If you have data on the line currently in the phone, remove it and insert in another device then Hotspot from that device to the iPhone so you'd run the update.

I have done that before with hotspot but the thing will download but won’t install

Check if there's a pending software update. Update if there's but if it's upto date then it's likely a hardware issue.
