he said during a safety awareness campaign tagged: "Keep Safe, Stay Alive" held on Lagos Island. The Commission took to some streets on Lagos Island to sensitize commuters and residents in pidgin, Yoruba, Hausa, and Igbo languages, at Tafawa Balewa Square, CMS, Tinubu, Nnamdi Azikwe and Tom-Jones residents on the need to be safety conscious. Mojola who led the campaign harped on domestic, environmental and market place safety, attribute the storage of flammable materials in shops as one of the major causes of fire outbreaks in market places leading to loss of lives and property. He advised that basic safety measures be put in place in all public places like installations of fire extinguishers and safety signages at designated places within markets and other public facilities. The Commissioner for Local Government and Community Affairs, Dr. Wale Ahmed also lend his voice to the campaign, urging residents to report unsafe activities to relevant authorities. Lagos State Infrastructure Asset Management Agency (LASIAMA) has commenced renovation work in Secondary Schools across the state. At a project meeting with Principals of the affected Schools on Thursday, the General Manager of the Agency, Nike Adekanbi stated that this phase of work became necessary following a comprehensive assessment of the state of schools in Lagos State by LASIAMA and the Ministry of Education. The meeting, according to her was a strategic move to strengthen the relationship between the Agency and the Principals, being major stakeholders on the on-going rehabilitation projects, while adding that LASIAMA would subsequently embark on routine maintenance of the facilities. She said further that the scope of work involves repairs of plumbing, electrical, windows and doors, damaged roof and walls, toilet and other essential features of the building to make them conducive and functional. On the anticipated quality of work, the General Manager noted that the Agency, Contractors and End Users are all on the same page on LASIAMA's zero tolerance for substandard work as the objective is to make the schools' infrastructure better than they were. "We have told our contractors of our zero tolerance for poor quality and the need to achieve the best value for money," she said, adding that every step is being taken to ensure effective monitoring of projects in order to forestall compromise on quality. She also stated that the Agency is operating in the full spirit of rapid delivery of services to the good people of Lagos, in the bid to fulfil its own share of efforts to make Lagos a twenty-first-century state. On their part, the School Principals commended the administration of Governor Babajide Sanwo-Olu for giving necessary attention to the state of School Infrastructures while some noted that such efforts have not been witnessed in recent years. The renovation projects which are to be implemented within one to four months is only a fraction of several Government-owned Infrastructures and Assets to receive attention across various sectors in 2020. ...We Hold Our Heroes In High Regard, Govt Insists Lagos State Government has described as false, the news making the rounds in some quarters of the social media, claiming that it has destroyed the statues of Nigerian music legend and social crusader, Fela Anikulapo-Kuti and the late politician, Chief Obafemi Awolowo - both erected at the roundabout on Allen Avenue in Ikeja. Speaking to journalists on Thursday, the State's Commissioner for Transportation, Dr. Frederic Oladeinde who debunked the social media story said contrary to the malicious claims being spread by ill-informed individuals, the statues were removed for the purpose of development. Oladeinde said the need to carry out Junction improvements in some identified locations necessitated the removal of street furniture, statues of very notable personalities, artworks and billboards. The Commissioner noted that Lagos State Government holds the nation's heroes in very high esteem and would not do anything to bring down the exalted heights they have attained during their lifetime directly or indirectly. He said: "the Babajide Sanwo-Olu administration, in a bid to finding a lasting solution to traffic gridlocks in the State, identified about sixty congestion points and have started work to improve traffic experience in five major locations. Oladeinde said the government duly informed and consulted the Fela Anikulapo-Kuti family before the action was taken, noting that the whole process is for the benefit of Lagos residents. The Commissioner said the Fela statue will be relocated to the roundabout between Allen Avenue and Opebi-Toyin Street. "We are in the process of erecting the beautiful work of art, depicting Fela Anikulapo-Kuti at the Opebi-Toyin street junction. The Ministry of Tourism, Arts and Culture are also working on a befitting location to erect the old Obafemi Awolowo statue," he said. The consumer price index, (CPI) which measures inflation increased by 11.98 percent (year-on-year) in December 2019. This is 0.13 percent points higher than the rate recorded in November 2019 (11.85) percent. Increases were recorded in all COICOP divisions that yielded the Headline index. On a month-on-month basis, the Headline index increased by 0.85 percent in December 2019, this is 0.17 percent rate lower than the rate recorded in November 2019 (1.02) percent. The percentage change in the average composite CPI for the twelve months period ending December 2019 over the average of the CPI for the previous twelve months period was 11.40 percent, showing 0.05 percent point from 11.35 percent recorded in November 2019. The urban inflation rate increased by 12.62 percent (year-on-year) in December 2019 from 12.47 percent recorded in November 2019, while the rural inflation rate increased by 11.41 percent in December 2019 from 11.30 percent in November 2019. On a month-on-month basis, the urban index rose by 0.90 percent in December 2019, down by 0.17 from 1.07 percent recorded in November 2019, while the rural index also rose by 0.82 percent in December 2019, down by 0.16 from the rate recorded in November 2019 (0.98) percent. The corresponding twelve-month year-on-year average percentage change for the urban index is 11.83 percent in December 2019. This is higher than 11.75 percent reported in November 2019, while the corresponding rural inflation rate in December 2019 is 11.00 percent compared to 10.98 percent recorded in November 2019. Food Index The composite food index rose by 14.67 percent in December 2019 compared to 14.48 percent in November 2019. This rise in the food index was caused by increases in prices of Bread and cereals, Meat, Fish, Oils and fats, Potatoes, yam and other tubers. On a month-on-month basis, the food sub-index increased by 0.97 percent in December 2019, down by 0.28 percent points from 1.25 percent recorded in November 2019. The average annual rate of change of the Food sub-index for the twelve-month period ending December 2019 over the previous twelve-month average was 13.74 percent, 0.09 percent points from the average annual rate of change recorded in November 2019 (13.65) percent. All Items Less Farm Produce The "All items less farm produce" or Core inflation, which excludes the prices of volatile agricultural produce stood at 9.33 percent in December 2019, up by 0.34 percent when compared with 8.99 percent recorded in November 2019. On a month-on-month basis, the core sub-index increased by 0.81 percent in December 2019. This was up by 0.02 percent when compared with 0.79 percent recorded in November 2019. The highest increases were recorded in prices of Hospital services, Hairdressing salons and personal grooming establishment, Garments, Repair and hire of footwear, Vehicle spare parts, Passenger transport by air, Shoes and other footwear, Appliances, articles and products for personal care, Clothing materials, other articles of clothing and clothing accessories and Cleaning, Repair and hire of clothing, The average 12-month annual rate of change of the index was 9.15 percent for the twelve-month period ending December 2019; this is 0.04 percent points lower than 9.19 percent recorded in November 2019. State Profiles In analysing price movements under this section, note that the CPI is weighted by consumption expenditure patterns which differ across states. Accordingly, the weight assigned to a particular food or non-food item may differ from state to state making interstate comparisons of consumption basket inadvisable and potentially misleading. All Items Inflation In December 2019, all items inflation on year on year basis was highest in Bauchi (15.14%), Kebbi (14.43%) and Plateau (14.34%), while Katsina (10.68%), Kwara (9.93%) and Abuja (9.77%) recorded the slowest rise in headline Year on Year inflation. On month on month basis, however, December 2019 all items inflation was highest in Kogi (2.42%), Bauchi (1.98%) and Kaduna (1.81%), while Kwara (0.19%) and Delta (0.08%) recorded the slowest rise on month on month inflation with Edo recording price deflation or negative inflation (general decrease in the general price level or negative inflation rate). Food Inflation In December 2019, food inflation on a year on year basis was highest in Sokoto (17.75%), Ogun (17.37%) and Plateau (16.75%), while Bayelsa (13.26%), Delta(12.72%) and Bauchi (12.19%) recorded the slowest rise. On month on month basis, however, December 2019 food inflation was highest in Kogi (2.82%), Kaduna (2.63%) and Abia(2.21%), while Delta, Edo, Imo and Kwara recorded price deflation or negative inflation (general decrease in the general price level of food or a negative food inflation rate). The Lagos State Government has appealed to stakeholders of Okobaba Sawmill in Ebuta-Metta to support the government in its efforts to successfully relocate the market to a more suitable place in Agbowa. The appeal was contained in a statement issued on Tuesday by the Office of the Commissioner for Physical Planning and Urban Development, Dr. Idris Salako. He urged the sawmillers, residents and the Oloto family to be patient with the present administration as well as allow peace to reign in the community, saying that the government would continue to dialogue with all stakeholders for a lasting solution while the relocation process is on-going. Explaining that the government is conscious of the exigencies of moving the market from its present location, Salako explained that plans are in place to deliver enduring infrastructure that would not only ease business at the Agbowa Timbervilla but also address the challenges faced by stakeholders at Okobaba. Salako reiterated that the relocation of the sawmill became necessary to address the environmental challenges resulting from the existence of the market in Okobaba, noting that the new location will have tailor-made infrastructure that will boost sawmilling business in alignment with the T.H.E.M.E.S. vision of the Lagos State Government. The Commissioner gave an assurance that the Ministry has already streamlined the process for actualising the relocation from Okobaba to Agbowa-lkosi, maintaining that movement to the new site will commence during the first quarter of the year 2020 as earlier scheduled.
