Yes you are correct, but there is no law or rule preventing Democrats from voting for McCarthy or Republicans. They just felt that, this is a Republican mess and they should sort it out themselves.

McCarthy is going to be the weakest and toothless Speaker of the House for centuries to come. In the House rules he negotiated with the 20 Republican hardliners, he gave away all his powers, the only thing left for him to give away is his Speaker’s gavel and Speaker’s office.

Any one member including Democrats can stop legislature, move to remove him from being the chair, offer amendments….in fact the 118th Congress wouldn’t be able to function or pass meaningful bills that would ever become law for this next two years.

The next fight that will expose McCarthy’s weakness will be to raise the debt ceiling, which is a normal business and was raised each time without fanfare under Trump, I see America been brought to a place where it may default on its debt obligations.
