Tens of thousands of Israelis have been fleeing wildfires in the northern city of Haifa, with the prime minister warning that any proof of arson would be treated as "terrorism". The Nigerian Army on Wednesday confirmed the death of B.U. Umar, a lieutenant colonel, in a Boko Haram ambush. PREMIUM TIMES had reported how Mr. Umar and soldiers of his 114 TF battalion were ambushed by Boko Haram after an initial bomb explosion. While Mr. Umar died immediately in the attack that occurred at about 9:30 a.m. on November 15, another officer, a lieutenant, died later from the attack while eight others were injured. On Wednesday, the commander of the Nigerian Army in the north-east, Lucky Irabor, confirmed the incident. “On 15 Nov 16 at about 0930hrs own troops while on patrol to MUBI encountered an IED explosion along Bitta – Pirang road and thereafter were ambushed by BHT”, Mr. Irabor, a major general, said, according to the text of a press conference he delivered on Wednesday. “Troops successfully cleared the ambush after a fight and unfortunately the Commanding Officer, Lt Col BU Umar lost his life on the spot. Subsequently, Lt Muktar also died in the hospital where 8 others soldiers who are wounded in action were receiving treatment. The wounded soldiers have been responding to treatment”. The fake currency notes pumped into India from Pakistan are nothing less than economic terrorism.India witnessed a truly historic moment on November 8, 2016, when the government took the remarkable step of demonetizing Rs500 and Rs1000 notes. Prime Minister Narendra Modi, in his address to the nation, stated one of the reasons for this policy was to counter the rising menace of fake Indian currency notes. Counterfeiting money has been prevalent throughout history and is sometimes called the world’s “second oldest profession.” Traditional counterfeiters in most cases are individuals or a group who counterfeit money for their own profit. But during modern history, a new phenomenon appeared: states involved in counterfeiting the currency of enemy states to destabilize their economy. For example, during World War II, Hitler initiated “Operation Bernhard” and counterfeited British pounds. As a result Britain had to withdraw most of its currency notesIn India, the circulation of fake Indian currency notes (FICN) has been on the rise, according to the Reserve Bank of India’s (RBI) annual reports. The year 2014-2015 saw a steep rise, with 594,446 FICN detected, up from 488,273 in the year 2013-14. When it comes to the type of notes counterfeited in 2014-15, RBI data showed that counterfeited Rs500 notes were most common, with 273,923 recorded. Rs100 and Rs1000 notes were the second and third most counterfeited bills, respectively.The Financial Action Task Force (FATF) report of 2013 found that the Indian rupee was the ninth most counterfeited currency in terms of its value and stood third in terms of the number of FICN detected around the world. This is a grave concern to India and if not dealt with would have had serious implications as counterfeit currency can reduce the value of the currency and increase inflation. As reported by various sources, most counterfeit Indian currency notes are printed in Pakistan. From Pakistan, FICN are either moved directly into India or make their way through a network of other countries. Major transit points include India’s neighboring countries Nepal and Bangladesh. Dubai is another route that the traffickers use to smuggle the fake currency notes into India; other transit points include Thailand, Malaysia, and Sri Lanka. China is emerging as a new transit route (as indicated by reports about the seizure of fake Indian currency concealed in a shipping consignment en route from Pakistan to Nepal via Hong Kong). Nepal has been extensively used by traffickers because of the porous borders it shares with India. Every year, by far the largest number of counterfeit Indian currency notes is seized from Nepal. Bangladesh is another major transit route for counterfeit Indian currencies being trafficked from Pakistan. The Bangladeshi media has reported various instances when fake Indian notes were seized by their authorities; all the arrested smugglers have a direct link with Pakistan. Similarly, Pakistani nationals were involved in 48 percent of FICN cases in Thailand, Malaysia, Myanmar, and Sri Lanka. In 26 cases of seizures at international airports across Asia, 10 of the flights had originated from Pakistan and the others were connected flights. Sources from various governmental institutions, agencies, and international organizations back the accusations levied at Pakistan for the role of its Inter-Services Intelligence (ISI) in counterfeiting Indian currency. According to India’s Director of Revenue Intelligence (DRI), ISI has been instrumental in pumping counterfeit Indian notes into India through several countries. Often, ISI co-opts the Indian diaspora to send the FICN to India. India’s Ministry of External Affairs for the last decade has consistently shown concern over ISI and its involvement in printing and distributing FICN. DRI sources have also voiced concern over the high quality of FICN, which makes them difficult to distinguish from real notes. Media reports from Bangladesh claim that the fake notes are printed at government presses in Karachi, Lahore, Peshawar, and Quetta with the support of ISI. Some of the important revelations that indicate ISI’s role in FICN have come from David Headley, who was convicted for his role in the 26/11 Mumbai attacks. In his statement, Headley mentioned that Major Iqbal, who was his ISI handler, gave him FICN for circulation and use in India. Another breakthrough in allegations of direct involvement by Pakistan authorities and ISI in FICN was the arrest of Syed Abdul Karim Tunda in 2013 at the India-Nepal border. According to the police, Tunda received several consignments of FICN arranged by an ISI brigadier. He also revealed the key names of people involved in the circulation of FICN through Indo-Nepal border. FICN, as mentioned earlier, could be seen as a form of “economic terrorism” practiced by external sources to damage India’s economy. Economic terrorism refers to the behind-the-scenes manipulation of a nation’s economy by state or non-state actors. If war, as Clausewitz said, is the continuation of politics by other means, then economic warfare and economic terrorism are simply war by other means. The printing and circulation of FICN provides dual benefits for terrorist organizations targeting India: the circulation of FICN threatens India’s economy while the profit that is earned from doing so is used to fund covert activities targeting India. News sources claim that ISI makes an annual profit of Rs 5 billion ($73 million) from these activities, given an average of 30 to 40 percent profit on the face-value of the notes. The same money is said to be used to fund terrorist groups in India. Apart from funding of terrorism there are other threats posed by fake currency. One of them is inflation: the circulation of a large amount of fake currency increases the amount of money in circulation, which may lead to high demand for goods and commodities. The rise in demand in turn creates a scarcity of goods, leading to a rise in the price of the goods. This leads to currency devaluation. The non-reimbursement policy of banks is another issue that occurs when banks reject the fake notes and do not reimburse the losses. Firms which are involved in daily cash transactions face heavy losses in the long run thanks to the infiltration of FICN into the economy. Other effects of counterfeit currency include the loss of public confidence, black marketing of products, illegal stocking of products, etc. All of these negatively impact a nation’s economy and should be addressed with major concern. Accordingly, in 2012 India amended the Unlawful Activities (Prevention) Act, under which possession of FICN with the intention to damage the monetary stability of the country was considered as an act of terror. Given the multidimensional aspect of FICN, the problem needs to be dealt with in a holistic manner. Relevant agencies need to work together. Already, separate organizations have been taking steps. In 2010, India joined the Financial Action Task Force (FATF), an intergovernmental body seeking to fight money-laundering and terrorist financing. In 2014, the Reserve Bank of India announced the withdrawal of notes issued before 2005, another measure to tackle the issue of FICN and improve security features. Modi, while addressing the nation last week, implicitly accused Pakistan by saying that “enemies across the border” have been responsible for the circulation of FICN in India. The decision to withdraw Rs500 and Rs1000 notes from circulation could have a massive positive impact by eliminating FICN from India’s economy. The Rs500 note in particular is the most commonly counterfeited note in India and demonetizing it is quite a remarkable move to eradicate the threats emanating from FICN to the Indian economy. But the move is not a cure-all. The Rs100 note is the second-most counterfeited note and the Rs50 is close behind; these notes will still be in circulation and will continue to damage India’s economy. Attack aircraft can serve as a deterrent to terrorist’ efforts to mass forces for large scale attacks. In addition, airpower is not just about bombing. It is vital also to winning the intelligence battle. Airborne intelligence, surveillance and reconnaissance (ISR) is one of the most useful tools in the arsenal of counter terrorism forcesThe A-29 is the right aircraft for Nigeria. A yet unknown number of Boko Haram fighters were reported killed and several others injured in northern Borno on Saturday as Nigerian soldiers engaged the terrorists in intense gunfight. The battle, PREMIUM TIMES sources said, began after Boko Haram fighters attacked troops of the 119 Task Force Battalion stationed in Kangarwa. The Nigerian troops gallantly fought back, killing an unknown number of the attackers and injuring several others. Nine soldiers were however injured in battle, our sources said. On Saturday, a patrol team from Baga which went to evacuate the injured soldiers was also ambushed. Members of the team repelled the attack and cleared the ambush, those familiar with the matter said.It is the sixth time the battalion would be so attacked in recent times, military insiders told PREMIUM TIMES. He is an African whose name is everywhere on international diplomacy: shuttling between tough terrains; mediating in crises; resolving conflicts as well as preaching the gospel of global peace. He is not only a black African but a global diplomat from Nigeria. Professor Ibrahim Gambari is one of the longest serving Africans at the top managerial positions at the United Nations (UN). He had successfully led Special Missions of the UN to trouble spots. Recently while addressing the Security Council in July 2010, he announced the safe release of some foreigners who were kidnapped in June 2010 after leading African Union-United Nations Mission in Darfur (UNAMID) as the Joint Special Representative (JSR). In the same period he was honoured with the ‘Umurinzi’, Rwanda’s Campaign Against Genocide Medal by the country’s president, Paul Kagame. Gambari is currently the most senior Nigerian in the United Nations and represents the rising profile of Nigerian at the United Nations. He has, in different capacities, work with four successive United Nations Secretaries- General (Pérez de Cuéllar, Boutros-Ghali, Kofi Annan and presently Ban Ki-moon), including as Under Secretary General for Political Affairs, Special Advisor and Envoy to the Secretary General on Mymmar and the Iraq Compacts Programme. Born in Ilorin Emirate of Kwara State, Nigeria, on November 24, 1944, Prof. Gambari attended Kings College, Lagos, as well as the London School of Economics where he obtained a B.Sc. (Economics) degree in Political Science with a specialty in International Relations, Professor Gambari received M.A. and Ph.D. in 1970 and 1974 respectively both in Political Science/International Relations from New York’s Columbia University. He had a brief stint lecturing at the City University of New York and the State University of New York (Albany) in 1969-74. He returned to Nigeria where he taught at the Ahmadu Bello University in Zaria and rose to the rank of Professor in 1983. He was Head of the Department of Political Science in 1982-1983, where he founded the first undergraduate Programme in International Studies in NigeriaProfessor Gambari was appointed Director-General of the Nigerian Institute of International Affairs in October 1983, a position he held until his appointment as the youngest ever Minister of External Affairs during Buhari/Idiagbon administration after the change of government in December 1983. It was a spirited effort to salvage the bank whose directors are notorious for insider dealings. In a letter dated January 22, 2016, signed by Benjamin Fakunle on behalf of the director of banking supervision, the CBN directed it to make its “insider-related credits” conform to “to the stipulated regulatory maximum 10% of your paid-up capital per director including his/her related parties and 60% paid up capital for total related credits in line with our circular BSD/9/2004 on large exposures and connected lending”. One thing which strikes every discernible Nigerian in the Heritage Bank and Skye Bank saga is the preeminent role of the directors of both banks. Each of the ongoing scandals is traced directly to their directors. This fact should not surprise any person. The chairman of the board of Heritage Bank is Akin Akinfemiwa. He was also the founding managing director and chief executive of Skye Bank. Before he left in July 2011, he had succeeded in creating a culture of corporate robbery and iniquity. In an article published in the Vanguard of September 16, 2016, Dr. Dele Sobowale, a respected columnist with a good American background in management studies, said of Skye Bank: “In too many cases, officials of the bank deliberately violated all the sacred principles of professional banking. Deposits which should have been reported to the Central Bank and security agencies routinely as required by regulations were not and the bank lent itself as a willing tool to those seeking to circumvent the laws of Nigeria”. In the last two months or so, Nigeria’s immediate past First Lady, Mrs. Patience Jonathan, has made headlines worldwide for the wrong reasons. The first time was in September when the Economic and Financial crimes Commission (EFCC) traced a whopping $15m to her following the anticorruption agency’s investigation of President Goodluck Jonathan’s confidant and senior special assistant on domestic affairs, Waripamowei Dudafa. She even had the effrontery to assert publicly that the money is hers, with her different lawyers giving contradictory explanations for the sources of the money, which range from inheritance from her trader mother to savings from her salary as a state civil servant to gifts from unnamed persons. Mrs. Jonathan was to make global headlines again when the EFCC traced an additional $175m to her this monthA fascinating part of these unconscionable revelations is the centrality of Skye Bank in the sordid drama. Each of these stupendous amounts has been kept in Skye Bank. These are not the only dodgy monies traced to this bank in recent months. Jide Omokore, a very close business friend of former Petroleum Resources Minister, Diezani Alison-Madueke, has been using only Skye Bank in his deals in the oil industry. A few months ago, he forfeited N200m to the Nigerian government through, of course, Skye Bank following discoveries of criminal deals. To quote Dr. Sobowale again in his column of last September 26, “virtually all the funds supposed to have been distributed by Mrs. Alison-Madueke passed through the same bank. In fact, a comprehensive tally of all the individuals and organizations so far touched by the EFCC would reveal at least 20 accounts which accounts have been frozen”. In consideration of the above facts, it is difficult to dismiss with a cavalier wave of the hand the recent revelations by SaharaReporters of how Akinfemiwa, the founding MD/CEO of Skye Bank, and his former bank, Prudent Bank where he was the chief executive, conspired to defraud a Lagos-based businessman, Sam Nwosu, capitalizing on the latter’s little financial literacy. Nwosu and his Sam Total Trade were lured with a promise of a N25m loan to increase their working capital, but rather received N26m, which was made available from October 2000 to October 2001 in travellers ‘cheques in Nwosu’s name. Curiously, Sam Total Trade’s account with Prudent Bank was made to look as if the TCs were a normal loan paid into it. It is a good case of what is now known as creative accounting, as different amounts were moved into the account without the owner being told in advance or the reason. At the end of the day, the firm paid N219m to the bank for loans, interest rates and service chargesWhen Nwosu challenged the transaction, the bank pounced on a property at 222 Shehu Shagari Way in upscale Asokoro District of Abuja in which the businessman has an interest. The property was sold to a Senior Advocate of Nigeria, Jonathan Majiyagbe, the estranged husband of Nigeria’s first female chief justice, Mariam Aloma Muktar, at N50m, even though Prudent Bank had earlier valued it at N120m. Interestingly, Majiyagbe, the first African to lead Rotary International, was a tenant of the two-wing property, and was even in arrears in rent payment as of 2005 when he reached a deal with Prudent Bank without the owners’ knowledge to purchase it. The matter has been reported to the Ethics Committee of the Bankers Committee. Nigerian bank CEOs must be a breed apart. As chief executive of Intercontinental Bank, Erastus Akingbola, a senior pastor of the Redeemed Christian Church of Nigeria, went on a binge, utterly disregarding all known banking ethics. His bank collapsed even though he personally became super wealthy. Cecilia Ibru, the CEO of Oceanic Bank and another prominent member of the same church, did worse things. She went on an acquisition campaign like a possessed person. Using depositors’ funds, Mrs. Ibru acquired 94 choice properties in Nigeria and around the world. She also acquired shares in 199 companies. Her bank collapsed. But she remains super rich. As Heritage Bank, chaired by Akinfemiwa, goes the way of Skye Bank, which had Akinfemiwa as its first managing director, on account of the gross misconduct of their directors who are obviously threatening the very existence of these enterprises, there are grounds to speculate that Akinfemiwa truly belongs to the class of Erastus Akingbola and Cecilia Ibru. Nigerians who may have forgotten how Nigerian bank CEOs have been looting their banks and customers to death are advised to read Ray Echebiri’s well documented and fascinating Rage of the Risk God: Reportage of Lamido Sanusi’s Banking Reforms, which was published in 2011. Some residents of Zaria, Kaduna State, on Thursday expressed happiness as a Primary and Secondary School “Fudiyya School” belonging to Islamic Movement of Nigeria (IMN) popularly called Shi’ite sect was demolished in Zaria. The News Agency of Nigeria (NAN) reports that the school called “Fudiyya Centre” is located at Babban-Dodo, Gangaren-Fadama, in Zaria. A cross section of the residents hailed the government for embarking on the exercise in separate interviews with the News Agency of Nigeria (NAN) in Zaria. Malam Musa Musa, a resident of the area, said the demolition was not only a welcome idea but a good step in the right direction. “We have long been waiting for this action; it came at a time we did not expect. However, we are really happy with what happened today. “These people have been disturbing us whenever they are conducting their activities,” he said. Another resident, Malam Baba Bala, advised Kaduna State Government not to relent in its efforts to curtail the `worrisome activities’ of Shi’ite sect which according to him, were infringing on the rights of others. I must confess that Zaria is now safe without El-Zakzaky. “We are behind what this government is doing; we hope it will carry out the good work to its logical conclusion,” Bala added.
