They have consulate, embassy in Nigeria,. Those specifically houses American citizens.

Nigeria budget is one of the biggest in Africa comparing to other Africa nations with lower budgets and yet they have air defense.

The point is whether we have plans for war or not, we should be ready always.

Do you know that Iran warn Nigeria and Qatar about striking US bases, they only targeted Iran based.
This is the reason why we need to be ready for any action, even if we don't plan, we can be pulled into it.

Finally, ballistic missiles are extremely expensive weapons to develop. The few countries with ballistic missiles are countries who are equally under the threat of ballistic missile attack. So, they develop it as a kind of balance of terror to deter their enemies from using it against them. It’s the same argument that Iran and North Korea are putting forward to develop nuclear weapons. USA, Russia, China, Israel etc have nukes and some of them are at loggerhead with Iran. So, Iran also needs nuclear weapons to deter Israel and US from ever nuking them.

So you see, Nigeria currently has no threat of ballistic missile attack from any of our neighbors. In fact, no single country in Sub Saharan Africa has ballistic missiles. So, why should we invest billions of dollars into developing ballistic missiles when we are not under any threat of ballistic missile attack? Who do we want to use it to deter?

We are better off spending our meager forex earnings on developing our public infrastructure, health and education system etc. We have absolutely no use for ballistic missiles.

Is Nigeria planning to attack Egypt, Algeria or South Africa?

Only the United States, Russia, China, France, India, the United Kingdom, Israel, and North Korea have ballistic missile programs. You could add Egypt possibly. Of the countries listed only North Korea and Egypt do not have nuclear weapons.

Nigeria doesn't have ballistic missiles. No country in Africa has. Only Russia, the US, India, Iran, North Korea, China and Pakistan are known to have them at the moment.

Ballistic missiles are 'need-to-use' and aren't just developed for the sake of it. That's why Germany, France and the UK have never bothered developing a ballistic missile program.

That said, even if you give Nigeria 130 years, we will never have a ballistic missile program. We simply lack the intellectual, industrial and financial capacity to develop and build one.
