No school will pay for the courier on your behalf,they would have charged you for it when applying for the transcript. But, this still depend on your school.

You are not supposed to send transcript directly,however,if you believe you can make the transcript look as if it came directly from your school,you should be fine. For example,if you already have sealed transcript and you simply want to use a fast courier to send it instead of allowing your school who may use ordinary post.

The transcript has to be sent to their physical address (for WES, I don't know about IQAS)
