1. The PDP squandered $500 billion oil earnings, failing to invest or even maintain our infrastructure (railways, roads, electricity)

B) The Nigerian government only took action when a lawsuit was filed against the Attorney General, prompting the President, Olusegun Obasanjo to issue an official appeal only 48 hours to his execution.
C) If Nigeria’s foreign policy (and economic strength) was not seen as weak and unassertive, perhaps Singapore could have been persuaded to listen and a life would have been saved.

Buhari's administration is aimed at increasing the generation, transmission and distribution of electricity in the country using various energy mix. This focus gave birth to the actualisation of the completion of the Gurara hydro power plant in kaduna state with an additional 30 megawatts to help boost electricity supply in the northwest part of the country.
PDP has over the years robbed Nigerians of good electrical supply, adequate supply of water, agricultural and industrial growth due to the long non-completion of the Gurara dam since 2001 when Obasanjo launched the project. The contractors were given a duration of 3yr to complete but since Obasanjo’s tenure expired, every other president from PDP had failed to complete the dam.
Gurara dam 1,800 hectares of irrigation land had been leased to commercial farmers, individuals and retirees in the agricultural business sector. The Buhari’s administration has given retirees room to retire home to the agricultural system of economic development. This development has helped provide electricity to industrial companies, thereby improving industrial activities leading to employment.

16 YEARS OF PDP FAILURE

1. Boko Haram’s threat to national security was potent in virtually parts of the North, including Abuja, the FCT committing atrocities and heinous crimes against humanity. But the insurgents have been decimated and defeated under President Buhari. Only God knows what would have become of Nigeria had PDP continued in power beyond 2015.

2. In the South-South region, the PDP government promoted and commercialized militancy. So, many militant sects sprouted and were serviced by the PDP government. It dropped to an all-time low, below one million barrels per day, from 2.2 million barrels when the Buhari Presidency came on board. Is that the peace the PDP governments brought to Nigeria?

3. The PDP government saved no kobo for Nigeria. Rather, it deflated Nigeria’s foreign reserves which dropped from about $47 billion to almost zero by 2015.
4. The PDP piled up unpaid salaries and pensions of about six months at the federal level and left 27 states indebted to salaries and pensions. The cumulative effect was to plunge Nigeria into economic recession by the end of 2014 before they were ousted by angry Nigerian masses in the 2015 ballot.

5. The PDP government had access to so much national wealth, but it could not invest in critical infrastructures to attract investments. The roads, hospitals’, power generation and supply etc. were in comatose or a state of disrepair.

6. The PDP claimed it spent $16 billion on power generation, but left the seat of power with 2,300 megawatts of national grid by May 2015. What manner of prosperity is that? President Buhari has pushed it to over 7,000 megawatts in just three and a half years.

7. "Sixteen years of PDP, I can say it clearly that Lagos State never enjoyed anything from them. Three and half years of APC, I can clearly attest here that whatever it is that we have achieved in Lagos in the last three and half years, the present Federal Government has largely contributed to those things" Ambode

In late 2013, Nigeria's then Central bank governor Sanusi Lamido Sanusi informed President Goodluck that the state oil company, NNPC, had failed to remit US$20 billion in oil revenues owed to the state. Jonathan however dismissed the claim and replaced Sanusi for his mismanagement of the central bank's budget. Upon release of both the PwC and Deloitte report by the government at the eve of its exit, it was however determined that truly close to $20 billion was indeed missing, misappropriated or spent without appropriation.

The Buhari administration has achieved more with 60 percent less resources than previous government of the country. Vice President Yemi Osinbajo made this assertion on Thursday in Bonny Island at the ground breaking of the N120.6 billion Bodo-Bonny Road project.
This contract was awarded by former President Olusegun Obasanjo’s administration at a cost of N20 billion in 2002 and was re-awarded by former President Goodluck Jonathan’s administration in 2014 after years of abandonment at a contract re-validation value of N120 billion. The administration earns 60% less than in the past five years but are spending the highest ever amount on capital projects.

The revenue collected by the Nigeria Customs Service (NCS) from January to August 2018, was N792billion.

A breakdown of the revenue collection shows that it generated N96.6 billion in Jan., N79.26 billion in Feb., N87.58 billion in March and N94.3 billion in April.

The organization also generated N100.5 billion in May, N98.4 billion in June, N94.9 billion in July and N140.4 billion in August.

This was contained in a data that The Nation sighted yesterday.

Meanwhile, the Minister of Finance, Mrs Zainab Ahmed, yesterday blamed the apparently high debt profile of Nigeria to the challenges of low revenue generation that the country is presently grappling with.

He made the disclosure during a visit to the Nigeria Customs Service (NCS) headquarters, Abuja.

She said that in order to achieve the economic programme of the country, there must be improvement of revenue generation.

Her words: “People have raised concerns about our debt profile, but we do not have a debt problem. Our Debt ratio to GDP is still below 3 per cent, which is the threshold set by the Fiscal Responbility Act. What we have is a revenue problem. We don’t have the revenue to pay salaries, to meet the recurrent as well as the capital expenditure.”

Ahmed said that the functions of the Nigeria Customs Service in regard to revenue generation were key to the success of the Buhari Administration.

She noted that it was for this reason that the Customs Service was constantly being pushed to improve revenue collections.

Ahmed said that the government had considered raising Value Added Tax, Excise Duty and also include more items on the Excise Duty list.

However, she said that the government decided to hold on to the idea, until the economic condition in the country improves.

Ahmed also told the Customs Comptroller General and his team, that she would look into the salary structure of the Service as a way of incentivising the officers.

Earlier, the Comptroller General of Customs, Col. Hameed Ali (rtd) highlighted some of the reforms he had undertaken to improve revenue generation.

He said that because human development was vital, the NCS had invested in training schools to improve the capacity of its officers.

In addition, he said that the Service had deployed the use of technology in blocking avenues of revenue leakages.

Agric sector loses N20bn annually due to lack of insurance cover As a foundation for all other things done in the sector, first, she noted that the anti-corruption drive of President Buhari has blocked exogenous leakages in the agricultural sector to encourage, empower, and enhance the locally made farm produce thereby increasing Nigeria’s internally generated revenue (IGR) index and foreign exchange capacity as well as reserve to over $45bn in cash and bonds. According to her, the home grown feeding programme, designed to end importation and market monopoly of farm produce that could be grown here in Nigeria, is a pilot vehicle to sustainable economic, agricultural, academic and job creation across the length and breadth of the nation. Other very important developments she noted included the inauguration of the Standing Inter-Ministerial Technical Committee on Zero-Reject of Agricultural Commodities and Produce/Non-oil Exports in Nigeria; Nigeria benefitted from 13.1billion Euros honeybee project and commencement of steps to improve the standards of Nigeria’s agricultural exports to align with global standards due to the rejection of our produce at the EU border controls by developing standards and quality control measures. “Under President Buhari administration, at the end of 2016, agricultural goods as share of total trade got N212.73bn and 4.02 per cent and agricultural goods exports were 2.7 per cent higher in Q4 2016 than Q3 2016, Sesame seeds contributed N6.46billion to agricultural product exports in the fourth quarter of 2016. In 2017, and first, second and third quarters of 2018, the agricultural sector has continued to contribute to Nigeria’s GDP. “In the fourth quarter of 2016, frozen shrimps and prawns chipped in N4.4billion to agricultural product exports under PMB’s administration, flour and meals of soya beans contributed N2.59bn to agricultural product exports and cashew nuts in shell contributed N0.95billion to agricultural product exports with the Buhari-led administration and crude palm kernel accounted for N0.62 billion of the total Agricultural exports under the President Buhari administration in the fourth quarter of 2016,” Onochie listed. Subsidy: Buhari’s NNPC as cesspool of corruption She is optimistic the agricultural universities coordinating agency is being revitalised as stipulated in the enabling Act, and that it would work closely with the Nigerian University Commission and development partners to re-focus the universities of agriculture in the country to continue to boost the sector. In her views, the Livelihood Improvement Family Enterprises (LIFE) programme initiated by the Buhari administration to bring life back into rural communities through the empowerment of youth, women and other vulnerable groups across the country would actualise its mandate and further help in agricultural production. Noting that through the Anchor Borrower’s Programme (ABP), the Buhari administration has been providing money for dry and wet season farming in many states, she said the “Anchor Borrowers’ Programme is an intervention of the Buhari administration aimed at fast-tracking access of rural farmers to finance productivity.” The Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria under the Buhari-led administration has made available N82billion in funding to 350,000 farmers of rice, wheat, maize, cotton, cassava, poultry, soy beans and groundnut; who have cultivated about 400,000 hectares of land. There has also been provision of agricultural credit for financing the production of rice, wheat, ginger, maize and soybeans in Kebbi, Niger, Kaduna, Kano, Enugu, Benue, Zamfara, Anambra and Kwara States. The administration has established 40 large scale rice processing plants and 18 high quality cassava flour (HQCGF) plants with a stake commitment of China EXIM (85 per cent) and Nigeria Bank of Industry (BoI) (15 per cent) through concessional credit facilities of US$383,140,375.60 for the rice mills and US$143,722,202.40 for the HQCF plants. Added to that, through the Ministry of Agriculture, the government is distributing rice mills of ten tons per day capacity, 20 tons a day, 40 tons a day, 50 tons and a few 100 tons. This is to collectively increase the capacity for rice milling a day nationwide and it is expected to close the gap between paddy availability and mills to process it. 2019: North Central Youths back, vow to mobilize 10m votes for Buhari “Under President Buhari, the Bank of Agriculture (BOA) has been strengthened for improved delivery of services through consolidation and recapitalisation in collaboration with the Bureau of Public Enterprises (BPE) to ensure loan disbursement at a single digit interest regime in the agricultural sector as obtainable in developed and emerging economies. “The President Buhari administration has approved the restructuring, re-capitalising and repositioning of the Bank of Agriculture (BOA) and has secured the approval of a grant of $1.1 million from the African Development Bank (AfDB) for the restructuring of the Bank of Agriculture, aimed at staff training to strengthen service delivery. “Now, the government is embarking on National Soil Map Data, and the aim is to use soil-specific fertiliser formulations and application in prescribed dosages based on soil types, and the government has signed an agreement with Morocco to supply fertilizer, raw materials on concessionary terms to boost local blending that will facilitate the production of soil and crop-specific fertilisers,” she said. The Buhari-led administration has revived 11 moribund plants with a combined capacity of over two million metric tonnes and in 2017, the Presidential Fertilser Initiatives (PFI) delivered 10m 50kg bags (500,000MT) of NPK 20:10:10 fertilizer at a price of N5, 500 in time for the wet season, which is down from the price of N9, 000 per 50kg bag in 2016, a 40 per cent reduction in price. The Executive Secretary, Fertiliser Producers and Suppliers Association of Nigeria (FEPSAN), Alhaji Ahmed Rabiu Kwa jas, recently said the PFI activities had brought dramatic changes in agriculture and particularly the fertiliser industry in the country. Other things according to her is that government was facilitating timely access of farmers to appropriate quality seeds, local and international seed trading, National Irrigation Policy and Strategy designed to overcome the irrigation challenges and established a N50 billion mechanisation fund to facilitate the second phase of Agricultural Equipment Hiring Enterprise (AEHE) to roll-out 6,000 tractors and 13,000 harvest and post-harvest equipment units across the country. The administration has assessed the status of infrastructure in all the 12 River Basin Development Authorities (RBDAs) and as such, commenced immediate and effective use of the facilities for commercial farming, tractors and Implements have been rolled in parts of the country to support targeted commodity value chains. 2019: Show your scorecard in the North, PDP challenges Buhari Worried about the rising spate of hostilities and attendant insecurity arising from clashes between farmers and nomadic herdsmen, the Buhari administration has commenced efforts towards resolving the conflicts through the provision of 55,000 hectares of land by 11 states as part of the 5,000 hectares each expected from the 19 northern states for the development of pasture/paddocks grazing reserves. The list of these achievements and the ripple effect is almost endless but in totality, there is a conspicuously growing positive effect in the agricultural sector that presidential aides as Onochie are proud of. In conclusion, the Buhari-led administration will boast that it has cut down on imports of agricultural products due to self-sufficiency in food production and consumption and it consequently created jobs. The PFI alone has created over 60,000 direct jobs and even a higher number of indirect jobs. The bag-making sector of the economy has been boosted, with over 10m packaging bags produced exclusively for PFI. Generally, the Buhari administration has resurrected interest in agriculture particularly, among small holder farmers.

Bukola Saraki or “Uncle Bukky” as he is called has shown immense courage throwing around the word “corruption” seeing as he is the first Nigerian Senate President to be issued an arrest warrant while in office. He was also the recipient of a 13-count corruption charge in 2015, a suspect in a robbery case, was the subject of a joint investigation by the EFCC, CCB and DSS. While in power as governor, investigations showed that he abused his office, borrowed billions from banks and used these loans to buy properties in Lagos, London and Abuja. As Senate President, he falsely declared his assets, owned assets beyond his legitimate earnings, operated foreign accounts. In response to the dismissal of charges filed against him by the Code of Conduct Bureau, the Federal Government filed an appeal against the dismissal because of the gravity of his crimes.

As Senate President, Saraki was apparently too busy planning and financing robberies and illegally acquiring assets to pass any meaningful laws. He has been in the primary place of power, the Senate, for over 3 years and did not manage to sponsor even one legislation. He did not have the peoples’ best interest as a Senate President and will not have our best interest in any other capacity. Saraki did nothing with his office; how can a man who had the power to draft and change laws that could positively affect the lives of Nigerians refuse to do so but has the audacity to tell us who or what is best for us. If he is so knowledgeable on what Nigeria needs, why has he made zero efforts to work towards that. His time in office, however, has been inundated with criminal charge after criminal charge. How can an officer charged with creating our laws also be the criminal who breaks the same laws he is meant to protect?  Saraki’s Chief of Staff was also recently arraigned by the EFCC on a 13-count charge of financial fraud of over N3.5 billion- he is simply following his boss’ footsteps. It would either mean Saraki was also complicit in this crime or was careless or not intelligent enough to notice such massive looting by his direct staff. One would wonder why his Chief of Staff would even have access to such funds.

He was a very close friend to former president Jonathan, infact he was an honorary economic adviser to Goodluck for 2 years and he couldn't advise his boss to repair that road, what will he be able to do as an errand boy to Atiku? Peter Obi is not an infrastructure-conscious person like Ngige, Ekweremadu etc. He is more interested in saving money in banks to yield interest for himself and donating cheques to people to do projects themselves due to his lack of vision. Igboland will not benefit anything from Obi with infrastructure. He is such a mediocre and miserly character.

GROWING WHAT WE EAT

The Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria (details below) has made available N82 billion in funding to 350,000 farmers of Rice, Wheat, Maize, Cotton, Cassava, Poultry, Soy Beans and Groundnut; who have cultivated about 400,000 hectares of land.
The ABP has substantially raised local production of rice; yields have doubled from 2-3 tonnes per hectare in areas; Nigeria’s paddy production has doubled compared to 2014 levels.
Between 2016 and 2018, eight new rice mills have come on- stream in Nigeria.
More than a billion dollars of private sector investments in the production of Rice, Wheat, Sugar, Poultry, Animal Feed, Fertilizers, etc, since 2015.
Nigeria’s milled rice production has increased by about 60 percent, from 2.5 million MT in 2015, to 4 million MT in 2017.
The Presidential Fertilizer Initiative (which involves a partnership with the Government of Morocco, for the supply of phosphate), has resulted in the revitalization of 14 blending plants across the country, with a total installed capacity in excess of 2 million MT. The benefits include annual savings of US$200 million in foreign exchange, and
₦60 billion annually in budgetary provisions for Fertilizer subsidies. The Scheme has also made it possible for Farmers to purchase Fertilizer at prices up to 30 percent cheaper than previously available.

The Buhari Administration has extended more than N1.9 Trillion to State Governments, to enable them meet their salary and pension obligations, especially in the face of dwindling oil revenues over the last two years. The support has come in the form of the following:
o Budget Support Facility (Total of N606.55 billion extended to the States as of May 2018; in exchange for reforms in budgeting, IGR, debt management, overheads, etc.

o Paris Club Refunds

o Infrastructure Loans

o Loan Restructuring for Facilities with Commercial Banks: In 2015, the DMO restructured Commercial Bank loans with a total value of N575.516 billion for 23 States to reduce the debt service burden on the states. In exchange for their loans to State Governments, the banks were issued 20-year FGN Bonds at a yield of 14.83% per annum. The Restructuring Exercise benefited the States through:

Reduction in the monthly debt service burden of States from between 55% to 97% for various States;
Interest rate savings for the States ranging from 3% to 9% per annum;
Longer repayment period for the loans now converted into Bonds; and,
Freeing up of needed cash to run the machinery of Government.

PRESIDENT OBAMA: It's a great pleasure to once again meet with President Buhari of Nigeria, along with his delegation. Nigeria is one of the largest, most populous and most important countries not just in Sub-Saharan Africa but in the world. And I am very pleased that we have been able to build a very strong working relationship with President Buhari as he's come in and initiated some very bold efforts at reform.

On the security front, real progress has been made in coordinating regionally to restrict Boko Haram, a brutal organization affiliated with ISIL that has killed an enormous number of people and have decimated communities there. Because of President Buhari's leadership, he has been able to refocus the Nigerian military. We are coordinating carefully. And we discussed here today additional ways that we can make further progress not only in destroying this branch of ISIL, but also to make sure that the people in this region are able to recover from the devastation of Boko Haram's occupation.

That includes making sure that humanitarian aid is getting in. There is real danger of famine and hardship in these areas because farmers were not able to grow crops and engage in traditional agricultural practices. And so we had a discussion about how we would work together to ensure an international response and then move forward to help these communities rebuild.

We also had a discussion about how, during a difficult time for Nigeria given its role as an oil exporter, we are looking to help in any ways that we can to facilitate a reduction of conflict in the Niger Delta region, a major oil-producing region, but one that has been marred by a number of militant organizations that have expropriated or siphoned off oil revenues. And the President, I think, wisely, is heading up a delegation to bring various stakeholders together and try to make progress on that front. We want to be helpful in any way that we can.

We discussed broader issues of development. And the President is taking some very bold economic reforms, including allowing for flexibility in exchange rates, refocusing on agricultural production. And we pledged to offer all the assistance that we can in those areas.

And as the President is trying to stamp out corruption, to recover external funds that may have been illegally obtained and are sitting in bank accounts around the world, as he continues to work to make sure that the security forces inside of Nigeria are abiding by professional and human rights standards, what we've pledged is, is that we will partner in any ways that we can to be helpful.

And in the meantime, I also want to thank the President for having been a great partner with us on a range of international challenges of great importance, including around issues like climate change and dealing with pollutants like hydrofluorocarbons, where Nigeria has actually been an excellent partner.

So we wish President Buhari well. He's going to be President longer than I am. (Laughter.) But that gives us a sense of urgency to make sure that we've done everything we can to put in place the framework for cooperation and partnership for many years to come.

The Federal Government has agreed to release N88billion for the compensation of victims of the Nigeria/Biafra civil war, as well as for completion of demining and destruction of abandoned explosives within the South-East, South-South and North Central regions of the country.
FG, in terms of agreement it endorsed before the ECOWAS Court in Abuja on Monday, said while it would pay N50billion compensation to “true victims” of the civil war that occured between 1967 and 1970, it said a total sum of N38billion will be paid to contractors for total and complete demining and destruction of abandoned bombs and landmines within the regions. According to the agreement document which the ECOWAS court adopted as its consent judgment, two firms, RSB Holdings Nigeria Limited and Deminers Concept Nigeria Limited, were said to have been contracted in 2009 to carry out demining exercise in the war affected areas. It said that after an exercise that was conducted by medical experts that were employed by the two contractors to screen and identify true victims of the war, “All the parties to this suit acknowledge that 685 persons were selected and classified as survivors while 493 of them were confirmed as victims of either landmines or other dangerous military ordnance including locally fabricated weapons, hence entitled to compesation including their families and communities”. “Whereas the parties also acknowledged that a total of over 17, 000 bombs were recovered and destroyed by the 4th and 5th Respondents (the contractors), while a total of 1, 317 are still in the stockpile located at the Mine Action Center, Owerri, Imo State, larhe quantity of live bombs still litter the Applicant’s communities”. The decision followed a suit marked ECW/CCJ/APP/06/12, which was filed before the ECOWAS Court on May 2, 2012, by one Vincent Agu and 19 others against FG and five others. FG opted for an out-of-court- settlement of the matter after four years negotiation period. States listed to benefit from the deal are Anambra, Rivers, Akwa Ibom, Delta, Ebonyi, Cross River, Abia, Enugu and Benue.

Buhari’s WhistleBlowing policy has recovered N13.8 billion from tax evaders, N7.8 billion, $378 million, £27,800 from public officials targeted by whistleblowers.
The APC government approved the audit of important federal revenue generation auditions, remitting N526 biilion and $21 billion which had been previously underpaid to the account of the Federation.
Under the PDP administration, JAMB remitted only N51 millionbetween 2010 and 2016; JAMB remitted N7.8 billion in 2017 alone.
Buhari fully operationalized the TSA (Treasury Single Account) which has increased transparency in public financial management and saved N4 billion monthly in bank charges from the government borrowing from banks.
Buhari’s administration reduced the NNPC’s debt from $6.8 billion to $5.1 billion in 2016.
Buhari met with the Nigerian Union of Pensioners on the 5th of January 2019 after ensuring the backlog of arrears had been paid and all pensioners who were unjustly removed had been restored.
The Ease of Doing Business initiative was signed in 2017 (which now has a 70% success rate) to improve our business environment. So far, technology has been used to fast track and monitor payment of taxes, business registrations, a 48-hour electronic visa procedures and all-round governmental transparency.

In January 2016, Nigeria and United Arab Emirate signed Judicial Agreements on Extradition, Transfer of Sentenced Persons, Mutual Legal Assistance on Criminal Matters under the Buhari-led administration.
Also in March 2016, the Presidential Com-mittee set up to probe contracts awarded by the Office of the National Security Adviser (ONSA) from 2011 to 2015 recovered over N7 billion from indicted companies and individuals.
