However, if there is enough reason to justify the withdrawal based on security situation and there is collective agreement from all the owners of the money, I see nothing bad in it.

Government must however go about it the right way. The expenditure must be properly appropriated by the national assembly through a supplementary budget and adequate mechanism must be put in place to ensure transparency and accountability.
