As part of efforts to guarantee the protection of consumers from unwholesome products, the Lagos State Consumer Protection Agency (LASCOPA) today sealed Ambel Supermarket.

The Supermarket located in Gbagada Phase II was sealed up for displaying and selling unwholesome soft drinks.

Acting on a received complaint from one of the consumers who drank the unwholesome soft drink purchased from the Supermarket, the Special Monitoring Team of LASCOPA, led by the General Manager of the Agency, Mrs. Kemi Olugbode paid a surprise visit to Ambel Supermarket for an impromptu inspection.

During the check, the LASCOPA Team discovered that the product had a trace of kerosene taste, took a sample and conducted laboratory tests and analysis for further confirmation.

Speaking at the end of the inspection, the General Manager, said part of the mandate of her Agency is to protect and promote the interest of consumers from the marketing of products that are hazardous.

She reiterated that the marketing of unwholesome products to consumers remains unacceptable.

Continuing, Mrs. Olugbode said that LASCOPA had to seal the Supermarket pending the outcome of the laboratory test in order to protect consumers.

She, therefore, charged consumers to ensure they always pay adequate attention to the details of products before making purchases, stressing that they should not hesitate to lodge a complaint about any unsatisfactory product to LASCOPA.

BMW has unveiled a new logo, as part of an update to its brand identity.

The new, flat version of the familiar roundel is one of the “first steps” of the updated identity, according to the company. It was revealed with the images of the BMW Concept i4 vehicle and represents a “look ahead” at the i4, which has a planned production date of 2021.

Jens Thiemer, senior vice president of customer and brand at BMW, says: “BMW is becoming a relationship brand.

The new logo and brand design symbolise the brand’s significance and relevance for mobility and driving pleasure in the future.”

The rebrand was designed together with Munich-based studio BECC Agency.

The previous logo’s black ring has been replaced with a transparent one, which aims to “radiate more openness and clarity”, Thiemer says.

“We want to use this new transparent version to invite our customers, more than ever, to become part of the world of BMW,” he adds.

The company is seemingly hoping to expand the “world of BMW”. Thiemer says that the new brand design is “geared to the challenges and opportunities of digitalisation for brands”.

The transparent, two-dimensional has more “graphic flexibility” than the previous logo (which was designed in 1997). That is important when considering “touchpoints in communication” both “online and offline”.

A transparent logo is certainly more applicable across digital applications. It is also in keeping with another German car company, Volkswagen (VW), who last year revealed a two-dimensional design in preparation for an “electric future”. VW’s new badge means it can be illuminated on the front of vehicles and at showrooms.

The Minister of Agriculture and Rural Development, Alhaji Muhammad Sabo Nanono has lauded the effort of rice farmers in Nigeria, stating that it will help actualize Government's agenda in the Agricultural sector being food sufficiency, job creation and economic growth.

The Minister made this disclosure during a working visit to rice farms and mills of Stallion Group Limited, Popular Farms and Mill Limited - the producers of Stallion rice in Kano, Kano State over the weekend.

Alhaji Sabo Nanono noted that the Nation’s land border closure had resulted in an accelerated and increased output by rice milling plants in Nigeria, adding the boost would reduce the high rate of unemployment.

The Minister reiterated that with the improved production rate, Nigeria rice is bound to compete favourably in the global market the moment exportation begins, in his words, " if we maintain this momentum in the next two years, we may export rice to other countries ".

He informed that the Ministry would convene a forum for all relevant stakeholders in the rice sub-sector to dialogue on how to improve on rice Seedlings, farm inputs among others. According to him, "this meeting should take place in the next three to four weeks".

The Minister further said that "I see no reason why a 50kg bag of rice should be sold for N17,000, the same paddy rice is sold at N8,500 and maximum processing expense is N2,000 making a total of N10,500, it is unpatriotic to sell a bag more than N14,000 – N 15000."

He stated that the primary focus of the Ministry is Mechanization of the Agricultural sector, strengthening Research Institutions, Extension Agricultural Services and Livestock/Diary development.

The Minister lauded the Stallion Group for efforts towards improving rice production and creating jobs for Nigerians. He urged other investors to key into Agribusiness because of Its numerous financial benefits.

Earlier in his welcome remarks, the Managing Director, Popular Farms and Mill Limited, Mr. Amit Kumar Rai Stated that "Stallion Group Popular Farms and Mills Limited, has invested over the US $70m to boost production of Agric business, especially rice and sesame in Nigeria. It operates the biggest rice mill in Kano with an annual installed capacity of 430, 000 metric tons. It has a consolidated capacity of 1.7 Mn Metric tons".

Mr Rai further said that "the group is investing also in additional milling facilities locally in order to obtain self-sufficiency in rice production. he highlighted some of the popular brands of the group include: Tomato King, Double Bull, People’s Princess and Super Champion".

He pointed out that the group organise training and distributes rice farming tools free to out-growers across the rice-producing states in Nigeria as part of its dedicated services in the rice value chain initiative.

He informed that " About 20% of these beneficiaries are women who diligently work alongside their male counterparts in the fields to support their families. the group believes that focus on empowering communities leads to more progressive farmers and greater economic and social opportunities for households. It works through Public-Private Partnership with Federal Government ’s agriculture objectives to train small scale farmers".

The Minister also visited the Premier Seed Nigeria Limited and Value Seeds Limited, in Zaria, Kaduna State. Alhaji Muhammad Sabo Nanono reemphasised the overall goals of the policy principles of the Agriculture Promotion Policy (APP) , stating that it would concentrate on providing an enabling environment for stakeholders at the federal and state level to play their distinctive roles.

The Lagos State Government has announced that the PWD level crossing will be temporarily closed from 6:00 pm on Saturday, 7th March 2020 to 6:00 am on Sunday, 8th March 2020 for the laying of tracks as part of the ongoing railway modernisation project.

According to a statement from the Lagos State Ministry of Transportation, motorists intending to use the PWD level crossing during the period are advised to make a diversion to Ashade Underpass, by Idimongoro to join Ikeja Along or climb Airport Bridge by Ikeja General Hospital to link Oshodi Motorway to access their various destinations.

The release also advised all road users to comply with the traffic signals as well as obey traffic management officers to ease the traffic situation and minimise the inconvenience likely to result from the construction work.

While soliciting for the support and cooperation of all Lagosians during the Nigerian Railway Modernisation Project, the Lagos State Government reiterated its determination to provide a seamless multi-modal transport system that will meet the transportation need of its large population.

COVID-19: "Feed Your Congregation with Right Information" - LASG tells Religious Leaders

As part of efforts geared towards increasing public awareness about the COVID-19, the Lagos State Government, through the Ministry of Home Affairs on Tuesday, engaged religious leaders in a sensitisation session on precautionary measures required to keep the disease at bay.

The Honourable Commissioner for Home Affairs, Mr. Anofi Elegushi, while addressing the religious leaders, appealed to them to educate their members with the right information about the reality and severity of the disease, while also allaying fears that might have arisen from the identification of an infected person in Lagos.

He explained that the State government was exploring every available avenue to sensitise the public on personal hygiene and other necessary measures that would help nip the disease in the bud.

Elegushi said, "this discussion and sensitisation could not have come at a better time and like a responsible and responsive government, it behoves on us to bring our Religious Leaders up to speed on the dangerous Coronavirus, that is subtly creeping into the State."

While noting that "a stitch in time saves nine", the Commissioner maintained that the disease must be contained before it becomes endemic, emphasising that it must be kept at bay before it spreads among the residents.

He recalled that religious colourations and sentiments have been introduced to the health issue since its discovery, stressing that the religious leaders must be engaged to set the record straight.

The Permanent Secretary in the Ministry of Home Affairs, Mrs. Adebunmi Adekanye stated that firsthand knowledge of the causes, effects, prevention and possible treatment from experts who are drawn from various government agencies in the State is key in reducing the spread of the disease.

She disclosed that officials of the Ministry of Health, Ministry of the Environment and Water Resources, Ministry of Information and Strategy, Ministry of Local Government and Community Affairs as well as the Ministry of Special Duties and Inter-Governmental Relations, among other relevant government agencies, would provide different perspectives on the Coronavirus for the participants.

Adekanye appealed to the religious leaders to pay close attention to the resource persons in order to transmit the information to their worshippers and congregation when they get back to their respective locations.

Responding, the State Chairman of Christian Association of Nigeria, CAN, Lagos State Chapter, Apostle Alexander Bamgbola described the engagement as very timely, saying that the spiritual leaders need to sensitise their followers from a very informed point of view.

"We need to get back to our places of worship to educate our people; because the virus had already destroyed the economy of some nations of the world, we really need to rise up and prayerfully tackle this virus", Bamgbola said.

He stated that the prayers of believers are already manifesting in the State as the situation on the ground is already being contained, saying that as God stopped Ebola from wreaking havoc in the State some years ago, the Coronavirus will also die a natural death.

Also speaking, the Secretary-General of Conference of Islamic Organisation, CIO, Engr. Imam Balogun Luqman expressed the hope that the enlightenment session would go a long way in reducing the incident while calling for calm among residents of the State and advocating for precautionary measures on the part of every Lagosians.

The event, which witnessed the presentations by resource persons on the symptoms and prevention of the deadly virus, was graced by religious leaders from the Christian and Muslim communities among whom were the Chairman of the Christian Association of Nigeria, CAN, Professor (Apostle) Alexander Bamgbola, the Grand Chief Imam of Lagos Central Mosque, His Eminence, Sheikh Suleman Abou-Nolla represented by Sheikh Gafar Mofesaye, other Christians and Muslim leaders from the five divisions of the State.

WhatsApp is the immensely popular messaging app owned by Facebook and an app that’s long been in need of a dark theme. After rumours and beta testing, it’s finally here.

With a blog post and announcement video, WhatsApp has officially unveiled its darker theme. This was previously only an option for registered beta users on Android phones, but soon any user on iOS or Android will be able to try out the new theme.

According to WhatsApp, the update to the app that will include Dark Mode will be going live “in the coming days” to both Android phones and iPhones, after years of users begging for it to be implemented.

In its blog post, WhatsApp explains how it made its design decisions, saying it believes the app remains easily readable and comprehensible with the new colour scheme.

How to turn on WhatsApp dark mode

If you want to enable WhatsApp dark mode, then it’s as simple as enabling the dark mode setting in your phone’s main options menu, if you are running either Android 10 or iOS 13.

If you’re on an older version of Android, you can still use the theme but you have to go through the app settings into the “Chats” menu. You then tap “Theme” and select “Dark”. Unfortunately, older versions of iOS don’t have a WhatsApp dark mode option.

Lagos State Government, through the Wastewater Management Office, has sealed the Conoil Filling Station on Oregun Road, opposite Welfare Bus-Stop, for Environmental Infraction thereby contravening the Lagos State 2017 Harmonised Environmental Law.

According to the General Manager of the Agency, Engr. Adebola Matanmi, the station’s operations were being carried out in an environment with a collapsed and open septic tank for the past six months and, as a result, endangering the lives of Lagosians, particularly motorists and residents in the area.

He explained that due to the incessant complaints of the people in the neighbourhood, the station was served a warning notice on the 18th of February, 2020 but the failure of the organisation to make necessary amendments after the expiration of the stated deadline led to its closure.

Matanmi reiterated the determination of the Agency to safeguard the health of the citizenry in line with its mandate, especially in the prevention of waterborne diseases usually caused by poor or mismanagement of wastewater disposal, which usually leads to the pollution of the underground water source.

The General Manager maintained that the Station will only be re-opened after it must have complied with the stipulated guidelines as contained in the Environmental Law of the State.

The Lagos State Government has reassured its citizens of a sustainable debt profile and judicious use of the N100 Billion Bond recently signed by Governor Babajide Sanwo-Olu.

Speaking at a retreat organized by the Lagos State Debt Management Office with the theme: "Sustainable Debt Management Strategy for the T.H.E.M.E.S Agenda" held at Dovers Hotel, Aromire Avenue, Ikeja, the State Commissioner for Finance, Dr. Rabiu Olowo disclosed that the need for a sustainable debt management regime necessitated return of the Debt Management Office to a full-fledged autonomous Agency.

Olowo stated that, at inception, the present administration was faced with obvious challenges of finances which made the execution of projects a daunting task, disclosing that, the government had, however, initiated strategies to increase the internally generated revenue while also looking at sustainability to decide on additional borrowing or debt restructuring.

The Commissioner said in order to execute ongoing and new infrastructural projects, it became necessary for the State government to seek funds from individuals, institutions and the capital market.

Applauding officials of the Debt Management Office for their diligence and dedication towards ensuring the success of the recently signed N100billion Bond, Olowo said the bond will, to a large extent, assist the government in executing key infrastructural projects that will impact on the general wellbeing of Lagosians while also propelling the State to become 21st-Century compliant.

Olowo assured that the Lagos State Government will continue to improve on the staff welfare in the Ministry of Finance and the DMO, acknowledging that the officials played a great role in advising the government on when and how to get loans as well as the type of loans the government should borrow.

He reiterated the need for continuous training and retraining of the staff to enable them to achieve the objectives of Government as well as be at par with their counterparts within and outside the country.

Earlier, the Permanent Secretary, Debt Management Office, Mr. Olujimi Ige explained that the retreat was organized in order to brainstorm in an environment away from the daily activities of the office to set goals, come up with a Vision and Mission, Core values, outline the job responsibilities of each Directorate and set Key Performance Indicators KPIs.

He attributed the importance of the retreat to the need to put in perspective, the strategies necessary to promote a feasible debt profile for Lagos State and ensure that the Loans and Bonds obtained are judiciously expended through meaningful projects.
"It is my belief that at the end of the retreat, we will have a plan in place that will help enhance the Government’s borrowing capacity, ensure realistic debt obligations, continuous relationships with local and International Financial Institutions, creditors and institutional investors in Government debts", Ige said.

Also speaking at the event, the Accountant-General of Lagos State and Permanent Secretary, State Treasury Office, Dr. Abiodun Muritala, commended the Permanent Secretary Debt Management Office as well as the entire staff of the Agency for a very well organized retreat.

He said Governor Babajide Sanwo-Olu has since assumption of office embarked on developmental activities across all sectors such as road construction, reforms in the transportation sector, enhanced water transportation through construction of Jetties, urban mass transit system, intensive traffic management, construction and equipping new health facilities, good management of the threat of epidemics, strategic protection of the environment, and rehabilitation of schools, amongst others.

He also explained that the State government has taken steps with the T.H.E.M.E.S. Agenda to ensure that all ongoing projects are completed while new ones have already been initiated in line with the goal of upscaling the State’s infrastructure growth and Public-Private Partnerships to drive infrastructural renewal.

The Lagos State Government has debunked news making the rounds that the index case of Corona Virus Disease isolated at the Lagos Mainland Hospital tried to escape.

State Commissioner for Health, Prof. Akin Abayomi, who debunked the news while giving an update on the index case at the Mainland Hospital, on Saturday, said the patient never expressed any desire to leave the facility to the Doctors and Nurses who took care of him.

“I have spoken to him myself, he is doing very well, he is comfortable; he was comfortable yesterday and he is comfortable today”, Abayomi stated.

The Commissioner noted that the patient was initially kept in a single isolation room for his privacy when he was brought in because part of the facilities at the Mainland Hospital was being renovated, adding that the patient has subsequently been moved to one of the newly renovated wards.

Abayomi said, “We were renovating part of the facility, so we kept him in a single isolation room for his privacy but we have subsequently moved him to one of our completed wards recently renovated with full complement of facilities, so he is right there now and he is comfortable”.

“As of this morning, his condition has improved, he hasn’t developed new symptoms but he still got a mild fever and we will be running tests to see what the situation is with the virus in his body and as soon as we get a negative screen, we will keep him for another two or three days and repeat the test to make sure that there are no more virus particles in his saliva and that means that he will not be contagious. Then, we give the OK for him to be released back into the community”, he added.

Responding to the news of an Uber driver who had contact with the index case and absconded, Abayomi described the news as fake and untrue, stressing that nothing of such happened.

On the vulnerability of health workers who work at the Mainland Infectious Disease Hospital, he stated that the staff at the facility have been specially trained to deal with patients who have pathogens of high consequence, stressing that “they are experts in infection prevention and control and they do not go into the isolation unit without full personal protective equipment. This is a specialist facility and there is no level of carelessness going on in this facility”.

“The staff here, as well as the staff in the bio-safety level laboratory, are well trained and certified biosecurity specialists, so there is no unprofessionalism in this environment”, Abayomi said.

On the issue of availability of Personal Protective Equipment (PPE), the Commissioner assured that a stock of several hundred kits are available at the Mainland hospital, adding that "PPEs have also been distributed to all the general hospitals and major primary health care facilities. So we are stocked up for now, if we need to buy more, we know exactly where to get it, so we are not worried about PPE supply".

While restating that the State government is prepared to contain and break the circle of transmission of the virus, he explained that the State Government has been building capacity for any biosecurity threats to Lagos since the Ebola virus incident of 2014.
“We have been preparing since the Ebola incident of 2014 and as soon as Lagos was certified Ebola-free, we have been building capacity. This is evident in the level of sophistication in some of the facilities here at Mainland hospital. We have not been sitting down or relaxing, we don’t want to experience what happened in 2014 again, so we are ready and we will continue to build that capacity year by year”, Abayomi stated.

The Commissioner disclosed that the reformation plan for the Mainland hospital is a step by step process but very advanced, noting that new facilities are being designed for the hospital with the ultimate goal of making it a center of excellence for infectious diseases with a large capacity for isolating patients if there is any major outbreak.

“The facilities here are world-class standards. We have a biosafety level-3 laboratory, which is one of the very few on the continent of Africa, very modern design, specially designed to handle very dangerous pathogens so that we can make the diagnosis on-site and the staff there are specially trained. So we are ready for any biosecurity threat to Lagos State”, Abayomi stated.

Lagos State Government has raised its level of response to Coronavirus (COVID-19) incident, following a reported case of a patient diagnosed with the infectious viral disease in the State in the early hours of Friday. This is coming, just as the Chief Incident Commander and the State Governor, Mr. Babajide Sanwo-Olu, allayed fears of residents on the spread of the virus.

The Governor also offered more information on how the patient was identified and efforts currently being made to prevent the spread of the virus.

The patient, Sanwo-Olu said, is an Ogun State-based expatriate who flew into Lagos from Milan in Italy via Istanbul, Turkey last Monday evening. The Governor said the patient, whose name was not disclosed, remained in stable condition at the bio-security facility in Yaba, Lagos Mainland, where he is being isolated.

It was gathered that the patient, although, tested positive to the COVID-19 virus, is yet to show any respiratory symptoms at press time. He complained of fever and body pain, which prompted his transfer from Ogun State to Lagos for advanced medical investigation.

Sanwo-Olu said a number of persons, who had physical contact with the patient before the virus was diagnosed, are being traced, while others are currently being examined for possible symptoms.

The Governor shared these details during a first press conference held on Friday at the State House in Marina to brief the public on the matter. Top State officials at the conference included Commissioner for Health, Prof. Akin Abayomi, Commissioner for Information and Strategy, Mr. Gbenga Omotoso, Commissioner for Agriculture, Hon. Gbolahan Lawal, Secretary to the State Government, Mrs. Folashade Jaji and Director General of Lagos State Safety Commission, Mr. Lanre Mojola.

Sanwo-Olu said there should be no cause for panic among Nigerians over the reported COVID-19 incident, stressing that measures had been set in motion by the State and Federal governments to contain the spread of the virus across the country. He particularly allayed the fear of Lagos residents, saying the two bio-security facilities in the State had the capability to contain the virus.

He said: “At 10 pm on Thursday, I got a call from the Commissioner of Health, who reported possible identification of a patient with coronavirus in Ogun State. Immediately, we triggered all levels of bio-security responses and containment facilities. After series of laboratory examinations, the patient was confirmed to have tested positive to the virus in early hours of today (Friday) and we immediately alerted the federal authorities, including the President and everybody who needs to be aware. We are in constant touch with the company where the patient was engaged. The management and personnel of the company have been cooperative.

“Health workers and emergency officials are on the field to track all persons that had physical contacts and interaction with the patient. Our bio-security facilities have been fortified to continue any form of test and contain any other potential case. We are in constant touch with the Federal Ministry of Health to harmonize our response to the incident. For us in Lagos, we are doing anything that needs to be done. The patient is stable and every health intervention required is currently being given to him.”

On how the patient scaled through health screening at the Lagos airport without being detected, Sanwo-Olu said the investigation showed the virus did not manifest in the patient at the time he passed through the airport. The incident, he said, prompted the Government to immediately trigger advanced end-to-end screening for passengers flying into Nigeria, especially from high-risk countries.

The Governor said there would not be the prohibition of public gatherings and regular activities in Lagos despite the diagnosed case of COVID-19, pointing out that such measure may give rise to needless panic among the general public. He said the condition of the patient was not “highly contagious” at the moment, adding that the State would only ban outdoor gatherings in the case of escalation in the person-to-person transmission of the virus.

He said: “It is only when there is a high level of escalation that the public can be panicky and this is when we realize that it is getting to person-to-person transmission. As we have said, this isolated case has been contained right from the hospital where he was first admitted and the guesthouse he slept after his arrival in Nigeria. It is when there is a person-to-person infection that we can trigger another level of isolation and curtail public events where a large number of people can gather. I don’t think we have gotten to that level yet.”

Sanwo-Olu also cleared the air on why the patient was transferred to Lagos after the incident was reported in Ogun State, saying the Federal Government only established testing centers to prevent coronavirus in States that have international airports. Lagos, the Governor said, is the only state in the Southwest that has testing centers. He said the State was also considered based on its sophisticated bio-security facilities, which were established during the outbreak of the Ebola virus.

Prof. Abayomi explained how the diagnosis was carried out, following the patient’s complaint of fever and body pain. He said the patient started to show signs of illness on Wednesday afternoon, after which he was presented at the Ogun State-based firm’s hospital where the investigation began.

He said: “Investigation began at the hospital after the patient gave a history of his trip to Nigeria. The medical personnel at the company’s hospital kept the patient in isolation overnight and contacted us at the bio-security in Lagos for assistance. We immediately asked them to transfer the case to Lagos. The patient was brought to our high-containment in Yaba on Thursday morning.

“Immediately the patient arrived, he was put in proper isolation and appropriate tests were conducted on him. Within hours, we received signals that the laboratory tests were showing signs of positivity. At that point, we informed the Federal Minister of Health and Governor Sanwo-Olu, who is the Chief Incident Commander in Lagos.”

The Health Commissioner said the patient was responding well under a supportive therapy, saying efforts were on to identify all persons that had physical contact with the patient to break the cycle of transmission.

He disclosed that the State remained prepared to contain potential spread of the virus, observing that Lagos had wrapped up the capacity of its containment facility to 80-bed as a result of the emergency funds released by the Governor.

Prof. Abayomi said more capabilities were being put in place by the State to deal with an increasing number of cases. He said an aggressive public awareness campaign was going on to sensitize residents on hygiene and activities that can prevent the spread of the virus.

The Lagos State House of Assembly Committee on Housing today summoned contractors responsible for the delay in delivery of Sangotedo Housing Scheme in Eti-Osa Local Government to a meeting at the Assembly Complex in Ikeja.

Speaking at the gathering, the Honourable Chairman of the Committee, Mr. Bisi Yusuf expressed displeasure at the unnecessary delay and condemned the shoddy performance of the contractors.

Yusuf revealed that the decision to invite the contractors followed a joint inspection by members of the House of Assembly Committee and the Commissioner for Housing, Mr. Moruf Akinderu-Fatai to the project site over the weekend.

He maintained that there is an urgent need to reduce the housing deficit in the State and, therefore, “anyone serving as an obstacle should be brought to book.”

While warning that contractors must meet the required standards and abide by the directives of the Committee, Yusuf maintained that erring and recalcitrant contractors will have their contracts reviewed and made to refund excess payments to the State Government.

In his contribution, the Commissioner for Housing expressed delight at the stance of the House Committee saying, “I am happy that the House committee is lending a helping hand in putting pressure on the contractors, as many of them had become a clog in the wheel of progress”.

He pointed out that several meetings were held with the contractors to ensure compliance with standards, affirming that site visits will continually be undertaken to ascertain the quality of work done in order to prevent further delay in completing the project.

The Permanent Secretary, Mr Wasiu Akewusola also pointed out that the present administration will no longer tolerate any incompetence on the part of contractors as definite articles in the contractual agreements will be invoked as sanctions against erring organizations.

The Committee gave an ultimatum of April 29, 2020, for the submission of keys by all contractors involved.

Other Honourable members of the House of Assembly present at the meeting include Mr. Mustain Tobun representing Epe 1 Constituency; Mr. Nureni Ayinde Akinsanya representing Mushin 1 and the Special Adviser to the Governor on Housing, Mrs. Toke Benson-Awoyinka.

Sangotedo Housing Scheme was initiated in 2013 and proposed to deliver over 1000 homes to Lagosians.

Saudi Arabia has placed a temporary ban on Umrah pilgrims in an attempt to ensure public safety by preventing the spread of the coronavirus.

Most foreign pilgrims often visit the Prophet’s Mosque in Madinah before or after the completion of their religious duties in Makkah, this has also been halted.

It is one of a number of precautionary restrictions announced early on Thursday as health authorities in the Kingdom closely monitor the spread of the virus. Tourist-visa holders from countries judged to pose a particularly high risk of spreading the virus will also be denied entry.

In addition, Saudi nationals and citizens of Gulf Cooperation Council nations will not be able to use a national identity card to travel to and from the Kingdom for the time being. Exceptions to this shall be granted to Saudis returning home, and citizens of GCC countries who are in the Kingdom and want to return to their home countries provided that they left or entered the Kingdom using a national identity card.

Health authorities at entry points will verify which countries travelers visited before arriving in Saudi Arabia and apply all necessary precautionary measures.

Saudi officials stressed that the restrictions are temporary and will be continuously reviewed by the health authorities. They reiterated the Kingdom’s support for and implementation of international efforts to limit the spread of the virus, and the Foreign Ministry urged citizens not to travel to the countries worst affected by the coronavirus.

Nearly 7 million Umrah pilgrims visit the Kingdom each year, the majority of whom arrive at airports in Jeddah and Madinah.

Earlier, it emerged that seven Saudis are among the latest coronavirus cases in Bahrain and Kuwait. The Bahraini Ministry of Health on Wednesday said six Saudi women have tested positive for the virus.

They had arrived at Bahrain International Airport on a flight from Iran. The total number of confirmed cases in the country stands at 26. Studies at schools and universities have been suspended for two weeks in an effort to limit the spread of the virus.

Kuwait announced the first case of a Saudi citizen infected by the virus. The man, who had arrived in the country from the Iranian city of Mashhad, has been placed in quarantine for 14 days. There have been 26 confirmed cases of the virus to date in Kuwait.

The Saudi Ministry of Health has been providing neighboring Arab countries with advice and guidelines for controlling infectious diseases such as the coronavirus and dealing with health emergencies.

Dr. Hani bin Abdul Aziz Jokhdar, the deputy minister of public health, said that the guidelines were based on Saudi Arabia’s experience of protecting the health and well-being of pilgrims during Hajj season.

He led the Kingdom’s delegation at a meeting of the Executive Office of the Council of Arab Ministers for Health on Wednesday at the Arab League headquarters in Cairo.

The Senate on Tuesday began the process of resolving the competition crisis between two soft drinks manufacturers, Messrs 7-Up Bottling Company, makers of Pepsi, and Rites Foods Limited, makers of Bigi brands.

The Senate took the decision when representatives of the two soft drinks’ firms appeared before the Committee on Ethics, Privileges and Public Petitions.

They were invited by the panel led by Senator Ayo Akinyelure following a petition by the lawyers to the Rites Foods Limited against the 7-Up Bottling Company.

Rather than allowing the parties to defend their cases at a public hearing, the Senate panel decided to attend to them behind closed doors.

The meeting lasted two hours, and the two parties were asked to hold a meeting to resolve the conflict among them.

Akinyelure told journalists after the closed session that both parties have been asked to return in two weeks after their peace meeting.

He said, “We have been able to sit the two management together because we believe that the issue is a matter that can be resolved amicably through the instrument of alternative conflict resolution that will bring more results to the country.

“I decided to hold a closed-door meeting in my office with both parties and at the end of the meeting attended by senior members of the Senate.

“For a company that engages 2000 Nigerians with the other having 5,000 in her employment, it is our wish to see them progress and add more value to the country.

The Southwest Regional Security Operation code-named Operation Amotekun has finally been adopted by Governors of all states in the Southwest and the Inspector General of Police (IGP).

The Southwest Governors’ Forum told the IGP Muhammed Adamu in Lagos on Thursday that, the development would spring up fresh efforts to secure local communities.

The Forum spoke through its chairman and Governor of Ondo State, Arakunrin Rotimi Akeredolu, SAN, at the Southwest Security Meeting on Community Policing convened at the instance of the IGP.

The meeting was held on Thursday at the Banquet Hall of the Lagos State Government in Alausa.

At the end of the meeting, which held for about two hours behind closed doors, the IGP and representatives of each State okayed the framework of Southwest Regional Security Network (otherwise known as Operation Amotekun), but the initiative will not be run as a regional security operation, as initially suggested. It will be the state-led effort, the IGP said.

Also, the meeting ratified community policing model proposed by the IGP and the initiative would be complementing Operation Amotekun and conventional police operations in all local communities.

The host and Governor of Lagos State, Mr. Babajide Sanwo-Olu, said the security gathering was part of extensive meetings with the police leadership on adopting new strategies and initiatives towards securing lives and property of people in the Southwest.

Lagos Government, Sanwo-Olu said, will continue to champion initiatives and frameworks that continue to provide support and logistics required for effective policing in the region.

Akeredolu said the meeting was of “great importance” to the people of Southwest, confirming that the Forum had a fruitful discussion with the IGP.

Speaking on the outcome, Akeredolu said: “The Governors of Southwest and the IGP have held a very fruitful discussion and it is clear now to all of us that, community policing, which the Nigeria Police is anchoring is one that will benefit all of us. We have chosen that we will embrace community in its entirety.

“In addition, we have spoken and we want everyone to know that, Amotekun was not conceived as a regional police, but a state-based security outfit. We have come out of this meeting happy and we have agreed on the resolution. We have shed lights on dark areas and we are on the same page with the police with respect to these issues.”

IGP Adamu substantiated Akeredolu’s claim, saying the participants at the meeting had fine-tuned Operation Amotekun and adopted it to be state-led initiative and not regional.

He said: “This is the second meeting we have held with the Governors of the Southwest region concerning the creation of Operation Amotekun. The just-concluded meeting was to discuss and fine-tune Amotekun. Out conclusion is what the chairman of Southwest Governors’ Forum has explained.

“Amotekun is not a regional security outfit. Every state has one form of security arrangement, whether it is vigilante or neighborhood watch that is working security agencies in the states to fight crime. Amotekun is not different from these initiatives. We have agreed that community policing strategy be infused into the Amotekun structure so that policing will be initiative of the community members.”

Adamu said the police would be part of the recruitment, training, and deployment of personnel to be assigned for Amotekun operations, adding that the initiative would work in complementary with the community policing model.

The IGP said policing must start with the public, urging members of the public to unite and form an alliance against criminals in their communities.

He said the police would support the residents’ effort to keep their communities safe, but added any decision to be taken must come from the public.

The IGP praised Lagos Government for adopting a community-led policing arrangement, saying Lagos remained an example where “a good structure” of community policing had been effective.

The Governor of Ekiti State, Dr. Kayode Fayemi, on Monday received the draft copy of the proposed bill for the establishment of the Western Nigeria Security Network codenamed Amotekun in the state.

Receiving the draft from the State Attorney- General and Commissioner for Justice, Mr. Wale Fapohunda, in his office in Ado Ekiti, Dr. Fayemi reiterated that the security network was designed to protect both indigenes and residents in the six states of the southwest.

The governor pledged commitment to facilitate the speedy discussion of the bill at the executive council meeting and its subsequent passage at the State House of Assembly.

Fayemi said the initiative was a logical extension of the community policing initiative recently assented to by President Mohammodu Buhari and which the Inspector General of Police had communicated to all the formation of the police forces across the country. He added that the bill would facilitate measures that would ensure “that our highways are free of banditry, of armed robbery, of kidnapping, of all forms of brigandage and criminality in our states.”

Fayemi said the six governors in the southwest considered it a point of duty to guarantee the safety and security of those that legitimately and legally reside in the six states of the southwest regardless of where they come from.

Hoping that the six governors in the Southwest would assent to the bill simultaneously on Friday, the Governor, disclosed that all the governors in the region have agreed with Speakers in the Assemblies of the six states to expedite action on its passage and subsequent ascent into to law.

“The bill is not likely to propose an exclusive protection for Yoruba people living in the six State, it is going to talk about ensuring that our highways are free of banditry, of armed robbery, of kidnapping, of all forms of brigandage and criminality in our state and to that extent it is a logical extension of the community policing initiative that President Mohammadu Buhari has assented to, that the Inspector General of Police has communicated to all the formations of police force across Nigeria.

“My colleagues and I were still in discussion about this yesterday and we have promised ourselves that this will be given accelerated discussion in our various State Executive councils this week and we also send it expeditiously to our various houses of assembly this week, our discussions with our speakers who had been really waiting for this, some of them had been recalling other honorable members from recess in order to give this an accelerated passage in their various legislature, so that by Friday the 14th of February, the bill that hopefully would have been passed into law would be accented to simultaneously in the six states of the Southwest.”

Earlier, the Attorney General and Commissioner for Justice, Mr. Wale Fapohunda, revealed that the bill which was expected to be presented simultaneously by the six Commissioners for Justice to the various governors of the region contained the operation guideline for the proposed security network agency.

Fapounda mentioned that the bill contained key provisions that spelled out the establishment of the Ekiti State Security network agency including its functions and objectives, the establishment and composition of the governing board of the agency and the establishment of Ekiti State Amotekun Corps including power and criteria for enlistment into the corps.

Other provisions of the bill which according to him would be made public on the website of the Ministry of Justice by 5 pm today included the establishment of an independent Amotekun complaint board to address possible cases of abuse of power including violation of right and corruption. There was also provision for the funding of the corps to ensure sustainability.

Lagos State Government, in collaboration with the Federal Ministry of Agriculture, the National Centre for Disease Control (NCDC) and African Field Epidemiology Network (AFENET), over the weekend begun a surveillance tour of livestock and bushmeat markets across the State to test animals for components of monkeypox.

The State Commissioner for Agriculture, Prince Gbolahan Lawal, who disclosed this when he received in audience members of the One Health Team of the National Centre for Disease Control, noted that the exercise is aimed at preventing the outbreak of monkeypox disease in Lagos.

Lawal explained that the monkeypox disease is a trans-boundary viral disease that is common among people who have contact with wild animals and develop symptoms such as fever, rash and swollen lymph nodes.

“Smallpox is also a viral zoonotic disease caused by the monkeypox virus and it occurs primarily in tropical rainforest areas of Central and West Africa; it is mostly transmitted to people from wild animals such as rodents and primates, although human to human transmission also occurs usually by contact with an infected person’s body fluid, lesions, respiratory droplets as well as contaminated materials such as beddings,” he averred.

The Commissioner reiterated the commitment of the State Government to ensuring the safety of lives of Lagosians, hence it would do everything necessary to prevent the emergence of the disease in the State.

He pointed out that officials of the Ministry of Agriculture alongside representatives of the Federal Ministry of Agriculture, National Centre for Disease Control and African Field Epidemiology Network have been deployed to the field to conduct a surveillance of the monkeypox virus in livestock markets across the State.

Lawal added that relevant organ and tissue samples would be collected from these animals under strict biosafety standard protocols, appropriately stored at the required temperature and transported to the laboratory for diagnostic testing.

While noting that the animal component surveillance teams will test the animals for the presence of the monkeypox virus, Lawal added that tests would also be conducted for other zoonotic viruses like the Lassa virus in small mammals with strict epidemiology guidance.

Lawal appreciated members of the One Health team of the NCDC, representatives of the Federal Ministry of Agriculture and AFENET for their unwavering efforts geared towards putting a stop to the outbreak of the disease in the State.

He urged the people not to panic but, however, called for precautionary measures such as maintaining a high level of hygiene and reporting of any suspected monkeypox cases to the appropriate authorities.

The Lagos State Government has appealed to residents of the State, particularly the leisure and entertainment business operators to comply with environmental laws guiding their businesses during the forthcoming Valentine's day celebration, urging them to “spread love and not noise.”

This appeal was contained in a statement jointly released by the General Manager, Lagos State Environmental Protection Agency (LASEPA), Dr. Dolapo Fasawe and the Director-General, Lagos State Safety Commission (LSSC), Mr. Lanre Mojola at Ikeja.

The statement enjoined the public, particularly the owners of event centres as well as leisure, hospitality and entertainment facilities who plan to organise or host events, to consider the environment and safety of the people by obtaining necessary permits in order to operate in a friendly and safe environment.

Recalling that Valentine's day is celebrated all over the world as a day specifically set aside for expressing love, the statement warned against activities that could be harmful or sow seeds of hate rather than love.

The GM, LASEPA affirmed that “The message of St. Valentine is to spread love and friendship with the motive of promoting harmony, unity and peaceful relationship through love, perseverance, tolerance and selfless actions. If our deeds contradict the reason for the celebration and impose unnecessary hardship on our supposed friends and allies, then we have failed to observe the tenets of St. Valentine”.

Noting that “We cannot separate noise from celebrations but we can do the needful by operating within approved decibels, thereby reducing the negative effects of noise pollution on everyone”, Fasawe warned leisure business owners not to cut corners but to obtain permits and operate within the prescribed noise standards as failure to comply will attract serious consequences.

She maintained that previous annual celebrations of Valentine's day had been characterised by jamborees, concerts and parties which, if not regulated, could cause serious havoc on the environment and innocent citizens of the State.

Fasawe asserted that “permits are no licence to make noise and there is always a provision for revocation, where the noise exceeds the permissible standards”.

On his own part, the DG, LSSC expressed displeasure at the nonchalant attitude of entertainment business operators to the safety of their clients, especially during celebrations and fiestas.

“Since safety doesn’t go on holiday and accidents occur unannounced, there’s a need to ensure the safety of our clients and customers while within our premises and this can only be achieved if we put adequate safety measures in place to ensure total compliance with all safety regulations”, Mojola explained.

According to him, most event centres have less capacity for the multitude of guests invited, with little or no arrangement for safety measures, especially with no provision for escape routes in case of emergency incidents.

The DG reaffirmed that obtaining safety permits reduce risk of unforeseen accidents or fatalities, maintaining that officials of the Commission are well trained to plan alongside with entertainment business owners to ensure hitch-free events.

The Cinema Exhibitors Association of Nigeria (CEAN) has disclosed that Nigerians expended a total of N551.9 million at the box-office across the country in the month of January.

This was disclosed by the body in its box office statistics for the first month of the new year where it was showed that the number was 60 percent of what was spent during the festive period in December last year.

Regarded as the highest grossing month due to the festivities, CEAN noted that Nigerians spent N1 billion (1,023,294,652) at the movies which represents about 14 percent of the total annual cinema spending last year.

The total amount of N551.9 million was seen as impressive because it is believed that January is a recovering month from all the excesses of December.

The data from the box office showed that Nigerian cinemas all over the country admitted 442,173 movie watchers in January.

It also noted that during the month of January, Nigerians watched less of foreign movies with a significant amount of the cinema revenue going to Nollywood movies.

This happens to be the trend with January, as a similar occurrence happened in January 2019 because there were lesser Hollywood movies were released between December and January, meaning that cinemagoers have time to select Nigerian movies as production companies tailor their films to this period.

Nollywood movies like Sugar Rush; Merry Men 2: Another Mission; and Your Excellency appeared in the top five highest grossing movies for most of January, according to the CAEN database.

In February, records from the first weekend in February (January 31 – February 2) showed that N60.1 million was spent at the movies and with Valentines’ Day approaching, this might mean higher business for cinemas.

However, with choices from Video on Demand (VoD) services like Netflix with special content tailored for what is regarded as the “month of love”, this might translate to a stiff competition on the expected numbers.

Tuesday 4 February – Today’s World Cancer Day, led by the Union for International Cancer Control (UICC), aims to mobilise urgent action from individuals, governments, and the global cancer community to close the clear and unacceptable gaps in cancer risk awareness between higher and lower socioeconomic groups and the subsequent impact on their health-promoting behaviours.

To mark the 20th anniversary of World Cancer Day, UICC commissioned a global survey to form an up-to-date picture of the public’s experiences, views, and behaviours around cancer. Conducted by Ipsos, the survey includes more than 15,000 adults across 20 countries in the first multi-country public survey on cancer perceptions in a decade. The survey’s results, detailed in UICC’s report released today, International Public Opinion Survey on Cancer 2020: What people feel, think and believe about cancer today, indicate a clear divide between higher and lower socioeconomic groups when it comes to knowledge and awareness of cancer risks and, as a result, the practice of behaviours to limit such risk.

Chief Executive Officer, Union for International Cancer Control, Dr Cary Adams said:

“IT IS UNACCEPTABLE THAT MILLIONS OF PEOPLE HAVE A GREATER CHANCE OF DEVELOPING CANCER IN THEIR LIFETIME, BECAUSE THEY ARE SIMPLY NOT AWARE OF THE CANCER RISKS TO AVOID AND THE HEALTHY BEHAVIOURS TO ADOPT – INFORMATION THAT MANY OF US TAKE FOR GRANTED. AND THIS IS TRUE AROUND THE WORLD.”

Awareness of cancer risks

The survey’s results show that there is generally a high level of cancer awareness among the surveyed population globally. Tobacco use (63%), exposure to harmful UV rays (54%) and exposure to tobacco smoke from others (50%) appear to be the most recognised factors that can increase a person’s risk of cancer. Meanwhile, a lack of exercise (28%), exposure to certain viruses or bacteria (28%) and being overweight (29%) appear to be the least recognised cancer risk factors.

However, individuals from a lower-income household bracket in the countries surveyed are less likely to recognise cancer risk factors than those from higher-income households. In all areas except tobacco use, this trend can also be seen when comparing people surveyed who have not completed a university education to those with university educations.

Practicing cancer prevention

Irrespective of where people live in the world, those surveyed with lower education and those on lower incomes appear less aware of the main risk factors associated with cancer and appear less likely to proactively take the steps needed to reduce their cancer risk than those from a high-income household or with a university education.

What should be done: Prioritising awareness-raising to support health-promoting behaviours

An overwhelming 84% of individuals surveyed felt that governments should be taking action in relation to cancer whilst nearly a third of individuals surveyed believed that it is most important for governments to improve the affordability of cancer services – a measure notably emphasised by people surveyed in lower-middle-income countries.

UICC President HRH Princess Dina Mired of Jordan said:

“TO TACKLE THE GLOBAL CANCER BURDEN NOW AND FOR THE FUTURE, GOVERNMENTS AND DECISION MAKERS ACROSS THE INTERNATIONAL CANCER COMMUNITY MUST COME TOGETHER TO ENSURE THAT EVERYONE IS AFFORDED EVERY OPPORTUNITY TO TAKE CONTROL OVER THEIR CANCER RISK – NO MATTER THEIR EDUCATION OR INCOME LEVEL.”

To help raise greater awareness around cancer and to support health-promoting behaviours so that no one gets left behind, UICC is calling for all governments to:

- Prioritise cancer awareness-raising and prevention through progressive health policies and education to support healthy decisions and health-promoting behaviour, with a focus on engaging lower socioeconomic populations
- Ensure the public is provided with up-to-date information on cancer risks and cancer prevention, and importantly that the information is presented and delivered in a way that is accessible by individuals from lower socioeconomic backgrounds
- Implement a policy to help reduce the consumption of known cancer-causing products (e.g. tobacco, sugary food and beverages), to encourage health-promoting behaviours, particularly among lower socioeconomic groups
- Invest proactively in national cancer control planning and the establishment of population-based registries to ensure the most effective resource allocation that benefits all groups
- Continue to raise awareness with each new generation to help ensure that up-to-date information on cancer risks and cancer prevention is not taken for granted

As part of World Cancer Day’s ‘I Am and I Will’ campaign, which calls on each person to make a commitment – big or small – UICC recommends that everyone:

Use World Cancer Day as an opportunity to improve your understanding of cancer risk factors and share your knowledge with others
Make a personal commitment to reduce your cancer risks like quitting smoking, eating healthily, exercising regularly, and using sunscreen
Take advantage of what your health system can provide, including getting a check-up, getting screened, and getting vaccinated

The Minister of Agriculture and Rural Development (FMARD), Alhaji Muhammad Sabo Nanono has stated that the tractors, fertilisers, chemicals and other inputs would be distributed to farmers under a soft loan scheme designed to boost agricultural mechanization.

The Minister made this statement during a courtesy visit to the Emir of Dutse , Alhaji Muhammadu Sanusi, in his palace over the weekend.

Alhaji Muhammad Sabo Nanono informed that the Federal Government has concluded plans to distribute over 10,000 tractors and inputs to farmers in the 774 Local Government Areas in Nigeria.

The Minister explained that each of the Councils would be allocated Tractors worth N150,000 million each and inputs as soft loan to be repaid in an 11 year plan, " what we need is that the beneficiaries must be genuine farmers and INDIGENES of the participating Local Government Councils".

Nanono noted that the gesture is to assist farmers to boost their production capacity so that the government could mop up excess produce for strategic reserves. According to him," the Federal Government would commenced implementation of the programme in the second quarter of the year 2020".

He reiterated Federal Government's ’s commitment to accelerate cotton, paddy and livestock productions to enhance job creation, food security programme and Internally Generated Revenue in the country.

In his remarks, the Emir of Dutse, Alhaji Muhammadu Sanusi, represented by Alhaji Basiru Sanusi lauded President Muhammadu Buhari over his commitment to reinvigorating the Agricultural Sector.

The Emir informed that the council had set up a committee to mobilize participation in the agricultural transformation programme of the Government, “when we heard about the federal government's plans to give soft loans to farmers in the 774 local government areas, we set up an awareness creation committee to mobilize participation in the programme".

He also pointed out that the committee would identify suitable crop in each of the seven local government areas under the Dutse Emirate Council and pledged support to the Federal Government's policies and programmes.

Lagos State Government has rolled out 65 high capacity buses in addition to the existing buses as part of palliative measures to the restriction of commercial motorcycles and tricycles in parts of the State.

The Managing Director of Lagos Bus Services Limited, Idowu Oguntona, announced this deployment at a press conference in Lagos on Monday.

Oguntona disclosed that these buses, which started work today have recorded about 10,000 customers in the early hours of today, adding that the 65 buses will convey a total of 35,000 Lagosians daily.

He also disclosed that the buses will ply seven routes across the affected areas.

“We are here today to witness the official deployment of an additional 65 buses into the bus service to basically ease the current pressure that may be experienced on Lagos roads.

“We have Oshodi-Ajah, Inner Marina-Ajah, Obalende-Ajah and CMS-Ajah. Addressing the challenge in Ikeja, you have Ikeja-Ojota, Ikeja-Ogba, Berger-Ojota.

“Those are the seven routes the 65 buses will be deployed on and the impact will be such that at least 35,000 Lagosians will be in a very efficient, safe manner across the Metropolis,” he said.

Speaking on the question of introducing minibuses to ply the nook and crannies of Lagos, Oguntona assured that 550 medium-capacity vehicles for feeder routes will be injected as soon as possible.

He said: “We recognize the fact that some of the buses cannot go on the feeder roads, so the plan is to inject 550 medium capacity buses that can carry about 30 people and those minibuses will be deployed on the feeder roads, so there won't be any significant impact of the ban on commuters.”

The Governor Babajide Sanwo-Olu administration has restricted commercial motorcycles and tricycles in some Local Government Areas and Local Council Development Authorities due to flagrant disobedience to traffic regulations and total disregard for safety by operators among other reasons.

THE infrastructure development agenda of the Kayode Fayemi-led administration in Ekiti State has received a major boost as the asphalt processing plant set up by the administration commences operations.

Speaking with newsmen after an inspection tour of the new asphalt plant in Ado Ekiti on Thursday, Governor Fayemi stated that the plant would enable the State Public Works Corporation effectively attend to road mending and reconstruction works.

The governor said the state government would no longer contract out all road maintenance works as the Public Work Corporation was now better equipped to carry out road maintenance even as the corporation has begun the rehabilitation of Ado township roads and fixing of drains in the capital city.

Fayemi noted that the leadership of the PWC has demonstrated drive and commitment as they are taking advantage of the dry season and the new 20-tonnes per hour asphalt plant to ensure that the roads are pothole-free.

He bemoaned the failure of the immediate past government to make good use of the equipment when he left office in 2014; saying that the abandonment of the equipment led to the loss of some crucial parts which his administration just procured again.

“We bought this equipment for a purpose. In JKF 1, we had a Public Works Corporation and that was expanded and was envisioned to take up huge responsibilities in terms of road mending and reconstruction in the State. There are things we don’t need to contract out in order to fix.

“You remember in JKF1, we had Operation no pothole and PWC was supposed to be in charge of that. But they were doing it with rented equipment. We later procured huge equipment but we didn’t have an asphalt plant. That was what informed the procurement of this 20-tonnes asphalt plant from China. But unfortunately, nothing happened during the four years of the last administration in the state”

“The brand new equipment was just parked at the old Direct Labour office even some of the items got lost. We were even lucky to retrieve the remaining equipment after four years of abandonment. Now we came back and we contacted the original equipment manufacturer and procured the items that got lost and now get it back to use.

“Public works Corporation is doing a lot of works in town now. We want to take advantage of this dry season. We are mending the potholes, fixing the drains and doing a lot. The leadership has demonstrated drive and commitment to making a difference,” he said.

The governor assured that his administration would support the PWC such that it could be a private sector on its own in order to ensure its sustainability; adding that “when the philosophy changes and it embraces not just modern equipment but modern ways of doing things because the government cannot always be a permanent problem solver”.

Fayemi disclosed plans to expand the plant to a 100-tonne asphalt plant in order to supply contractors handling various road projects in the State as well as contractors in neighbouring States.

He added that the State Transition law being put in place would help in guaranteeing its sustainability so that his successor could build on this rather than seeing it as a Fayemi project.

“My vision is that it will not produce asphalt just for our own local use. We will be able to make it a 100-tonne plant so that outsiders who are in the State to construct roads can get aggregates and asphalt from here. Sometimes they go as far as Delta to get asphalt. There is no reason going that far if we can produce from here and they can get it from us. That increases the sustainability of the Corporation itself.

“One of the reasons we put in place the transition law is to ensure that no matter who comes in future, should also see the need to build on what we have done rather than abandon it. It is State resources, not Fayemi’s resources that were used in putting this in place and that law should guarantee continuity in government business,” the governor stated.

Fayemi disclosed plans to construct ring roads totalling about 111km to serve as exit alternative roads for Ado Ekiti, which he describes as a growing urban city.

The ring roads, according to him, will link the proposed rail project, the knowledge city and the airport.

He also gave indications that the state government would revisit Omisanjana-Ajebamidele road which was abandoned midway as soon as state resources improve.

The 2020 African Economic Outlook (AEO) showed that the continent’s economies are growing well

ABIDJAN, Ivory Coast, February 3, 2020,/ -- Africa’s economies are growing strongly, but growth alone cannot meet the needs of the continent’s poorest citizens, because “nobody eats GDP,” the African Development Bank’s President, Akinwumi Adesina, said as he unveiled the Bank’s flagship economic report on Thursday.

The 2020 African Economic Outlook (AEO) showed that the continent’s economies are growing well, higher than the global average. The report projected a steady rise in growth in Africa from 3.4% in 2019 to 3.9% in 2020 and 4.1% in 2021.

According to the report, these figures do not tell the whole story. Across the continent, the poor are not seeing enough of the benefits of robust growth. Relatively few African countries posted significant declines in extreme poverty and inequality, which remain higher than in other regions of the world.

Inclusive growth occurred in only 18 of 48 African countries with data, the report revealed.

According to Adesina “Growth must be visible. Growth must be equitable. Growth must be felt in the lives of people.”

The theme of the 2020 Africa Economic Outlook report, Developing Africa’s workforce for the future, calls for swift action to address human capital development in African countries, where inclusive growth has been held back by a mismatch between young workers’ skills and the needs of employers.

The Bank's flagship report states that increased investments in education is key as well as progressive universalism in education spending—setting high priorities for the poor and disadvantaged and focusing on basic education first where social returns are highest. Its recommendations include improving access to education in remote areas, incentives such as free uniforms and textbooks, banning child labour and improving teaching standards.

To better match skills with job opportunities, the report recommends that governments need to develop a demand-driven education system in tune with rapidly emerging jobs in the private sector, including software engineers, marketing specialists and data analysts, the report says.

“Africa is blessed with African Development Bankesources, but its future lies in its people…education is the great equaliser. Only by developing our workforce will we make a dent in poverty, close the income gap between rich and poor, and adopt new technologies to create jobs in knowledge-intensive sectors,” said Hanan Morsy, Director of the Macroeconomic Policy, Forecasting and Research Department at the Bank.

The government of Lagos State praises motorcycle and tricycle operators for complying with the restriction from six local government areas, major highways and bridges. The enforcement of the State Security Council’s order began on Saturday, February 1, 2020.
The level of compliance was over 90%. In fact, some of the ride hailing companies directed their riders to obey the directive. This is commendable. The high level of compliance has shown that Lagosians agree with the government on the need to stop the danger that commercial motorcycles and tricycles have become - a big threat to safety of lives and security of our people. They should stand firm in supporting the government.

The little discomfort experienced by commuters on some routes due to the absence of motorcycles and tricycles is noted. This will not last as alternatives are being rolled out.
A fleet of 65 buses will join the others on some major routes as from Monday , February 3, 2020: No less than 550 more buses are being expected. Besides, 14 ferries will be commissioned on Tuesday. This will further open up the waterways, reduce travel time on various routes and provide safe, dependable and comfortable alternatives for commuters.

The government is not unaware that enforcing this directive may lead to some job losses. The Governor, Mr Babajide Sanwo-Olu, plans to announce some measures to tackle the likely effects of the order, besides the programmes of various agencies, such as the Lagos State Employment Trust Fund (LSETF), Women Affairs and Poverty Alleviation, Office of Civic Engagement, Lagos State Parks and Gardens and others.

The government hereby warns all those who are planning to unleash violence on the state because of the ongoing enforcement to have a change of heart. Lagosians are peace loving and law abiding people, who will not embrace any disruption of their legal activities by failed politicians hiding under the evil of unwholesome activism. The law enforcement agents have been directed to ensure that nobody takes the law into his hands. The government places a very high premium on law and order in the interest of all Lagosians. It will not fail to act when peace is threatened.

The second meeting of the Emergency Committee convened by the WHO Director-General under the International Health Regulations (IHR) (2005) regarding the outbreak of novel coronavirus 2019-nCoV in the People’s Republic of China, with exportations to other countries, took place on Thursday, 30 January 2020, from 13:30 to 18:35 Geneva time (CEST). The Committee’s role is to give advice to the Director-General, who makes the final decision on the determination of a Public Health Emergency of International Concern (PHEIC). The Committee also provides public health advice or suggests formal Temporary Recommendations as to appropriate.

Proceedings of the meeting

Members and advisors of the Emergency Committee were convened by teleconference.

The Director-General welcomed the Committee and thanked them for their support. He turned the meeting over to the Chair, Professor Didier Houssin.

Professor Houssin also welcomed the Committee and gave the floor to the Secretariat.

A representative of the department of Compliance, Risk management, and Ethics briefed the Committee members on their roles and responsibilities.

Committee members were reminded of their duty of confidentiality and their responsibility to disclose personal, financial, or professional connections that might be seen to constitute a conflict of interest. Each member who was present was surveyed and no conflicts of interest were judged to be relevant to the meeting. There were no changes from the previous meeting.

The Chair then reviewed the agenda for the meeting and introduced the presenters.

Representatives of the Ministry of Health of the People’s Republic of China reported on the current situation and the public health measures being taken. There are now 7711 confirmed and 12167 suspected cases throughout the country. Of the confirmed cases, 1370 are severe and 170 people have died. 124 people have recovered and been discharged from hospital.

The WHO Secretariat provided an overview of the situation in other countries. There are now 82 cases in 18 countries. Of these, only 7 had no history of travel in China. There has been human-to-human transmission in 3 countries outside China. One of these cases is severe and there have been no deaths.

At its first meeting, the Committee expressed divergent views on whether this event constitutes a PHEIC or not. At that time, the advice was that the event did not constitute a PHEIC, but the Committee members agreed on the urgency of the situation and suggested that the Committee should continue its meeting on the next day when it reached the same conclusion.

This second meeting takes place in view of significant increases in numbers of cases and additional countries reporting confirmed cases.

Conclusions and advice

The Committee welcomed the leadership and political commitment of the very highest levels of Chinese government authorities, their commitment to transparency, and the efforts made to investigate and contain the current outbreak. China quickly identified the virus and shared its sequence, so that other countries could diagnose it quickly and protect themselves, which has resulted in the rapid development of diagnostic tools.

The very strong measures the country has taken include daily contact with WHO and comprehensive multi-sectoral approaches to prevent further spread. It has also taken public health measures in other cities and provinces; is conducting studies on the severity and transmissibility of the virus and sharing data and biological material. The country has also agreed to work with other countries who need their support. The measures China has taken are good not only for that country but also for the rest of the world.

The Committee acknowledged the leading role of WHO and its partners.

The Committee also acknowledged that there are still many unknowns, cases have now been reported in five WHO regions in one month, and human-to-human transmission has occurred outside Wuhan and outside China.

The Committee believes that it is still possible to interrupt virus spread, provided that countries put in place strong measures to detect disease early, isolate and treat cases, trace contacts, and promote social distancing measures commensurate with the risk. It is important to note that as the situation continues to evolve, so will the strategic goals and measures to prevent and reduce the spread of the infection. The Committee agreed that the outbreak now meets the criteria for a Public Health Emergency of International Concern and proposed the following advice to be issued as Temporary Recommendations.

The Committee emphasized that the declaration of a PHEIC should be seen in the spirit of support and appreciation for China, its people, and the actions China has taken on the frontlines of this outbreak, with transparency, and, it is to be hoped, with success. In line with the need for global solidarity, the committee felt that a global coordinated effort is needed to enhance preparedness in other regions of the world that may need additional support for that.

Advice to WHO

The Committee welcomed a forthcoming WHO multidisciplinary technical mission to China, including national experts. The mission should review and support efforts to investigate the animal source of the outbreak, the clinical spectrum of the disease and its severity, the extent of human-to-human transmission in the community and in healthcare facilities, and efforts to control the outbreak. This mission will provide information to the international community to aid in understanding the situation and its impact and enable the sharing of experience and successful measures.

The Committee wished to re-emphasize the importance of studying the possible source, to rule out the ongoing hidden transmission.

The Committee also emphasized the need for enhanced surveillance in regions outside Hubei, including pathogen genomic sequencing, to understand whether local cycles of transmission are occurring.

The Committee would welcome strong leadership to engage in the discussion about proportionality in control measures, particularly with regard to potentially damaging travel and trade restrictions.

WHO should continue to use its networks of technical experts to assess how best this outbreak can be contained globally.

WHO should provide intensified support for preparation and response, especially in vulnerable countries and regions.

Measures to ensure rapid development and access to potential vaccines, diagnostics, antiviral medicines and other therapeutics for low- and middle-income countries should be developed.

WHO should continue to provide all necessary technical and operational support to respond to this outbreak, including with its extensive networks of partners and collaborating institutions, to implement a comprehensive risk communication strategy, and to allow for the advancement of research and scientific developments in relation to this novel coronavirus.

WHO should continue to explore the advisability of creating an intermediate level of alert between the binary possibilities of PHEIC or no PHEIC, in a way that does not require reopening negotiations on the text of the IHR (2005).

The Director-General declared that the outbreak of 2019-nCoV constitutes a PHEIC, accepted the Committee’s advice and issued this advice as Temporary Recommendations under the IHR (2005).

To the People’s Republic of China Continue to:

- Implement a comprehensive risk communication strategy to regularly inform the population on the evolution of the outbreak, the prevention and protection measures for the population, and the response measures taken for its containment.
- Enhance rational public health measures for containment of the current outbreak.
- Ensure the resilience of the health system and protect the health workforce.
- Enhance surveillance and active case finding across China.
- Collaborate with WHO and partners to conduct investigations to understand the epidemiology and the evolution of this outbreak and measures to contain it.
- Share full data on all human cases.
- Strengthen the efforts to identify a zoonotic source of the outbreak, and particularly the potential for ongoing circulation with WHO as soon as it becomes available.
- Conduct exit screening at international airports and ports, with the aim of early detection of symptomatic travellers for further evaluation and treatment, while minimizing interference with international traffic.

To all countries

It is expected that further international exportation of cases may appear in any country. Thus, all countries should be prepared for containment, including active surveillance, early detection, isolation and case management, contact tracing and prevention of the onward spread of 2019-nCoV infection, and to share full data with WHO. Technical advice is available on the WHO website.

Countries are reminded that they are legally required to share information with WHO under the IHR (2005).

Countries should place particular emphasis on reducing human infection, prevention of secondary transmission and international spread, and contributing to the international response though multi-sectoral communication and collaboration and active participation in increasing knowledge on the virus and the disease, as well as advancing research.

The Committee acknowledged that, in general, evidence has shown that restricting the movement of people and goods during public health emergencies may be ineffective and may divert resources from other interventions. Further, restrictions may interrupt needed aid and technical support may disrupt businesses and may have negative effects on the economies of countries affected by the emergencies.

However, in certain specific circumstances, measures that restrict the movement of people may prove temporarily useful, such as in settings with limited response capacities and capabilities, or where there is a high intensity of transmission among vulnerable populations.

In such situations, countries should perform risk and cost-benefit analyses before implementing such restrictions to assess whether the benefits would outweigh the drawbacks. Countries must inform WHO about any travel measures taken, as required by the IHR. Countries are cautioned against actions that promote stigma or discrimination, in line with the principles of Article 3 of the IHR.

The Committee asked the Director-General to provide further advice on these matters and, if necessary, to make new case-by-case recommendations, in view of this rapidly evolving situation.

To the global community

As this is a new coronavirus, and it has been previously shown that similar coronaviruses required substantial efforts to enable regular information sharing and research, the global community should continue to demonstrate solidarity and cooperation, in compliance with Article 44 of the IHR (2005), in supporting each other on the identification of the source of this new virus, its full potential for human-to-human transmission, preparedness for potential importation of cases, and research for developing necessary treatment.

Provide support to low- and middle-income countries to enable their response to this event, as well as to facilitate access to diagnostics, potential vaccines and therapeutics.

Under Article 43 of the IHR, States Parties implementing additional health measures that significantly interfere with international traffic (refusal of entry or departure of international travellers, baggage, cargo, containers, conveyances, goods, and the like, or their delay, for more than 24 hours) are obliged to send to WHO the public health rationale and justification within 48 hours of their implementation. WHO will review the justification and may request countries to reconsider their measures. WHO is required to share with other States Parties the information about measures and the justification received.

The Emergency Committee will be reconvened within three months or earlier, at the discretion of the Director-General.

The Director-General thanked the Committee for its work.

Today, MTN Nigeria appeared before a Federal High Court in Lagos, Nigeria to formally discontinue its legal action against the Attorney General of the Federal Republic of Nigeria and Minister of Justice (the “AGF”). This follows from the decision of the AGF to hand the matter over to the relevant regulatory authorities.

MTN applied today to have the legal action struck out, which request was granted by the court.

MTN remains committed to meeting its fiscal responsibilities and contributing to the social and economic development of Nigeria in collaboration with all stakeholders.

The National Bureau of Statistics on Thursday released the Internally Generated Revenue figures for states for the third quarter of this year with the states generating a total revenue of N293.80bn.

The bureau in the report, a copy of which was made available to our correspondent in Abuja stated that Lagos state recorded the highest IGR with N91.93bn while Rivers state followed with N31.05bn while Yobe State recorded the least Internally Generated revenue.

The 36 states and FCT IGR figure hits N986.29bn in 9 Months compared to N692.49bn recorded in H1 2019.

Similarly, the Q3 2019 states and FCT IGR figure hits N293.80bn compared to N392.38bn recorded in Q2 2019. This indicates a negative growth of 25.12% quarter on quarter.

Seven (7) states recorded growth in IGR while Thirty (30) states and the FCT recorded a decline in IGR at the end of Q3 2019.

Kaspersky found 30,982 malicious files that used the names of artists or their tracks in order to spread malware

Cybercriminals are actively abusing the names of artists and songs nominated for a Grammy 2020 award, in order to spread malware. Kaspersky protection technologies detected a 39% rise in attacks (attempts to download or run malicious files) under the guise of nominees’ work in 2019, compared to 2018. Ariana Grande, Taylor Swift and Post Malone were attackers’ favourites, with these nominees’ names used most often in 2019 as a disguise for malware.

Music has universal appeal – it is not just entertainment, but a form of therapy and education, as well as providing an atmosphere and message platform. Its popularity and widespread availability is the reason why, even in the age of streaming services, music is not free from the malicious activity: criminals use popular artists’ names to spread malware hidden in music tracks or video clips.

In light of the biggest music awards of the year, to show the extent of the problem, Kaspersky researchers analysed Grammy 2020 nominated artists’ names and song titles for malware. As a result, Kaspersky found 30,982 malicious files that used the names of artists or their tracks in order to spread malware, with 41,096 Kaspersky product users having encountered them.

Analysis of the nominated artists showed that the names of Ariana Grande, Taylor Swift and Post Malone were used most to disguise malicious files, with over half (55%) of detected malicious files named after them.

The connection between the rise in popularity and malicious activity is very evident in the case of newer artists such as Billie Eilish. The teenage singer became hugely popular in 2019, and the number of users who downloaded malicious files with her name has risen almost tenfold compared to 2018 – from 254 to 2171, the number of unique distributed malicious files – from 221 to 1,556. For instance, while the number of users attacked by Malware disguised as Billie Eilish songs in Nigeria accounted for only 381 in 2018, 2019 saw this number increase to 9,722. Overall, Nigeria saw 55 of such malicious files distributed in this region in 2019, with 94,630 attacks.

However, while nomination for a prestigious award and recognition connected to it affects users’ interest in specific artists and, as a result, a growth in malicious activity, this is not necessarily the case for more established artists such as Lady Gaga, whose name use also experienced a rise in attacks in the past year.

Kaspersky also analysed which records and songs, nominated for a Grammy in 2019, received the most attention from cybercriminals. Post Malone’s ‘Sunflower’, Khalid’s ‘Talk’ and Lil Nas X’s ‘Old Town Road’, led the way for songs with the most malware attacks.

“Cybercriminals understand what is popular and always strive to capitalise on that. Music, alongside TV shows, is one of the most popular types of entertainment and, as a result, an attractive means to spread malware, which criminals readily use. However, as we see more and more users subscribe to streaming platforms, which do not require file download in order to listen to music, we expect that malicious activity related to this type of content will decrease,” – comments Anton Ivanov, the Kaspersky security analyst.

To avoid falling victim to malicious programs pretending to be popular music files, Kaspersky recommends taking the following steps:

- If you want to listen or download famous artists' songs, use reputable services like Apple Music, Spotify Premium, and Amazon Music. Or try to find a recognised free music site that allows you to download songs legally.
- Try to avoid suspicious links, promising exclusive music content. Check musicians’ official social media accounts or read reputable music blogs like Pitchfork, to make sure that such content exists.
- Look at the downloaded file extension. Even if you are going to download an audio or video file from a source you consider trusted and legitimate, the file should have an mp3, .avi, .mkv or .mp4 extension among other music and video formats, definitely not .exe or .lnk.
- Use a reliable security solution, such as Kaspersky Security Cloud, for comprehensive protection from a wide range of threats.

The research included titles of the singles nominated for the best record and the best song of the year as well as the names of the artists, who performed or have written music in at least one of the two general categories: the best record of the year and the best song of the year. In total, 14 artists or music bands and 13 record names were analyzed.
