Lagos State Governor, Mr. Akinwunmi Ambode on Wednesday swore-in the Chairman and members of the Lagos State Independent Electoral Commission (LASIEC), just as he charged them to live above board and be fair to all parties in the discharge of their duties.

Governor Ambode, who spoke during the swearing-in ceremony at the Lagos House, Ikeja, said the new Chairman, Justice Ayotunde Philips (Rtd) and other members of the Commission were carefully selected based on their track record of meritorious service and unquestionable integrity, hence they must be transparent and fair to all without giving undue advantage to one party over another.
The Governor said his administration places high premium on the Rule of Law, just as he vowed that the Executive arm of government would not do anything to directly or indirectly interfere in the affairs of the Commission.








He said LASIEC, as the statutory body saddled with the responsibility of conducting Local Government elections, has a critical role to play in entrenching the democratic process in the State, and therefore the newly sworn-in members must go all out to ensure the credibility of the electoral process.
He said: “We have painstakingly selected people of unquestionable integrity and track record of competence to guarantee a credible, transparent and accountable process. Leading this team is Hon Justice Ayotunde Philips, a retired Chief Judge of Lagos State who left a record of meritorious service that saw her to the pinnacle of the Lagos State Judiciary.
“All I just want to say to all the members is that they must live above board and truly live up to the public expectation as independent umpires. You must be transparent and fair to all without giving undue advantage to one party over another. This is only way that you can guarantee the credibility of the process you supervise,” the Governor said.
Besides, Governor Ambode thanked members of the Lagos State House of Assembly for their due diligence and subsequent confirmation of the Chairman and members of the Commission, as well as the timely passage of the amendment to the LASIEC Law.

Members of the Commission are Justice Philips (Chairman), Dr. Bunmi Omosehindemi, Mr. Lateef Raji, Mrs. Toyin Famakinwa and Mr. Olusegun Ayedun, with Mr. Olumide Lawal as the Permanent Secretary.
Responding, Justice Philips thanked Governor Ambode for the confidence reposed in her and other members, and assured that they would do all within their powers to ensure credible, free and fair elections.
She also said that her tenure would witness the transformation of LASIEC to an institution that would be envied and emulated by other States of the Federation.

“I believe in action more than in words and people would see as time passes that we will try to do our best and I hope that we will make LASIEC an institution for all the other states to follow. Lagos always leads and the judiciary in Lagos has led others in Nigeria and we intend to bring the same to bear on LASIEC to become an institution that the rest of the country will envy and will seek to emulate,” she said.
She added that her team will go back to the drawing board and critically appraise the situation on ground, while an election date would thereafter be determined in due course.

A final year student of Niger Delta University in Bayelsa state, Obele Wilson, was shot and killed by armed robbers during an attack on banks along the Sani Abacha Expressway, Yenagoa, the state capital yesterday June 28th.

The robbers somehow gained access into one of the banks were the deceased was doing a transaction, where he and other bank customers were ordered to bring out all their cash and other valuables...



An eye-witness claimed Wilson argued with the robbers after which he was shot at close range. He died before medical help could get to him. His remains has been deposited at the state owned morgue. May his soul rest in peace, amen!

Gunmen have kidnapped the Chief Accountant of the Federal Medical Centre, Owo, Ondo State, Kayode Asaju. According to Family sources, Asaju, was kidnapped along the Lokoja-Abuja Road on Sunday June 26th as he was traveling to the Federal Capital Territory for an official assignment.

His abductors have reached out to his family members and are demanding a N5 million ransom. Meanwhile the Ondo state Police Public Relations Officer, Femi Joseph, confirmed the incident and stated that efforts are being made in partnership with the Kogi state police command to ensure his release.

The sixth edition of the Prix Canson Prize, which recognizes achievements of international artists who work with paper as their principal medium, was awarded to Nigerian artist Njideka Akunyili Crosby in a ceremony at New York’s Drawing Center on Tuesday, June 21.

Born in Enugu in 1983, the Los Angeles-based artist creates large-scale works that combine collage, drawing, painting, and photo transfer to weave complex narratives that reflect an abundance of art historical references and images from her own personal archive, as well as from contemporary culture. She is known for exploring a wealth of themes in her pieces such as literature, identity, race, assimilation, and memory, but she specializes in teasing out her own relationship with colonialism and representation as an expatriate working in the US.

For Brett Littman, the president of the jury and the director of the Drawing Center, Akunyili Crosby has “a unique voice in the way that she thinks about and approaches portraiture.”

He told Lauren Cavalli of artforum.com that as the jurors deliberated on whom to choose, her work “kept burning in our minds.” Littman added,

“I think her work really moved us. We felt like if you are going to give a prize to someone you give it to someone who is going to push the medium forward.”

Out of the five nominees for the Prix Canson, four were women, three of which were women of color. The artists shortlisted for the prize were Ruby Onyinyechi Amanze, Bethany Collins, David Shrigley, and Lucy Skaer. An exhibition of the works of Akunyili Crosby as well as the four finalists will be on view until July 1.

Each year different institutions act as hosts of the award, this is the first time it has been presented in the United States. It has previously been held in Paris (2015) and Barcelona (2014).

Akunyili Crosby will receive over $11,000 of Canson paper and an invitation to be part of a residency that was established by artist and former president of the jury, Tunga, who recently passed.

Established in 2010, the Prix Canson Award celebrates the legacy of the sixteenth-century paper company Canson, which has been supplying artists such as Ingres, Delacroix, and Van Gogh, among others, for generations.

Members of the National Assembly caucus in both the Senate and House of Representatives from Ekiti State have cautioned the Economic and Financial Crimes Commission (EFCC), against allowing itself to be used to intimidate or harass Governor Ayodele Fayose of Ekiti State by the Federal government.

The caucus unequivocally condemned the freezing of the bank accounts belonging to Ekiti state Governor by the EFCC, describing it as absolutely illegal, and an affront to the constitution of the Federal Republic of Nigeria.


The release issued on Sunday and signed on behalf of the caucus by the Senate Deputy Minority Whip, Senator Biodun Olujimi reads;

“our attention has been drawn to the freezing of the bank accounts belonging to Ekiti State governor, Mr Ayodele Fayose by the EFCC and we wish to state that the actions violates the constitution of Nigeria, which conferred immunity on the governor and the EFCC Act, which mandates the Commission to obtain a valid court order before bank accounts of anyone can be frozen”.

“It is trite that the condition precedent to be fulfilled by the EFCC to fully exercise its powers as enshrined in section 34(1) of the EFCC Act, with effect to the freezing order on banks and other financial Institutions was not met. Ditto for the fact that for the court to make such an order, there must be papers (Court Process) filed in court and signed by a Judge.

"By the provision of section 308(1) (a) of the 1999 constitution (as amended), no suit can be instituted against any sitting Governor in any court in Nigeria. Therefore, no process of the court can be issued, signed or served against Mr. Ayodele Fayose, being a sitting Governor. Knowing fully well that the import of section 308 of the 1999 constitution (as amended), is principally to avert unnecessary distraction of any sitting governor and other beneficiaries of that section.

"As much as we are not against the anti – corruption crusade of the government or the investigation of corruption persons by the EFCC, we urge the anti-corruption agency to carry out its functions without political interference from any quarters, while the Federal government on its part, must eschew all actions capable of destabilizing the peace of any state, or threaten our nascent democracy."

UGHELLI—A sales girl, simply identified as “Yellow,” has been bludgeoned to death after she was raped. It was gathered that her assailants attacked her inside the building material store where she worked at Afiesere community, Ughelli, Delta State.

Her lifeless body was discovered at about 5p.m. on Tuesday, by her employer who came to the shop, following reports that the shop had not been opened for business all day, only to discover her lifeless body. Giving detail of the incident, a resident of the community who gave his name as Efemena Omokaro, claimed the lifeless body of the victim was discovered naked and mutilated inside the inner room of the shop.

He told Vanguard: “From what we saw on the corpse, she was attacked and killed in the morning by someone close to her. But the manner in which she was attacked calls for concern as such a thing has never happened in this community.” Confirming the incident, a senior police officer, who spoke in confidence, said police had commenced investigation, having been briefed by the employer of the victim and the land owner of the building where the shop is located.

Justice Candid Johnson of the Lagos State High Court sitting in Igbosere today, June 21, struck out a motion filed against the EFCC by Azibola Robert, a cousin of the former President Goodluck Jonathan, asking the court to restrain the Commission from arresting, detaining or investigating him. The motion was struck out on grounds of lacking diligent prosecution.



In the motion, Azibola requested for an order nullifying and setting aside the remand order obtained by the EFCC to remand him, an order directing the Commission to release him from custody, an order of perpetual injunction restraining the EFCC or any person whatsoever acting for/on behalf of the Commission from arresting or detaining him and demand of special damages in the sum of N200, 000,000 (Two Hundred Million Naira Only). Azibola is being investigated by the EFCC for suspicious contracts awarded to him by the former National Security Adviser to former President, Goodluck Jonathan.

The investigation revealed that between 2012 and 2015, Colonel Sambo Dasuki allegedly awarded fictitious contracts to the tunes of N2,219,188,609.50 ( Two Billion, Two Hundred and Nineteen Million, One Hundred and Eighty Eight Thousand, Six Hundred and Nine Naira, Fifty Kobo), $1,671,742,613.58 (One Billion, Six Hundred Seventy One Million, Seven Hundred and Forty Two Thousand, Six Hundred and Thirteen Dollars Fifty Eight Cents) and €9,905,477.00 (Nine Million, Nine Hundred and Five Thousand, Four Hundred and Seventy Seven Euros) respectively to Azibola and his companies and proxies. Also the sums of $40 million and N650 million was said to have been traced in the bank account of Azibola as moneies paid by the former NSA.

It would be recalled that Azibola made similar motion before Abuja High Court and same was dismissed by Honourable Justice O.O Goodluck of Abuja High Court. He later filed two separate motions before Honourable Justice C.M.A Olatoregun of the Federal High Court Lagos and Justice Candid Johnson of the Lagos High Court.

PROTOCOL
1. Distinguished colleagues, ladies and gentlemen, you would recall that in earlier this year upon the inauguration of this all important committee, I did make the point that the members of this committee had been arrived at in recognition of the enormity and solemnity attached to the exercise of constitutional review.
2. This is why the essence of this retreat cannot be overemphasized.
3. Since, independence, our nation has sought to develop for itself workable Constitution on which her unity can be perfected. Other nations have trodden a similar path. For instance, following the Declaration of Independence and the Revolutionary War in 1776, the original 13 States of the United States of America operated an Article of Confederacy, a necessary but unwieldy document that institutionalized a central government. The Article lasted for 8 years before it was jettisoned for the current Constitution of the United States.

4. Constitution making has always been a challenging issue in any polity. Because it is expected to put together the aspiration, commitment, values and agreement of different communities, debates can be polarizing, contentious and in some cases conflictual. These defaults issues should be viewed as part of the process of building consensus and strengthening our democracy. As polarizing as these issues are, with robust engagement, inclusive participation and process-led initiatives we can resolve the contentions and agree on some of the issues.
5. As I had noted in my inaugural address, this senate isseeking to further consolidate and entrench the essence of our constitution as the only basis for the exercise of all powers under a constitutional democracy forged under the rule of law. This review process must not in anyway dent the solemnity, integrity and infallibility that should be ascribed to the 1999 Constitution. Rather we are by this process celebrating and affirming the inviolability of our constitution and its integrity. It is in no way a ritual or a routine.
6. It would be recalled that the 7th National Assembly had done a good job of obtaining national consensus on key challenges to the operation of the constitution and the utilisation of the constitution as the coherent framework for our development as a nation through its work on the 4th Alteration Bill. This is why I urge the committee to, in this first phase, to concentrate on the 4th Alteration Bill and conclusively address it before dealing with other proposals.

7. Constitutional amendment as they affect the 1999 Constitution are enormous especially those affecting the smooth running and development of our federation, cannot be fully captured within the framework of the 4th alteration bill. I will however, urge you to pay attention specifically on the 4th alteration due to the immense work and national consensus already garnered in determining it. This will help us concentrate effort on clearing these already agreed areas and a other few exceptional issues that are integral. This is the surest way of delivering to our people a more acceptable constitution before the commencement of the partisan political activities early next year.
8. Upon the completion of this phase of the work, I believe we will then take on the next berg of issues that continue to agitate the minds of many Nigerians. I have purposefully avoided reflecting on these issues as I would have normally done, because upon the retreat for the next phase we will comprehensively enquire into these and proffer workable solutions upon the overarching principle of greater freedoms for our people, abhorrence of discrimination of any nature that inhibit the enjoyment of our people’s rights, the enthronement of the rule of law, accountability of all offices and authority derived from the constitution, the issue and concept of "continuity in governance” which assumes that a country needs continuity in its government to continue to meet the demands of modern day governance. Most of these issues you would find interlocked in the current 4th alteration. I am also convinced that some of the hard national questionswould remain contentious and unresolved beyond this exercise, but be sure of this, we have the necessary will, courage and wisdom to interrogate them all and find solutions to them. Meaning that we are ready to take another plunge at cementing the process and deepening our constitutional framework through a second phase of amendments.
9. Distinguished colleagues’ ladies and gentlemen, by the caliber of the composition of this ad hoc committee, I am assured that your deliberation will be robust, courageous and vibrant and your recommendations to the senate will embody the greater aspirations of our proud heritage and people. There is no better time to exhibit and bring to bear your statesmanlike maturity, nationalistic considerations and vision to the mandate that our people have bestowed on us, to help bring their hope and dreams to reality.
10. In concluding, as you deliberate, I urge you to bear carefully in your mind the challenges of our past and the vision of our future. I urge you to consider every opinion and allow as many ideas as possible into the discussions. Nigerians of all works of life will be looking up to you to provide a new direction towards to cementing of our union through the recommendation you will be offering from this process.
11. I cannot finish this address without a resounding commendation to the Chairman, the DSP, Onwa Ndigbo, my charismatic and humble brother, Senator, Ike Ekweremadu, for his untiring devotion to this quest to bequeath to our people a near perfect constitution, may God continue to reward and strengthen you in all your endeavours. And to you my exceptional colleagues for making today a reality, God bless you all.

Lagos State agencies in charge of Quality, Standard and Regulation in the state have sealed off the premises of CWAY Nigeria Drinking Water Science and Technology Company Limited and Figol Water in various locations in state in its determination to ensure compliance with the State Groundwater Quality Control Regulation and the State Drinking Water Quality Standard.

Executive Secretary, Lagos State Water Regulatory Commission (LSWRC), Arc. Ahmed Kabiru Abdullahi, who led the team on the compliance and enforcement exercise, also visited Nigerian Breweries Limited, La Casera, Cascade Waters, 7up, Coca cola and Guinness Nig. Plc. and said CWAY Limited, was sealed for non-declaration of all its facilities and non-compliance as stipulated in the regulatory guidelines of the Lagos State Water Sector Law (LSWSL) 2004.

Ahmed opined that “this move is in line with the vision of the state government to curb the occurrence and spread of water borne diseases in the state, as well as, improve the standard of living and promote safety culture at all times. The State Government is leaving no stone unturned to ensure that all stakeholders in the water sector comply with the guidelines and regulations for water abstraction/consumption as stipulated by the law.”

He stated further that “the administration of His Excellency, Mr. Akinwunmi Ambode, being a very responsive and responsible government, would no longer fold its hands and watch the pollution of the groundwater through indiscriminate abstraction and illegal borehole drilling that is polluting the groundwater on a daily basis.”


He revealed that the 1st and 2nd aquifers of underground water are the worst hit and that the state government is taking adequate steps to ensure the preservation and conservation of all the aquifers of underground water to ensure safety of lives, provision of portable water that is of good quality and a water sector that is sustainable and viable.

Ahmed said that a sustainability plan by the state government would soon be launched by His Excellency, Mr Akinwunmi Ambode and it will involve corporate private sector participation.

While acknowledging the challenges associated with the supply of water to residents of the State, Ahmed said the intention of government is to ensure a well regulated water sector devoid of abuse by all stakeholders, adding that this will ensure the attractiveness of the sector to participation by the private sector.

He stressed that by the year 2020, the present 33% water provision would rise to 100% when the sector is expected to be fully compliant with the regulations.

He reminded all borehole operators to regularise and get permits for drilling boreholes for water abstraction and that all water service providers and borehole drillers should obtain requisite licenses for their operations, adding that the government is set to implement the provisions of the Lagos State Water Sector Law (LSWSL) 2004 to the letter.
