Lebanese Prime Minister Saad Hariri of the March 14 Alliance, which opposes Hezbollah, officially condemned the rally, saying the parade shows that Hezbollah prefers Iranian interests over those of Lebanese interests. The Commandant of the NSCDC in the state, Mr Ibrahim Abdullahi, disclosed this while addressing newsmen in Maiduguri. Abdullahi said that two of the suspects were drivers of the insurgents’ groups, while one of them was their agent who was based in Maiduguri. “You will recall that we had raised alarm that there are some agents of Boko Haram who are aiding activities of Boko Haram, especially at the Maiduguri cattle market known as ” Kasuwar Shanu”. “They normally transport cows from Boko Haram and sell them for the insurgents. The Northern Nigeria Christian Politicians (NNCP) yesterday said former Presidents Olusegun Obasanjo and Goodluck Jonathan failed to address peculiar challenges of northern Christians while in office. The group however, appreciated President Muhammadu Buhari for appointing northern Christians into key positions, where the two former leaders failed.Chairman of NNCP, Keftin Amuga said at a press conference in Abuja yesterday that for the first time, a northern Muslim president would recognize the northern Christians as a political factor and political force. “Since the third republic, the Christian north has variously given its support to our southern Christian brothers, the likes of Obasanjo and Goodluck Jonathan to be president of Nigeria, but unfortunately, because they have limited knowledge and do not appreciate our challenges, they have variously failed to address the peculiarity of the northern Nigerian Christian population. This is in sharp contrast to what President Buhari promised and has done for the Christian north,” he said. Implements JV exit model January 1 •Records over 1,500 cases of pipeline vandalism in 2016 The Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, has stated that following the acquisition and processing of over 1,900 square kilometres of new three-dimensional seismic in the Chad Basin, the corporation will commence drilling in early 2017 after evaluating the results collated from the interpretation of the data. In his keynote address delivered yesterday in Lagos at the 2016 conference of the Nigerian Association of Petroleum Explorationists (NAPE), Baru also stated that the corporation would begin the implementation of the Joint Venture (JV) cash call exit model by January 1, 2017The NNPC boss further added that in 2016 alone, the corporation has already recorded over 1,500 cases of vandalism of its pipelines, adding that the cost of repairs was quite mind-boggling. Baru said the corporation would resume oil exploration activities in some of the inland basins, which include the Chad Basin and the Benue Trough because Nigeria’s neighbours in Niger and Chad had successful commercial discoveries of oil and gas within their portions of the Chad Basin and have since been producing from these fields. “There is no need re-inventing the wheel. We are now progressing with the use of exploratory techniques that have worked on their own side of the Basin to prove up our side. This will also provide a vista for NAPE and its professionals to further analyse the concept of oil generation, expulsion and entrapment in rift basins which we now know is different from the Niger Delta Basin that we are used to,” he explained. Baru said by commencing drilling in the Chad Basin, the NNPC would have diversified the country’s production mix and terrain of operation.He lauded Yinka Folawiyo Petroleum for its successful pioneering efforts in the exploration and development in the Dahomey Basin, adding that the feat has opened up the basin for further exploration and development. Baru also stated that the chronic JV funding shortfalls being experienced in the industry have resulted in declining JV oil production from about 1 million barrels of oil per day three – five years ago to about 800,000 barrels of oil per day. “In contrast, production from the Production Sharing Contracts (PSCs) arrangements where NNPC does not provide the funding for the production has increased almost proportionately to the JV production decline over the same period thereby making the national oil production relatively flat,” he added. Baru said he was working assiduously with the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu and the Joint Venture partners to see that Nigeria exits the JV cash call system and also clear the funding arrears. To address the JV funding problem, Baru said the corporation was exploring alternative funding mechanism that allows the Joint Venture Business finance itself by retaining its operating costs and Capital Allowances (Fiscal Costs) in order to sustain and grow the business. According to him, “where the fiscal costs for any year are not sufficient to fund the budgetary requirements of the JV, part of the profit margin could be retained to fund the budget and where necessary, external financing could also be sought to finance commercially viable and bankable Capital projects without recourse to government treasury”. “The import of the above is that the Joint Ventures will relieve government of the cash call burden by sourcing for its funds for its operations (estimated at $7billion-$9billion annually). In 2016 alone, underfunding of NNPC Cash Calls is estimated to be about $2.5 Billion. This is aside the inherited arrears estimated at over $6 Billion,” he added. Baru said the JV cash call exit model being pursued would guarantee government most of the revenue that normally accrues to it from the JV operations by lifting the Royalty and Tax Oil upfront. According to him, this contributes 75 per cent to 85 per cent of the accruable revenues to government. “Consequently, the effect on government take would be minimised. We are working assiduously to kick start this from 1st January, 2017,” he added. He added that in 2016 alone, the corporation has recorded over 1,500 cases of pipeline vandalism. “What are we doing? Chinese aircraft maker China Aerospace Science and Technology Corporation (CASC) has for the first time publicly displayed a prototype of its latest and most capable attack and reconnaissance unmanned aerial vehicle (UAV). The Caihong 5 (CH-5), or Rainbow 5, was showcased during this year’s 11th China International Aviation & Aerospace Exhibition held in Zhuhai from November 1 to 6, IHS Jane’s Defense Weekly reported on November 7. According to a senior CASC official, the medium-altitude long-endurance (MALE) CH-5 has a wingspan of 21 meters and can carry a payload of up to 1,200 kilograms (previous reports indicated 900 kilograms), which is 2.6 times more than previous combat drones of the CASC CH series. In total, the CH-5 can carry up to 16 air-to-ground weapons including Lan Jian 7 (Blue Arrow 7) laser-guided air-to-surface missiles, TG100 laser/INS/GPS-guided bombs, and AR-1/HJ-10 anti-tank missiles. The UAV has a maximum take-off weight of more than three tons. The drone’s operating range is up to 250 kilometers via line-of-sight datalink, or 2,000 kilometers when satellite communication is used, IHS Jane’s Defense Weekly reports. However, other reports indicate that the maximum range of the UAV is 6,500 kilometers and will eventually be increased to 10,000 kilometers. The flight time of the CH-5 will also be expanded from the current 60 hours to 120 hours. IHS Jane’s Defense Weekly also reveals that the CH-5 is equipped with a “330 hp heavy-fuel engine (HFE) that provides it with an operating endurance of up to 60 hours with high reliability, although this can be substituted with a 300 hp gasoline engine that offers up to 39 hours of endurance… the HFE option enables the CH-5 to achieve a loiter speed of 180-220 km/h and a maximum speed in excess of 300 km/h, with a service ceiling of 30,000 ft (7,000 m).” Furthermore, the CASC official confirmed that the drone will be able to operate autonomously using pre-programmed waypoint navigation. According to the chief designer of the CH series at the China Academy of Aerospace Aerodynamics, Shi Wen, the CH-5 is capable of linking up with other combat drones to conduct joint missions. “Another advantage is that the CH-5 is capable of making a joint strike together with its predecessors, the CH-3 and CH-4, because they can share the same data link and control system. Therefore, it is very easy for current users of the CH-3 and CH-4 to introduce and integrate the CH-5 into their drone network,” Shi said. CASC intends to export the CH-5, including licensing the technology to manufacture the UAV in other countries. “Several foreign nations have expressed intentions to purchase the CH-5, and we are in talks with them,” Shi said. A number of other countries have purchased drones of the CH series in the past, including Egypt and Iraq (See: “Revealed: Chinese Killer Drones in Iraq”). As I reported previously (See: “China Unveils its Largest Killer Drone to Date”), the CH-5 conducted its maiden flight at an undisclosed airfield in Gansu province, China in August 2015. The CH-5’s maiden flight latest for about 20 minutes. It is unclear whether the drone is already operational and in service with the People’s Liberation Army or not. The CH-5 is reportedly equipped with cutting edge technologies including a wall-penetrating radar system capable of identifying targets behind walls and within a building. ‘Terrorists have their hideouts. They can hide in a bush or in a house. That requires us to go through walls and identify the objects inside,’” explained the drone’s chief designer, Ou Zhongming, in August 2015. While CASC claims that its drone is superior to the United States’ MQ-9 Reaper UAV — the CH-5 “can perform whatever operations the MQ-9 Reaper can, and is even better than the U.S. vehicle, when it comes to flight duration and operational efficiency,” according to Shi — it is generally assumed that Chinese combat drones lag behind their Western counterparts in terms of detection capabilities and endurance. |
